The request for an additional mechanic will normally occur, and be scheduled for, well in advance of the actual need. If requested, the additional mechanic will be paid at the hourly rate specified in section A1.3

Labor Rate for On-Site Mechanic Service and will be approved through the OAS-79 process.

Question 2: Section B7 outlines the guidelines for a contractor supplied pilot. Are offerors required to have a pilot of their own, or is it acceptable to have the base pilots perform ground runs and ferry/maintenance flights?

Answer 2: Yes, the Contractor is required to provide a pilot(s) that is approved by OAS to perform most of the maintenance and ferry flights to and from the base and main maintenance facility as stated in Section B7. Due to mission availability requirements of USPP pilots, base pilots will only perform limited ground runs

(e.g., chip light penalty run). Section B7 requires contract pilot approval be annotated on the Authorization to Manipulate U.S. Department of Interior Aircraft (Exhibit 2).

Answer 4: The proposal must identify the location of the aircraft facility where maintenance will be performed. The location does not need to be registered to the prime contractor. The facility must meet the requirements of 14 CFR part 145, Subpart C.
