SCHEDULE OF SUPPLIES/SERVICES
A1. Item Requirement
ITEM DESCRIPTION
The Government requires one Smokejumper Pilot to operate on an on-call basis a Twin Otter, DHC-6-300 airplane. One pilot contract will be awarded.
Requirement: One Smokejumper Captain qualified Pilot-in-Command (PIC) Airplane Multiengine, to operate government owned Viking Twin Otter, DHC-6-300.
Bureau: Department of the Interior – Bureau of Land Management (BLM).
Designated Base(s): Boise, ID
Performance Period: The contract period is one year from the date of award, with 3 one-year option periods.
Minimum Pilot Requirements: Federal Aviation Administration (FAA) certificated commercial pilot certificate with airplane multiengine land rating and instrument –airplane rating or greater.
FAA 2nd class medical certificate or greater.
Be a U.S. Citizen.
Meet Department of the Interior pilot qualifications specified in Section B.
Target Pilot Requirements: 14 CFR 135 trained and qualified PIC in the Viking Twin Otter.
A1.1. Contract Guarantee and Estimated Usage The Government guarantees a minimum of 90 duty days (see B9.1) during the contract period as specified in section C18.
Estimated usage will be (but not limited to) 01 March through 28 September on an on-call basis as needs occur.
A1.2. On-Call Response Time The Contractor shall be required to respond and commence operations at Boise, ID, or other location as mutually agreed upon within a maximum of 24 hours from the time the Government contacts the Contractor (see C15).

SECTION B – TECHNICAL SPECIFICATIONS
GENERAL REQUIREMENTS
B1 Scope of Contract
B1.1 The intent of this contract is to obtain one on-call contract pilot (minimum guarantee of 90 days annually between March & September) to operate United States Department of the Interior (DOI) owned aircraft for the Bureau of Land Management.
The aircraft to be piloted is a Viking Twin Otter, DHC-6-300, on standard tires. Airplane missions include but are not limited to point to point transportation, interagency Smokejumper operations and reconnaissance. The Government will direct aircraft to support its missions and objectives.
B1.2 The Government and Contractor must establish an effective working relationship to successfully complete this contract.
The Contractor’s employees’ cooperation, professionalism, and positive attitude toward accomplishment of the mission and aviation safety are an integral element of this relationship.
B1.3 The Government has interagency and cooperative agreements with other Federal and State agencies and private landholders and may dispatch aircraft under this contract for such cooperative use.
B1.4 During any task order period, the pilot(s) furnished shall be subject to the exclusive use of the Government.
B2 Certifications – TARGET, NOT REQUIRED
B2.1 The Contractor must ensure that contract pilots are trained, current, and maintained in compliance with the following certificates at all times:
B2.2 A Title 14 of the Code of Federal Regulations (CFR) Air Carrier Certificate or Operating Certificate which authorizes the Contractor to operate in the category and class of aircraft and under flight conditions required by this contract (e.g., airplane multiengine land (VFR and IFR), day and night, passengers, and cargo).
B3 Order of Precedence (Specifications)
In the event of inconsistencies within the technical specification, the following order will be used in such resolution: (1) typed provisions of these specifications; (2) Department of Interior (DOI), Office of Aviation Services (OAS) supplements and/or exhibits incorporated by reference; (3) 14 CFR incorporated by reference; (4) aircraft manufacturer's specifications; (5) other documents incorporated by reference.
B4 Contracts and Task Orders
B4.1 The Contractor must maintain a complete, current copy of the contract, modifications, and task orders (if applicable) in the aircraft when operating it.
B4.2 The pilot must have task order information (i.e. task number, performance period) in his/her possession prior to any flights under this contract and make this information available to government representatives on request.
B4.3 Electronic copies of contracts and task orders may be used. However, the contractor is responsible for ensuring that the documents are uploaded on an appropriate viewing device (e.g., laptop or tablet), which must be charged and made available at the aircraft for reference by government representatives upon request. Further, the contractor must agree to hold the government harmless for any inadvertent or accidental damage to the device.
B5 Government Furnished Equipment
B5.1 The Government will provide the following item(s) of Government property to the Contractor for use in the performance of this contract if required.

