B1 Scope of Contract
B1.1 The intent of this solicitation is to award one IDIQ to obtain commercial scheduled and non-scheduled aircraft maintenance services for Government owned and operated helicopters for the United States Park Police.
B1.2 The types of services required include: 1) aircraft maintenance, preventative maintenance, rebuilding, and alteration, and 2) avionics maintenance, repair, and installations. Work may include inspection, repair, painting, overhaul, rebuilding, testing, and servicing of airframes, engines, rotors, appliances, or component parts.
B1.3 The Government may request that the contractor provide maintenance services on other agency aircraft under the terms and conditions of this contract. In those instances, the Contracting Officer (CO) and the contractor must agree in advance of any repair by signed contract modification if required.
Bl.4 The establishment of a good working relationship between the contractor and Government is essential to the success of this contract. The contractor’s employees' cooperation, professionalism, and positive attitude are required to establish the necessary relationship that must exist to successfully complete this contract.
B2 Certification
B2.1 Each offeror is required to have the appropriate class or limited rating for the individual make and model of aircraft, engine, propeller, rotor, appliance, or component part to be maintained as bid in Section A The class and limited rating requirements need to be passed on to any proposed subcontractors and approved by the COR prior to beginning work.
B2.2 The Contractor shall provide personnel trained at appropriate factory-approved courses and/or have at least 1 years’ experience in maintaining the make and model of aircraft to be maintained under this solicitation.

B3.1 All maintenance shall be performed in accordance with the applicable Federal Aviation Regulations. The Department of the Interior operates its aircraft fleet in accordance with 14 CFR Part 91 and Department of the Interior Departmental Manual 351 DM 2C. That Departmental Manual imposes similar requirements to 14 CFR 135. The fact that these aircraft may be involved in public aircraft operations will not be used as authority to deviate from these maintenance standards.
B3.2 The aircraft shall be inspected in accordance with the inspection programs identified in the Schedule of Items shown in Section A. Any aircraft approved by the COR but not identified in the Schedule of items shall be inspected by the DOI in accordance with the FAA manufacturer recommended inspection program and will be approved by the CO prior to work being performed.
B3.3 All parts and materials furnished by the contractor shall be approved for use by the Government.

B3.5 The contractor shall have the most current technical data, all special tools, and appropriately trained personnel required to perform the services ordered.
B3.6 The contractor shall be responsible for the proper execution and disposition of all FAA and DOI required maintenance records. Aircraft records shall be maintained in accordance with AC 43-9C or later revision. The need for the government to ensure compliance with FAA and Department standards necessitates sharing of these records and close cooperation with the OAS Fleet Manager in Boise, ID.
B3.7 Following scheduled maintenance, the contractor shall submit a maintenance status record or document copies in a timely manner to:
Office of Aviation Services (OAS) Aviation Fleet Maintenance Specialist OAS Fleet Manager 300 E Mallard Dr Suite 200 Boise, ID 83706-3991 Fax 208-433-5085 doiL48fleet@ios.doi.gov
B3.7.1 Records provided to the OAS Fleet Manager shall be signed and detailed enough to provide for a duplicate record of the aircraft status and must include;
copies of any new weight and balance revisions, FAA mailto:doiL48fleet@ios.doi.gov
Solicitation No. 140D8020R0021 Contract No 140D8021D00TBD Office of Aircraft Services Maintenance of Fleet Aircraft forms 337, copies of logbook/ permanent record entries and supporting documentation.
B3.7.2 Pilots flying the aircraft on behalf of the government are required to document discrepancies which could impact safety of flight in the OAS-2 form book that is kept with the aircraft. Upon return to service, the contractor will document the corrective action in the space provided to the right of the discrepancy, with the mechanic’s signature and certificate number. Discrepancies may only be deferred with the approval of the OAS Fleet Manager.
B3.8 The Government will provide the contractor with information and records reflecting the current status of the aircraft at the time and place the aircraft is delivered for maintenance.
