SYNOPSIS:
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE
THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.
The U.S. Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE) has a requirement for a research study titled, “MUD GAS SEPARATOR (MGS) ANALYSIS.” The estimated period of performance for this requirement is twelve (12) months from date of award.
The purpose of this combined synopsis/solicitation is to solicit quotes as described in the attached solicitation. The Government anticipates a Firm Fixed Price type award as a result of this solicitation. This procurement is being conducted in accordance with FAR Part 13.5, "Simplified Procedures for Certain Commercial Items". The North American Industrial Classification Systems (NAICS) code is 541690, Scientific & Technical Consulting Services, with a small business size standard of $16.5 million. This solicitation is being issued on an unrestricted basis.
All potential offerors must be registered in the System for Award Management (SAM) (www.sam.gov) at the time an offeror of quotation is submitted.

SECTION 1
PRICING
1.1 GENERAL
This acquisition is for commercial items and is conducted under the authority of the Federal Acquisition Regulation (FAR) part 12 – Acquisition of Commercial Items and FAR subpart 13.5
– Simplified Procedures for Certain Commercial Items, as it is expected to exceed the simplified acquisition threshold. The North American Industry Classification System (NAICS) code for this requirement is 541690, titled Other Scientific and Technical Consulting Services, with small business size representation of $16.5 million. The Contractor shall furnish all personnel, facilities, equipment, technology, materials, supplies, and services in performing the work described in Section 2, unless otherwise stated herein.
1.2 ACQUISITION APPROACH
This acquisition is being conducted as a performance-based acquisition. The Statement of Objectives (SOO) outlines the purpose, scope, objectives, and constraints upon which the Performance Work Statement (PWS) shall be developed. Under a SOO, the Government describes its requirements in terms of desired objectives and the contractor proposes a solution that it believes will best meet or exceed the objectives. In essence, the Government states the problem it wants solved and industry is offered the freedom to propose what they consider the best solutions. Under a SOO, the Government is changing the very nature of what it is acquiring from the traditional compliance with a Government developed Statement of Work, to performance results.
Contractors, using this SOO as a guide, will respond with a Performance Work Statement (PWS) (i.e., your solution), and a Quality Assurance and Surveillance Plan (QASP) that outlines standards, acceptable quality levels, surveillance methodology, and incentives and/or disincentives.
1.3 TYPE OF CONTRACT
BSEE anticipates awarding a firm fixed price type Contract.
1.4 CONTRACT LINE ITEM PRICING
The specific details and descriptions of the Contract Line Item Number (CLIN) are described below. CLIN 00010 is a Firm-Fixed-Price (FFP) line item with a period of performance specified in Section 3.