PERSONNEL REQUIREMENTS
B6 Pilot Requirements and Authority
B6.1 The pilot must have the authority to represent the Contractor in all matters except changes in price and time, unless the Contracting Officer (CO) is notified otherwise, in writing, prior to performance.
B6.2 The pilot must be familiar with this contract and all applicable task orders issued under this contract.
B6.2.1 The pilot must be able to provide contract and/or task order information to the COTR, OAS inspector, COR, project inspector (PI), or Government manager as requested.
B6.3 The Contractor must provide at least one pilot that meets the following minimum qualifications and who possesses the required certificates and evidence of having satisfactorily passed the evaluations for the required tasks:
B7 Pilot Qualifications
B7.1 FAA commercial pilot certificate or higher with airplane category, multiengine land class and instrument-airplane rating.
B7.2 Current second-class or greater medical certificate issued in accordance with 14 CFR 67.
B7.3 A current FAA competency check completed in accordance with 14 CFR 135.293(a and b) in the Viking Twin Otter, DHC-6-300, a current 14 CFR 297 instrument proficiency check and a current 14 CFR 135.299 line check.
B7.3.1 In lieu of 14 CFR 135 checks (B7.3) the pilot may comply with the training provisions in B8.2.
B7.4 Currently or previously approved as a Smokejumper Captain.
B7.5 At the Government’s discretion pass a pre-selection flight evaluation.
B7.6 The Government will require pilots to demonstrate proficient operation of all aircraft equipment (e.g., auto pilot, GPS and FM radios) to the FAA Commercial pilot Airman Certification Standards during flight evaluations.
B7.7 Pass a flight evaluation (pilots with current DOI special use qualifications may not need to be reevaluated) for the following special use activities in accordance with the Interagency Airplane Pilot Practical Test Standards (IPTS).

B7.8 Minimum pilot-in-command time accumulated as follows:
B10.2.9 Vendor in house FAA approved 14 CFR Part 135 training courses do not qualify for the 50% reduction.

B8.1.2 Complete the following training modules, one time, within 12 months of being awarded the contract or have completed them in the previous 36 calendar months. Completion certificates must be provided to the pilot inspector when completed.

B7.8.3 200 hours PIC category and class to be flown.
B7.8.4 75 hours PIC actual or simulated instrument flight time (including 50 hours in flight).

B8.1.3 Complete the following initial and/or recurrent training modules, prior to being approved for use. Completion certificates must be provided to the pilot inspector prior to carding.
A200 Annual Mishap Review, within the previous 12 calendar months.
A110 Aviation Transport of Hazardous Materials, within the previous 36 calendar months.
B8.1.4 Module requirements may be met by OAS approved equivalent courses or experience i.e. 14 CFR 135 pilot training.
Requests for equivalencies will be in writing and routed through the contract officer.
B8.2 Contract pilot(s) that are not on a 14 CFR 135 certificate must complete the bureau provided training outlined in the Required Contract Pilot Operating Government Aircraft Training Exhibit.
B9 Flight Crewmembers’ Duty and Flight Limitations
B9.1 Each crewmember must report all flight time, regardless of how or where performed, except personal pleasure flying.
Crewmembers and relief crewmembers reporting for duty may be required to furnish a record of all duty and/or flight time during the previous 14 days. This record will be used to administer flight and duty time limitations.
B9.2 Assigned duty of any kind must not exceed 14 hours in any 24-hour period. “Duty” includes flight time, ground duty of any kind, and standby. Local travel (less than 30 minutes) each way between the worksite and place of lodging will not be considered duty time. Flight crewmembers must be subject to the following duty hour limitations:
B9.2.1 A maximum of 14 consecutive duty hours during any assigned duty period.
B9.2.1.1 The pilot must have two 24-hour periods of rest (off duty) within any 14 consecutive calendar days. In the conterminous United States, these two 24-hour rest periods must be 2 calendar days off duty.
B9.2.1.2 The pilot must be given a minimum of 10 consecutive hours of rest (off duty), prior to any assigned duty period.
B9.2.1.3 Regardless of the above limits, pilots are expected to notify the government if they become fatigued prior to reaching the duty day limit so that flight operations can be terminated for the day.
B9.3 Flight limitations.
B9.4 Flight limitations.
B9.4.1 Flight time to and from a duty station as a flight crewmember (commuting) must be reported and counted toward limitations if it is flown on a duty day. “Flight time” includes but is not limited to: military flight time; charter; flight instruction;
14 CFR Part 61.56 flight review; flight examinations by FAA designees; any flight time for which a flight crewmember is compensated; or any other flight time of a commercial nature, whether compensated or not.
B9.4.2 Pilot flight time computations will be in accordance with 14 CFR 1.
B9.4.3 Flight crewmembers must be limited to the following restrictions which fall within their duty hour limitations:
B9.4.3.1 A maximum of 8 hours flight time (10 hours flight time for a crew of two when flying point-to-point missions) during any assigned duty period.