B3.9 The Government intends to purchase parts from the contractor. However, at times, the Government may provide parts and materials when it is more timely or cost effective to do so.
B3.10 The contractor shall allow Government personnel access to the facility and/or aircraft during normal working hours for the purpose of monitoring maintenance.
B3.11 Maintenance on DOI fleet aircraft must be in accordance with the original equipment manufacturers (OEM) maintenance manuals, including instructions for continued airworthiness (ICA’s) for modifications or alterations. All records and documents used during any maintenance or preventative maintenance function will be made available to the Office of Aviation Services (OAS) upon request. Logbook entries will be in accordance with FAA 14 CFR part 43.9 or 43.11 including preventative maintenance. All logbook entries will be duplicated and sent to the Fleet Manager.
B3.12 Inspections shall be completed on approved checklists as directed by the OAS Fleet Manager. The OAS Fleet Manager will provide written guidance on whether an aircraft specific OAS approved checklist or OEM approved checklist is to be used. The inspection checklists for 100 hour/annual inspections shall be generated by using Manufacturer’s/DOI Recommended Inspection Program. All inspections must include associated records review and documentation, ground operational checks, lubrication requirements, cleaning, servicing. Each 100 hour or Annual inspection must include a documented search for applicable manufacturer’s mandatory service bulletins (MMSBs) and FAA Airworthiness Directives (ADs). At the commencement of the contract period, OAS may require the contractor do a physical audit of all MMSB’s/AD’s. Following each
100 hour and annual inspection, the contractor will provide the OAS Fleet Manager with an update. For each new entry, the contractor must provide a signed entry that the MMSB/AD is either not applicable to that aircraft or has been complied with.
B3.13 No alterations to the aircraft shall be performed without the written permission of the OAS Fleet Manager/COR and CO.
B4 Maintenance Estimate Requirements
B4.1 The Contractor shall provide an estimate on form OAS-79 (Aircraft Maintenance Estimate Form) to the OAS Fleet Manager/COR before beginning work (Exhibit 1). This form is for approving funds and can only be approved by the OAS Fleet Manager/COR and CO. (An electronic version of this form will be emailed to contractor at time of award.) It is impractical to expect contractor to always be able provide a firm estimate upon receipt of aircraft without having the ability to determine the nature and extent of repairs required when aircraft requires disassembly.
Contractor shall provide a cost estimate to the COR as soon as reasonably possible to receive approval to proceed. Contractors are required to provide an estimate of all aircraft maintenance requirements including estimated parts and labor to complete the maintenance event. This form can also be downloaded at the OAS Fleet Forms website:
https://www.doi.gov/aviation/library/forms#techform
s. OAS-79s will be submitted thru the DOI fleet email address doil48fleet@ios.doi.gov
B4.2 Contractor will communicate with the COR any changes from what was approved prior to performing the work. If the Contractor determines that additional funds are needed after maintenance work begins, the Contractor shall submit the modified OAS-79 to request additional funds prior to incurring the additional costs. The modified OAS-79 must follow the same approval procedures in paragraph B4.1. The Government must approve any additional work on the modified OAS-79, otherwise the Contractor bears any additional costs.
B5 On-Site Mechanic Requirement (M1& M2)
B5.1 The Contractor must provide an on-site mechanic (M1) in the Washington D.C. area. The mechanic must be capable of providing daily maintenance support to the U.S. Park Police-operated Bell 206L III and Bell 412 helicopters. The mechanic (M1) must meet the qualifications of B6.1 and be qualified to perform the duty requirements listed under B6.2.

Solicitation No. 140D8020R0021 Contract No 140D8021D00TBD Office of Aircraft Services Maintenance of Fleet Aircraft
The secondary mechanic (M2) will be ordered and approved by the U.S. Park Police on an as needed basis. The secondary (M2) mechanic is only required to meet the qualifications of B6.1.1. Unless fully qualified per B6.1, the secondary (M2) mechanic must be under the on-site supervision of the primary (M1) mechanic.
B5.3 Government facilities will be made available to the mechanics to perform the work required.
Government facilities are not considered adequate for performance of heavy maintenance. Due to concerns for security as well as possible interference with U.S.
Park Police operations, the 300-hour inspections, or other large maintenance tasks, shall be performed at the contractor's facilities.
B6 On-Site Mechanic Specifications
B6.1 Qualifications
The mechanic must, as a minimum, meet the following qualifications:
B6.1.1 The mechanic must have a valid FAA mechanic certificate with airframe and powerplant (A&P) ratings.

(d) Representation. By submission of its offer, the Offeror represents that it will not require its employees or subcontractors to sign or comply with internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or subcontractors from lawfully reporting waste, fraud, or abuse related to the performance of a Government contract to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information (e.g., agency Office of the Inspector General).
52.204-13 System for Award Management Maintenance (Oct 2018)
(a) Definitions. As used in this clause—Electronic Funds Transfer (EFT) indicator means a four-character suffix to the unique entity identifier. The suffix is assigned at the discretion of the commercial, nonprofit, or Government entity to establish additional System for Award Management (SAM) records for identifying alternative EFT accounts (see subpart 32.11) for the same entity.
Registered in the System for Award Management (SAM) means that–
(1) The Contractor has entered all mandatory information, including the unique entity identifier and the EFT indicator (if applicable), the Commercial and Government Entity (CAGE) code, as well as data required by the Federal Funding Accountability and Transparency Act of 2006 (see subpart 4.14), into SAM;
(2) The Contractor has completed the Core, Assertions, Representations and Certifications, and Points of Contact sections of the registration in SAM;
(3) The Government has validated all mandatory data fields, to include validation of the Taxpayer Identification Number (TIN) with the Internal Revenue Service (IRS). The Contractor will be required to provide consent for TIN validation to the Government as a part of the SAM registration process; and
(4) The Government has marked the record “Active”.
System for Award Management (SAM) means the primary Government repository for prospective Federal awardee and Federal awardee information and the centralized Government system for certain contracting, grants, and other assistance-related processes. It includes–
(1) Data collected from prospective Federal awardees required for the conduct of business with the Government;
(2) Prospective contractor-submitted annual representations and certifications in accordance with FAR subpart 4.12; and
(3) Identification of those parties excluded from receiving Federal contracts, certain subcontracts, and certain types of Federal financial and non-financial assistance and benefits.
Unique entity identifier means a number or other identifier used to identify a specific commercial, nonprofit, or Government entity. See www.sam.gov for the designated entity for establishing unique entity identifiers.
(b) If the solicitation for this contract contained the provision 52.204-7 with its Alternate I, and the Contractor was unable to register prior to award, the Contractor shall be registered in SAM within 30 days after award or before three days prior to submission of the first invoice, whichever occurs first.
(c) The Contractor shall maintain registration in SAM during contract performance and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement. The Contractor is responsible for the currency, accuracy and completeness of the data within SAM, and for any liability resulting from the Government's reliance on inaccurate or incomplete data. To remain registered in SAM after the initial registration, the Contractor is required to review and update on an annual basis, from the date of initial registration or subsequent updates, its information in SAM to ensure it is current, accurate and complete. Updating information in SAM does not alter the terms and conditions of this contract and is not a substitute for a properly executed contractual document.
(d) (1) (i) If a Contractor has legally changed its business name or “doing business as” name (whichever is shown on the contract), or has transferred the assets used in performing the contract, but has not completed the necessary requirements regarding novation and change-of-name agreements in subpart 42.12, the Contractor shall provide the responsible Contracting Officer a minimum of one business day's written notification of its intention to—
(A) Change the name in SAM;
(B) Comply with the requirements of subpart 42.12 of the FAR; and
(C) Agree in writing to the timeline and procedures specified by the responsible Contracting Officer.
The Contractor shall provide with the notification sufficient documentation to support the legally changed name.