SECTION 2
D STATEMENT OF OBJECTIVES (SOO)
MUD GAS SEPARATOR (MGS) ANALYSIS
2.1 BACKGROUND
The Bureau of Safety and Environmental Enforcement (BSEE), an agency of the U.S.
Department of the Interior (DOI), BSEE is charged with working to promote safety, protect the environment, and conserve resources offshore through vigorous regulatory oversight and enforcement of offshore facilities engaged in oil and gas exploration, development and production operations on the Outer Continental Shelf (OCS).
During well construction operations, wellbore fluids are circulated or are directed through a Mud Gas Separator (MGS) to mitigate exposure to the hazardous effects of gases that may come from the wellbore with the circulated fluids. The purpose of a MGS is to separate gases from the returned wellbore fluid and direct the gases to vent or flare at a safe location/area, while allowing the remaining fluid to be either retained and safely returned to the surface fluid system for further use or safely discharged overboard. The MGS system safe operating capacity to vent gases through the vent/flare line(s) includes consideration of the MGS vessel rated operating envelope, backpressure from the vent/flare lines and the hydrostatic head of the liquid seal, the throughput capacity that allows liquid droplets to break away from a gas-liquid interface to become a free gaseous phase, and pressure relief mechanism actuation setting(s). Another consideration is adequate gaseous phase retention time in the MGS system to prevent liquids that are entrained / attached to the gas from venting out the ends of the vent / flare lines. Additionally, MGS systems with valves (such as float-controlled liquid dump valves, control valves to regulate gas pressure and relief valves) have a heightened risk of malfunctions due to plugging, particularly during high flow rate operations. Minimum safe requirements may be further affected by Managed Pressure Drilling (MPD) operations.
The current minimum design and or installation requirements, operating limits, protection measures, inclusive of appropriate margins of safety, of MGS systems therefore need to be assessed to help ensure the safe venting/flaring of gases during well construction operations.
2.2 PURPOSE
The purpose of this project is to evaluate the performance criteria of MGS and its inherent limitation regarding operational efficiency related to design and field operating measures, especially the capacity to separate gas from the liquid, determined by the internal configuration and fluid dynamic characteristics of MGS. The capacity to vent gas through the derrick vent is subject to the backpressure of the vent line and the hydrostatic head of the liquid seal, and the capacity when the liquid droplets break away from a gas and liquid interface to become suspended in the gas phase.
2.3 OBJECTIVES
The study's primary objective is to generate a comprehensive analysis to build an accurate understanding of MGS concerning separating, venting, and liquid re-entrainment capacity design criteria and operating performance in the field. The study would also assess best practices and develop recommendations to the agency and industry to develop industry standards, regulations, and operational procedures to ensure that well control risks are diligently mitigated regarding
MGS.
2.3.1 Provide a comparative analysis of current offshore requirements from the international (e.g., IRF members), national (e.g., BLM), and state-level (e.g., Alaska) on the regulations, standards (e.g., API, NORSOK, ISO), best practices, and industry operating procedures in effect as related to MGS operating procedures.
2.3.2 Research current methods of determining proper MGS size and design operating envelope and evaluate if procedures are sufficient for specific well conditions (e.g., reservoir characteristics, hydrocarbon properties, and mud properties and report on findings.
2.3.3 Evaluate that methods adequately assure design can prevent the following hazards:
Overpressure of Vessel, excessive hydrocarbon discharge from vent creating a hazardous environment at the rig floor level, and Loss of liquid seal causing gas blowby.
2.3.4 Provide a method to adequately estimate gas gradient increases due to lower separation efficiency (e.g., atomized fluids carried in in the gas stream increasing the overall gradient, liquid hydrocarbons not fully separated from gas stream). Integrate the method into the sizing methodology.
2.3.5 Provide methodology for overall MGS sizing, including considerations for factors affecting vent line friction (e.g. roughness diameter changes, and bends), efficiency estimations based on rate and plate design, minimum fluid leg density requirements, pressure vessel requirements, formation fluid properties (e.g., condensate vs. dry gas), and drilling fluid type and density.
2.3.6 Research requirements for maintenance and monitoring are needed to prevent degradation of MGS components over the vessel's life and determine the adequacy of current practices. Inclusive of increased friction in the vent lines (e.g., scaling, pitting, corrosion)
2.3.7 Research the application of technologies that can monitor Liquid seal integrity, venting pressure, and appropriate action such as informing rig personnel or automatically shut/divert inflow when the liquid seal is compromised.
2.3.8 Research scenarios for which an influx of hydrocarbons may be intentionally allowed into Deepwater Drilling Risers.
2.3.9 Evaluate the hazards and failure modes for:
- Conventional drilling where a choke can control the rate
- MPD applications with some choke controls are limited by over-pressurization. An influx is brought into the riser intentionally and handled through the surface MPD system directly to the MGS instead of routing through the high-pressure well control equipment.
- MPD application where pressure limits have been exceeded. There is no choke to control flow rate from the well (e.g., PSV opened due to over-pressurization, and well fluid is directed to the MGS (diverter is locked out)).
2.4 PROJECT MANAGEMENT
The Contractor shall provide overall project management support.
2.5 PERFORMANCE WORK STATEMENT (PWS)
Contractor shall propose specific actions to meet the work described in this task order and more specifically to meet the deliverables described below. The contractors Performance Work Statement (PWS) will be incorporated into the contract.
2.6 DELIVERABLES
2.6.1: Kick-Off Meeting: Presentation, agenda, and meeting minutes are to be provided via email to the Contracting Officer and Contracting Officer Representative, 2.6.2: Monthly Status Reports: Monthly reports will be provided via email to the Contracting Officer and Contracting Officer Representative.
2.6.3: Final Report: Draft versions of the final report may be provided via email, compact disk, or other approved delivery method. BSEE shall be provided up to 21 days to review and comment on draft deliverables. The final deliverables shall be provided in hardbound (5 copies) and digital formats (flash drive or other agreed storage devices) in both source formats (e.g., .docx, .xlsx) compatible with MS Office 2010 and Adobe (.pdf) format.
2.6.4: Report Requirements: At a minimum, and as available, each report required shall include:

2.6.4.3 The description of the contractor's process and approach to addressing the tasks.
2.6.4.4 The results, findings, and recommendations.