B9.4.3.2 A maximum of 42 hours of flight time (50 hours flight time for a crew of two when flying point-to-point missions) during any consecutive 6-day period. When a pilot acquires 36 or more flight hours (42 or more flight hours for a crew of two when flying point-to-point missions) in a consecutive 6-day period, he/she must be given the following one calendar day off duty for rest, after which a new 6-day cycle will begin.
B10 Key Personnel (Pilots) Key Personnel (Pilots) Award of this contract was made in part by the Contractor’s offer of specific personnel and/or skill levels and experience offered to perform the required services. Such personnel are considered to be Key Personnel and are essential to the work to be performed. The Contractor hereby agrees to furnish those Key Personnel in the performance of this contract. Prior to diverting the specified individuals to other projects or programs, the Contractor shall notify the Contracting Officer reasonably in advance and shall submit justification (including proposed substitutions) in sufficient detail to permit evaluation of the impact of the program. No diversion shall be made by the Contractor without written consent of the Contracting Officer.
Replacement personnel shall meet or exceed the skill, experience and knowledge possessed by the key individual at time of contract award. A complete resume, equal to the detail provided in the Contractor’s original proposal shall be submitted for any proposed substitutions. The Contracting Officer shall determine acceptability of a replacement.
Personnel (pilots) offered will be made part of your offer and will be binding if your offer is accepted for award. The confirmed information will be identified in Section B of the conformed contract
Only those pilots whose past flight time and experience can be verified from logbooks, employment records, etc., will be approved for contract use. The Contractor cannot substitute any pilot flight evaluation time for any of the total pilot flight hour requirements listed in this contract.
The contractor must submit a written request for inspections of pilot substitutes to the COTR seven days prior to the scheduled arrival at the site.
The COTR’s representative will conduct a pilot flight evaluation to further verify pilot(s)' ability to perform under this contract, when determined necessary. The evaluation may include but is not limited to: weight and balance performance, center of gravity limitations, aircraft performance charts, density altitude considerations, load calculation preparation and actual flying of the aircraft. Portions of the evaluation may be evaluated orally. The flight evaluation will be conducted in accordance with the Interagency Airplane Pilot Practical Test Standards, and the FAA Commercial Pilot Airmen Certification Standards (ASC) and the requirements listed in Section B 7. A pilot must also be capable of demonstrating proficient operation in the government provided Viking DHC-6 Twin Otter.
During the flight evaluation, pilot inspectors retain discretionary authority in determining the competency of the pilot. The Government will make the final determination as to the pilot’s ability to successfully meet contract requirements.
Services provided under this contract require DOI special use flight activities as identified herein. Pilots must have satisfactorily completed an agency initial and/or periodic flight evaluation(s) for these activities before being approved for use under the contract, unless otherwise indicated in the contract. The COTR will provide detailed information concerning the types and frequency of special use pilot flight evaluations when requested.
B11 Personnel Duty Limitations
B11.1 The Contractor must monitor pilot work schedules and remove pilots from duty if they come aware of any fatigue or personal issues which might negatively affect the pilot’s ability to safely perform their duty.
B11.2 Federal agencies may issue a notice reducing the length of personnel duty days and/or increasing days off either on a geographic or agency-wide basis
OPERATIONS
B12 Pilot Authority and Responsibility