(ii) If the Contractor fails to comply with the requirements of paragraph (d)(1)(i) of this clause, or fails to perform the agreement at paragraph (d)(1)(i)(C) of this clause, and, in the absence of a properly executed novation or change-of-name agreement, the SAM information that shows the Contractor to be other than the Contractor indicated in the contract will be considered to be incorrect information within the meaning of the “Suspension of Payment” paragraph of the electronic funds transfer (EFT) clause of this contract.
(2) The Contractor shall not change the name or address for EFT payments or manual payments, as appropriate, in SAM record to reflect an assignee for the purpose of assignment of claims (see FAR subpart 32.8, Assignment of Claims).
Assignees shall be separately registered in the SAM.
Information provided to the Contractor’s SAM record that indicates payments, including those made by EFT, to an ultimate recipient other than that Contractor will be considered to be incorrect information within the meaning of the “Suspension of Payment” paragraph of the EFT clause of this contract.
(3) The Contractor shall ensure that the unique entity identifier is maintained with the entity designated at http://www.sam.gov/
Solicitation No. 140D8020R0021 Contract No 140D8021D00TBD Office of Aircraft Services Maintenance of Fleet Aircraft www.sam.gov for establishment of the unique entity identifier throughout the life of the contract. The Contractor shall communicate any change to the unique entity identifier to the Contracting Officer within 30 days after the change, so an appropriate modification can be issued to update the data on the contract. A change in the unique entity identifier does not necessarily require a novation be accomplished.
(e) Contractors may obtain additional information on registration and annual confirmation requirements at https://www.sam.gov.
52.204-18 Commercial and Government Entity Code Maintenance (Aug 2020)
(a) Definition. As used in this clause– Commercial and Government Entity (CAGE) code means–

(2) An identifier assigned by a member of the North Atlantic Treaty Organization (NATO) or by the NATO Support and Procurement Agency (NSPA) to entities located outside the United States and its outlying areas that the DLA Commercial and Government Entity (CAGE) Branch records and maintains in the CAGE master file. (b) Contractors shall ensure that the CAGE code is maintained throughout the life of the contract for each location of contract, including subcontract, performance. For contractors registered in the System for Award Management (SAM), the DLA Commercial and Government Entity (CAGE) Branch shall only modify data received from SAM in the CAGE master file if the contractor initiates those changes via update of its SAM registration. Contractors undergoing a novation or change-of-name agreement shall notify the contracting officer in accordance with subpart
42.12. The contractor shall communicate any change to the
CAGE code to the contracting officer within 30 days after the change, so that a modification can be issued to update the CAGE code on the contract.
(c) Contractors located in the United States or its outlying areas that are not registered in SAM shall submit written change requests to the DLA Commercial and Government Entity (CAGE) Branch. Requests for changes shall be provided at https://cage.dla.mil. Change requests to the CAGE master file are accepted from the entity identified by the code.
(d) Contractors located outside the United States and its outlying areas that are not registered in SAM shall contact the appropriate National Codification Bureau (points of contact available at http://www.nato.int/structur/AC/135/main/links/contacts.htm ) or NSPA at https://eportal.nspa.nato.int/AC135Public/scage/CageList.as px to request CAGE changes.

Except as otherwise specified in paragraph (a)(6) of this clause, the cost of replacement or correction shall be determined under paragraph (i) of this clause, but the “hourly rate” for labor hours incurred in the replacement or correction shall be reduced to exclude that portion of the rate attributable to profit. Unless otherwise specified below, the portion of the “hourly rate” attributable to profit shall be 10 percent. The Contractor shall not tender for acceptance materials and services required to be replaced or corrected without disclosing the former requirement for replacement or correction, and, when required, shall disclose the corrective action taken. (6) Notwithstanding paragraphs (a)(4) and (5) above, the Government may at any time require the Contractor to remedy by correction or replacement, without cost to the Government, any failure by the Contractor to comply with the requirements of this contract, if the failure is due to-
