Amendment 0001 – Responses to Questions – Posted 08/16/2021
Q&A 1 - 0001 Question: Is it possible to provide two bids, one that includes access to the beach via the private property and one bid that does not include access.
Response: No. Bids should assume that the only access will be from property owned by Monomoy National Wildlife Refuge and that access via the private property is unavailable. There are sufficient concerns with being able to maintain access via the private property and that this path includes having to cross dunes. These dunes were recently built up and the potential liability and expenses of having to restore them is beyond the scope of this project.
Q&A 2 - 0001 Question: Will the USFWS state that they are responsible for securing any permits and repairing the dunes if damaged while trying to access the bottom of the bluff via the private roads?
Response: No. See answer above. Accessing the project site should not cross the dunes or private property. Any permits required otherwise will be secured by the USFWS.
Q&A 3 - 0001 Question: Could access via private property be taken away.
Response: See answer to question 1 above, if a situation arises which requires access to the project site via private property, we would get a signed letter from the property owners.
Q&A 4 - 0001 Question: Is working on Saturday permitted.
Response: Yes, as long as working on Saturdays does not incur a need for Refuge staff to be present.
Q&A 5 - 0001 Question: Recommended stating that the number of trees is no more than 200.
Response: On 13 August, trees were counted, 55 trees were observed at the toe of the bluff and 70 were counted at the top. These numbers could change by the time the project starts. So, the current estimate is no more than 70 trees will need to be removed from the bottom of the bluff and no more than 85 from the top.
