Questions and Answers on RFQ 140E0122Q0023
Question 1. Is there any budget ceiling for this application?
Answer: Although there is Government’s Independent Cost Estimate (IGCE), there is no budget ceiling for this solicitation. The IGCE cannot be released to the prospective offerors.
Question 2. To design/evaluate MGS for different well conditions, we will develop/evaluate MGS performance on HTHP conditions. Do you have any suggested testing temperatures and pressures? We assume exceeding 300 F and 15000 psi.
Answer: BSEE would like to evaluate well conditions for abroad range of typical GOM wells including HTHP wells with consideration to water depths. It would say there are some reservoirs with parameters that may exceed 15k and 300 F.
Question 3. With respect to the MGS degradation, do you think evaluating the H2S and CO2 effect on MGS is a good direction?
Answer: H2S and CO2 with respect to how they impact degradation such as corrosion and erosion over time of the vessel and piping over time would be something BSEE would like to consider. Anything determined to affect operating parameters and the integrity of the MGS over time should be considered.
Question 4. Application mentions 30 pages limit for technical volume, does that exclude cover page and references?
Answer: Cover page and references are included in the page limitations. Only resumes and past performance are excluded from the page limitations.
Question 5. I am assuming attachment 2 is not required to be submitted by quotation-please confirm.
Answer: Attachment 2. Contractor Employee Non-Disclosure Agreement shall be signed and submitted once awarded.