The Contractor must ensure that the pilot is responsible for: (1) operating the aircraft within its operating limits, (2) the safety of the aircraft, (3) its occupants, and (4) the cargo.
The contract pilot:
B12.1 Must comply with Government directions except, when in the pilot's judgment, such compliance would violate Federal or State regulations or contract terms and conditions. The pilot has final authority to determine whether the flight can be accomplished safely and must refuse any flight or landing that is considered hazardous or unsafe.
B12.2 Must be familiar with the contract and all applicable task orders assigned to this contract and must be able to provide contract and/or task order information to the project inspector (PI) or manager as requested.
B12.3 Must not permit any passenger to ride in the aircraft or any cargo to be loaded therein unless authorized by the CO or his or her authorized representative.
B12.4 Must be responsible for computing the aircraft’s weight and balance for all flights and for ensuring that the gross weight and center of gravity do not exceed the aircraft's limitations. The pilot must also properly secure all cargo.
B12.5 Must perform takeoff and landing performance calculations which include:
B12.5.1 Take off/Landing distance, accelerate stop distance required vs. runway available.
B12.5.2 Single engine climb performance. Aircraft must be loaded and configured to provide at least 0.6% single engine gross climb gradient on takeoff. This only applies when in the smokejumper/paracargo configuration (Restricted Category) otherwise the manufacturer and/or FAA limitations must be complied with.
Note: Under no circumstances will a takeoff be attempted if existing environmental and runway conditions at takeoff cannot be accurately determined in the Aircraft Flight Manual (AFM) or pilot’s operating handbook (POH).
B12.5 Contract pilots must not perform any maintenance on any government aircraft.
B12.6 The contract pilot must contact the OAS fleet manager for all maintenance issues (See B18).
B12.7 At the end of each flying day, the pilot will complete an Aircraft Use Report (AUR) which includes start and stop Hobbs/Tach meter readings. This report is prepared with the AUR Manager application provided by the government. This application will run on any Windows-based computer with Microsoft Office installed or an application is available for use on an iPad. Training in this program can be obtained by contacting OAS Fleet Manager at (208) 433-5082. At their option, CORs in the BLM may designate government equipment to be used to prepare these reports.
B12.8 The pilot will record the dates/times for which they are the aircraft PIC of record in the OAS-2 forms book.
B13 Flight Operations
Regardless of any status as a public aircraft operation, the Contractor must operate in accordance with their approved FAA Operations Specifications, if applicable, and all portions of 14 CFR Part 91 (including those portions applicable to civil aircraft) and each certification required under Section B2 unless otherwise authorized by the CO. The Contractor must ensure that all personnel operate in compliance with the following requirements:
B13.1 Manifesting. The PIC must ensure that a manifest of all crewmembers and passengers on board has been completed and that a copy of this manifest remains at the point of initial departure. Manifest changes must be left at subsequent points of departure when practicable. A single manifest of all passengers involved may be left with an appropriate person in those instances when multiple short flights will be made within a specific geographical area and will involve frequent changes of passengers.

B13.2 Passenger briefings. Before each takeoff, the PIC must ensure that all passengers have been briefed in accordance with 14 CFR Part 135. Briefings for short flights do not need to be repeated unless new passengers come aboard. The briefing must describe the location/use of the following:
a. Emergency locator transmitter.
b. First aid/survival kits.
c. Personal protective equipment.
B13.3 Only persons authorized by the Director of OAS may manipulate the flight controls of DOI fleet aircraft. Contract pilots will receive a pilot card that must be carried at all times the contract pilot is on-duty under this contract.
B13.4 Day/night and VFR/IFR use. Both day and night flights and IFR flights may be required by this contract.
B13.4.1 Flight at night (as defined in 14 CFR 1) in government aircraft shall be in an aircraft equipped for IFR flight in accordance with 14 CFR 91, Subpart C. The pilot shall be instrument-rated and current at night in accordance with 14 CFR Part 61.
B13.5 VFR/IFR operating limitations and weather requirements of 14 CFR 135 must be adhered to at all times, except:
B13.5.1 VFR at night requires at least three miles visibility.
B13.6 Flight plans. Pilots must file and operate on an FAA, International Civil Aviation Organization (ICAO), or agency approved flight plan. Contractor flight plans are not acceptable. Flight plans must be filed prior to takeoff when possible.
B13.7 Flight following. Pilots are responsible for flight following with the FAA, ICAO, and/or in accordance with the agency approved procedures.
B13.8 Smoking (including electronic cigarettes and personal vaporizers) will not be allowed in the aircraft.
B13.9 The pilot must remain at the flight controls while any engine is running.
B13.10 Prior to passenger or cargo loading/unloading, all engines must be shut down, and all propellers must have ceased rotation, except;
B13.10.1 Smokejumpers may be loaded/unloaded on the ground with the right engine running and the propeller feathered. An observer must be outside the aircraft that can see the running engine and in plain sight of the pilot during all loading and unloading operations.
B13.11 Flights with the main cabin door removed is required and must be done in accordance with the AFM.
B14 Security of Aircraft and Equipment
B14.1 The Contractor will be responsible at all times for the security of the aircraft while on duty.
B14.2 Physical aircraft security. Any aircraft operated under this contract must be physically secured and disabled via a dual-lock method whenever the aircraft is unattended.
B14.2.1 The government will provide two methods of securing the aircraft
B15 Personal Protective Equipment (PPE) for Flight Operations
The Contractor must provide and require personnel to wear PPE for in accordance with The Interagency Aviation Life Support Equipment (ALSE), Chapter 2 Personal Protective Equipment.

Note: The use of flight helmets for pilots is waived for the Smokejumper special mission.
B15.1 Personnel involved in the handling of potentially hazardous materials must wear protective equipment.