ORDER TERMS AND CONDITIONS
3.1 PERIOD OF PERFORMANCE
The period of performance (POP) for this effort is anticipated to be 12 months from date of award.
The Contractor shall deliver all required deliverables in accordance with Sections 1, 2, and 3 of this order.
3.2 PLACE OF PERFORMANCE
Work will be performed at the Contractor’s location. Teleconferences will be coordinated between the Contractor and the Contracting Officer’s Representative (COR), as necessary.

3.4 CONTRACTOR’S PROJECT MANAGER
The Contractor shall be responsible for managing and overseeing the activities of all Contractor personnel, as well as subcontractor efforts, used in performance of this contract.
The Contractor’s management responsibilities shall include all activities necessary to ensure the accomplishment of timely and effective support, performed in accordance with the requirements contained herein.
The Contractor shall provide a Project Manager to facilitate Government-Contractor communications. The Project Manager shall be the primary interface between the

The Contractor’s designated Project Manager for this contract shall have the authority to make any no- cost contract technical decision, or special arrangements regarding this contract in line with the consensus agreement or instruction from the stakeholders’ steering group.

The Project Manager or a designated representative shall correspond with the COR to discuss problem areas as they might occur. An Invoice shall be submitted in accordance with Section 3.5.1 below and in accordance with the delivery payment table in Section 1.3.
3.5.1 DOI-AAAP-0028 Electronic Invoicing and Payment Requirements – Invoice Processing Platform (IPP) (APR 2013)
Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).
"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. Under this contract/order, the following documents are required to be submitted as an attachment to the IPP invoice: Documentation required by FAR 32.905(b).
The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) prior to the contract award date, but no more than 3 - 5 business days of the contract award date. If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.
3.6 DIAR 1452.201-70 AUTHORITIES AND DELEGATIONS (SEP 2011)
(a) The Contracting Officer is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.
(b) The Contracting Officer will designate a Contracting Officer's Representative (COR) at time of award. The COR will be responsible for technical monitoring of the contractor's performance and deliveries. The COR will be appointed in writing, and a copy of the appointment will be furnished to the Contractor. Changes to this delegation will be made by written changes to the existing appointment or by issuance of a new appointment.
(c) The COR is not authorized to perform, formally or informally, any of the following actions:
(1) Promise, award, agree to award, or execute any contract, contract modification, or notice of intent that changes or may change this contract;
(2) Waive or agree to modification of the delivery schedule;
(3) Make any final decision on any contract matter subject to the Disputes Clause;
(4) Terminate, for any reason, the Contractor's right to proceed;
(5) Obligate in any way, the payment of money by the Government.
(d) The Contractor shall comply with the written or oral direction of the Contracting Officer or authorized representative(s) acting within the scope and authority of the appointment memorandum. The Contractor need not proceed with direction that it considers to have been issued without proper authority. The Contractor shall notify the Contracting Officer in writing, with as much detail as possible, when the COR has taken an action or has issued direction (written or oral) that the Contractor considers to exceed the COR's appointment, within 3 days of the occurrence. Unless otherwise provided in this contract, the Contractor assumes all costs, risks, liabilities, and consequences of performing any work it is directed to perform that falls within any of the categories defined in paragraph (c) prior to receipt of the Contracting Officer's response issued under paragraph (e) of this clause.
(e) The Contracting Officer shall respond in writing within 30 days to any notice made under paragraph (d) of this clause. A failure of the parties to agree upon the nature of a direction, or upon the contract action to be taken with respect thereto, shall be subject to the provisions of the Disputes clause of this contract.
(f) The Contractor shall provide copies of all correspondence to the Contracting Officer and the
COR.
(g) Any action(s) taken by the Contractor, in response to any direction given by any person acting on behalf of the Government or any Government official other than the Contracting Officer or the COR acting within his or her appointment, shall be at the Contractor's risk.
3.7 CONTRACTOR PERFORMANCE ASSESSMENT REPORTING SYSTEM
(DEC 2015)
1) FAR 42.1502 directs all Federal agencies to collect past performance information on contracts. The Department of the Interior (DOI) has implemented the Contractor Performance Assessment Reporting System (CPARS) to comply with this regulation.
One or more past performance evaluations will be conducted in order to record your contract performance as required by FAR 42.15.
2) The past performance evaluation process is a totally paperless process using CPARS.
