STATEMENT OF WORK (SOW)

Groundwater Monitoring

Sachuest Point National Wildlife Refuge 769 Sachuest Point Road Middletown, RI 02842

Groundwater Monitoring (SOW)

1.0 General Title. Ground water monitoring, Sachuest Point National Wildlife Refuge

1.1 Introduction. Conduct yearly ground water monitoring to evaluate volatile organic compound

(VOC’s) and metal concentrations in groundwater at a closed landfill site in 2021 with option years for

2022‐2025.

1.2 Background. The Sachuest point landfill was remediated in 2004, and as part of the long‐term monitoring for the area, groundwater adjacent to the landfill cap is sampled and evaluated for contaminants (figures 1&2). Six water monitoring wells are located around the landfill cap where samples are to be taken on a yearly basis. When collected, samples of groundwater will be taken, and following chain of custody standards, analyzed for the concentration of 40 organic volatile compounds and 15 metals. Sampling will conform to U.S. Environmental Protection Agency (EPA) protocols. A report will be completed and distributed to the Service and to the State of Rhode Island.

1.3 Objectives. To determine landfill remediation success, sample groundwater according to established professional standards and to report the results in a timely manner. Analysis of samples for volatile organic compounds (VOC’s) will follow EPA Method 8260B (EPA 1998), and the 15 metals by EPA Methods 200.7 (EPA 1982) and 200.8 (EPA 1994).

Groundwater Monitoring (SOW)

Figure 2. Location of Groundwater sampling wells. Access to wells 1‐4 from a single lane dirt administrative road. Access to Wells 5 and 6 from Sachuest Point Road (two lane paved).

1.4 Scope. The contractor will collect groundwater samples from each of six existing wells located around the periphery of the landfill cap. Well heads are at or near ground level with a four‐foot metal pole with white paint marking their location. Four of the six wells are accessible via a one lane, dirt administrative travel way and two are accessible from Sachuest Point Road, a two‐lane paved road. Past sampling reveals depth to groundwater ranges from two feet to seven feet below grade. Each well includes a metal cap mounted in concrete with 9/16” hex nut bolts securing the cover. The well consists of while PVC with a 2” inside diameter, with either rubber caps or similar securing the top. Within each well, flexible clear plastic tubing is present which has an outside diameter of .25 inches. Estimated well depth and flexible tube length varies:

Well No. Depth Tube length

1 17.5 ft 14 ft 2 17 ft 16 ft 3 17 ft 18 ft 4 16 ft 17 ft 5 15.5 ft 15 ft 6 15.5 ft 12 ft

The wells are not equipped with dedicated pumps, and there is no power source located at the wells.

Groundwater Monitoring (SOW)

1.4.1. Collection of groundwater samples will follow EPA (2010) methodology for low flow sampling, which requires purging of each well. Any deterioration of the wells, or conditions which may adversely affect the results obtained from their use will be noted during the field sampling event for each well. During low‐flow purging, all purge fluids will be contained inside an encapsulated flow‐ through cell to reduce gas‐exchange between the groundwater and the atmosphere. Geochemical parameters will be measured throughout the purging process and documented on field data sheets.

Specific parameters to be monitored during purging include: color, temperature, Ph, specific conductance, oxidation‐reduction potential (ORP) and dissolved oxygen. Groundwater elevations will be monitored at the start of purging (i.e. static groundwater conditions) and at 5‐minute intervals to reduce the amount of stress (i.e. drawdown) on the aquifer. Samples will be taken and marked with the date, time, and location (well number).

1.4.2. Care and Transport of groundwater well samples. Samples will be placed in containers consistent with the analysis techniques to be employed (VOC’s Method 8260B, metals by Methods

200.7 and 200.8). A clear chain of custody record will be maintained. All samples will be placed on ice immediately following sampling and placed in a cooler until analyzed or placed in the laboratory for analysis.

1.4.3 Analysis of groundwater samples. Table 1a shows the VOC’s and Table 1b lists the metals and site parameters to be analyzed in each well sample. VOC’s will be analyzed using USEPA Method 8260B (EPA 1998), and the 15 metals by USEPA Methods 200.7 (EPA 1982) and 200.8 (EPA 1994).

1.4.4 Reporting. A Report will be written which details sampling date(s), methods employed, well by well geochemical parameters, and analysis results by well as compared to acceptable limits. Laboratory results and chain of custody documentation will be appended to the report. The report should detail whether any analyst exceeds any standard.

One electronic copy, and one bound hard copy will be provided to each person listed below:
