Amendment 0001 – Responses to Questions – Posted 04/01/2021

Q&A 1 - 0001

Question: I am hoping to find out if there is an incumbent contractor currently performing these services, if similar services have been performed in the past, or if this is a new requirement. If this is a follow-on requirement, could you please provide the previous contract or task order number?

Response: The incumbent is Mill City Environmental Corporation. Previous Contract Number

F16PX01191. This is a new requirement.

Q&A 2 - 0001

Question: Will the USFW reimburse for travel costs?

Response: Travel costs will not be considered as a separate line item.

Q&A 3 - 0001

Question: Can the USFW provide a copy of a previous report submitted to the State of Rhode Island so we can have a better idea of the level of effort involved?

Response: No, the Statement of Work provides sufficient information.

Q&A 4 - 0001

Question: How should the contractor plan to dispose of purge water (drum, evaporation, re-infiltration, other)?

Response: Purge water can be disposed on site on ground surface.

Q&A 5 - 0001

Question: The RFQ (p. 3) indicates that there is flexible tubing within each well, presumably for sampling. Can we assume that it is acceptable to use a peristaltic pump or other surface mounted pump that follows low-flow sampling requirements (with enclosed flow through cell) instead of a submersible pump (i.e., to minimize loss of VOC)?

Response: The previous contractor used a peristaltic pump to purge the wells in accordance with the

EPA low-flow guidance, so yes, it would be acceptable to use a peristaltic pump or other surface mounted pump that follows low-flow sampling requirements (with enclosed flow through cell).

Q&A 6 - 0001

Question: Is any other reporting besides the indicated annual report, such as status reports, required?

Response: No status reports required, just the final report.
