1. Is it possible to list two pilots to effectively share the contract throughout the season? It appears to me if two pilots are allowed the DHC-6 could be staffed the entire season with this single contract.
A. Multiple pilots may be offered, all pilots offered must meet minimum pilot qualifications (B7) as stated in Key Personnel (D10). Offerors intending on using multiple pilots to meet the requirement shall identify the primary and alternate pilots. Additionally, offerors shall identify the estimated percentage of performance that will be performed by each pilot. Lastly, the 90-day minimum guarantee is cumulative for the contract and would not per pilot if offered and accepted by the Government.
2. Are there any other preferential evaluation factors outside the five listed in D8.1?
A. No. Proposals will only be evaluated using the evaluation factors included in the RFP.
3. Is there any waiver for the 10 hrs recency of experience in the past year of the DHC-6? Or time allowed to obtain it contingently after award offer?
A. No, all pilots offered will be evaluated in accordance with D10 Key Personnel, which requires pilots to meet the minimum pilot qualifications referenced in B7, including B 7.8.9 (10 hours in a DHC-6-300 in the last 12 months) at the time of offer.