CPARS is a web-based system that allows for electronic processing of the performance evaluation report. Once the report is processed, it is available in the Past Performance Information Retrieval System (PPIRS) for Government use in evaluating past performance as part of a source selection action.
3) We request that you furnish the Contracting Officer (CO) with the name, position title, phone number, and email address for each person designated to have access to your firm's past performance evaluation(s) for the contract no later than 30 days after award. Each person granted access will have the ability to provide comments in the Contractor portion of the report and state whether or not the Contractor agrees with the evaluation, before returning the report to the Assessing Official (AO). Information in the report must be protected as source selection sensitive information not releasable to the public.
4) When your Contractor Representative(s) are registered in CPARS, they will receive an automatically generated email with detailed login instructions. Further details, systems requirements, and training information for CPARS is available at https://www.cpars.gov/.
5) Within 60 days after the end of a performance period, the AO will complete an interim or final past performance evaluation, and the report will be accessible at https://www.cpars.gov/.
a) Contractor Representatives may then provide comments in response to the evaluation, or return the evaluation without comment.
b) Your comments should focus on objective facts in the AO's narrative and should provide your views on the causes and ramifications of the assessed performance.
c) All information provided should be reviewed for accuracy prior to submission.
d) If you elect not to provide comments, please acknowledge receipt of the evaluation by indicating "No comment" in the space provided, and then selecting “Accept the Ratings and Close the Evaluation”.
e) Your response is due within 60 calendar days after receipt of the CPAR. On day 15, the evaluation will become available in PPIRS-RC marked as “Pending” with or without comments and whether or not it has been closed.
f) If you do not sign and submit the CPAR within 60 days, it will automatically be returned to the Government and will be annotated: "The report was https://www.acquisition.gov/sites/default/files/current/far/html/Subpart%2042_15.html https://www.acquisition.gov/sites/default/files/current/far/html/Subpart%2042_15.html https://www.cpars.gov/ https://www.cpars.csd.disa.mil/ https://www.cpars.gov/ delivered/received by the contractor on (date). 6) The following guidelines apply concerning your use of the past performance evaluation:
a) Protect the evaluation as source selection information. After review, transmit the evaluation by completing and submitting the form through CPARS. If for some reason you are unable to view and/or submit the form through CPARS, contact the CO for instructions.
b) Strictly control access to the evaluation within your organization. Ensure the evaluation is never released to persons or entities outside of your control.
c) Prohibit the use of or reference to evaluation data for advertising, promotional material, pre-award surveys, responsibility determinations, production readiness reviews, or other similar purposes.
7) If you wish to discuss a past performance evaluation, you should request a meeting in writing to the CO no later than seven days following your receipt of the evaluation. The meeting will be held in person or via telephone or other means during your 60-day review period.
8) A copy of the completed past performance evaluation will be available in CPARS for your viewing and for Government use supporting source selection actions after it has been finalized.
3.8 INTERNET PROTOCOL VERSION 6 (JUN 2012)
1) Any system hardware, software, firmware and/or networked component (voice, video or data) developed, procured, or acquired in support and/or performance of this contract shall be capable of transmitting, receiving, processing, forwarding and storing digital information across system boundaries utilizing system packets that are formatted in accordance with commercial standards of Internet Protocol (IP) version 6 (IPv6) as set forth in the USGv6 Profile (NIST Special Publication 500-267) and corresponding declarations of conformance defined in the USGv6 Test Program. In addition, this system shall maintain interoperability with IPv4 systems and provide at least the same level of performance and reliability capabilities of IPv4 products.
2) Specifically, any new IP product or system developed, acquired, or produced must:
a) Interoperate with both IPv6 and IPv4 systems and products, and
b) Have available contractor/vendor IPv6 technical support for development and implementation and fielded product management.
3) As IPv6 evolves, the Contractor commits to upgrading or providing an appropriate migration path for each item developed, delivered or utilized at no additional cost to the Government. The Contractor shall retrofit all non-IPv6 capable equipment, as defined above, that is fielded under this contract with IPv6 capable equipment, at no additional cost to the Government.
4) The contractor shall provide technical support for both IPv4 and IPv6.

5) Any system or software must be able to operate on networks supporting IPv4, IPv6 or one that supports both.
6) Any product whose non-compliance is discovered and made known to the Contractor within one year after acceptance shall be upgraded, modified or replaced to bring it into compliance at no additional cost to the Government.