B17 Special Permit Authorization for Transportation of Hazardous Materials
B17.1 Regardless of any FAA Air Carrier Operations Manual declaration of Will or Will Not Carry, the Contractor may be required to transport hazardous materials. Such transportation must be in accordance with 49 CFR, Department of Transportation Special Permit DOT-SP 9198, and the NWCG Standards for Aviation Transport of Hazardous Materials.
B17.2 A copy of the current DOT Special Permit, NWCG Standards, and DOT Emergency Response Guidebook must be carried aboard each aircraft transporting hazardous materials.
B17.3 The Contractor must ensure that each employee who may perform a function subject to this DOT Special Permit has completed the Interagency Aviation Training Module A-110, Aviation Transportation of Hazardous Materials, within the previous 3 years. The training can be completed online at http://www.iat.gov. The Contractor must document this training in the employee’s records and make it available to the Government when requested.
Note: The DOT special permit and the NWCG Standards are available online at www.doi.gov/aviation/library/guides. The Contractor is responsible for obtaining the DOT Emergency Response Guidebook.
B18 Fuel and Servicing Requirements
B18.1 General.
B18.1.1 The Contract pilot(s) must obtain all fuel and lubricating oils required to operate the aircraft from approved sources.
Normally, government-provided fuel will be obtained from commercial sources using a Government provided credit card. Bulk fuel may be provided when the aircraft is on the NIFC ramp in Boise, ID. All fuel must be commercial (or military) grade aviation fuel approved for use by the airframe and engine manufacturer. Only fuels meeting American Society for Testing and Material (ASTM) or military specifications are authorized for use. ASTM D-1655 (Jet A, A-1, or B), Mil T-5624 (JP-4, JP-8, JP-5).
B18.1.2 Contract pilots must ensure that the aircraft is serviced with the proper type of fuel. For fueling at FBOs in the local area, pilots will use the fuel charge cards (DLA Air Card or OAS Fleet Card) kept with the aircraft. These cards can only be used for purchase of aviation fuel and lubricating oils from FBOs. The Contractor will be held responsible for other charges made on these cards. Pilots will use the charge card which results in the lowest per gallon rate. The pilot is responsible for securing copies of fuel receipts in the provided envelopes. These envelopes will be provided to the BLM representative immediately. The BLM employees, will mail these in on a monthly basis (provided electronically to OAS Technical Services Division, 300 E Mallard Drive, Boise ID 83706 for processing. Questions? B18.2 Fueling Operations. The Contract pilot must ensure that:
B18.2.1 No personnel are on board the aircraft during refueling operations.
B18.2.2 (For FBO Fueling Only) Government personnel are not involved with refueling of contract aircraft unless the pilot has determined that it is an absolute necessity due to an emergency situation.
B18.2.3 Smoking is prohibited within 50 feet of the aircraft and fuel servicing vehicles.
B18.2.4 Cell phone use is prohibited within 50 feet of the aircraft during fueling operations.
B18.2.5 Fleet aircraft must not be refueled while any engine is running.

B18.3 To verify the quantity of fuel pumped, the PIC must either be present during fueling operations to observe the fuel truck meter or the PIC must verify fuel quantity via a method other than the fuel quantity gages, such as sticking the tank.
AIRCRAFT MAINTENANCE REQUIREMENTS
B19 General - Maintenance
The government is responsible for all maintenance of government aircraft.
B19 Procedures. All aircraft discrepancies will be recorded in the OAS-2 form book kept with the aircraft. The pilot will notify the OAS Fleet Manager (208) 433-5082 or OASFleetManager@ios.doi.gov) of the discrepancy and fax a copy of the OAS-2 to (208) 433-5085. After normal duties, for urgent mission requirements, the pilot should contact the OAS Fleet Manager at (208) 867-9774 to coordinate repair of the aircraft.
B19.1 The OAS Fleet Manager will normally contact the nearest suitable aircraft maintenance directly to arrange for maintenance/repair of aircraft and method of payment. Contract pilots are not authorized to direct repairs or approve maintenance or modifications to fleet aircraft. Only the OAS Fleet Manager can approve work/repairs proposed by the local aircraft maintenance vendor.
B19.2 Once the corrective action has completed and prior to flight, the pilot will confirm that the corrective action has been “signed-off” by an authorized mechanic in the OAS-2 book and/or aircraft log.
B20 Records
The government will provide a status sheet for each aircraft for the contract pilot to reference to determine when inspections and scheduled maintenance are due.
B21 Maintenance Test Flight
B21.1 The Contractor may perform functional maintenance check flights following installation, overhaul, major repair, or replacement of any engine, propeller, or flight control system, when requested by the CO and agreed to by the contractor.
