SECTION 6 – EVALUATION FACTORS FOR AWARD
The following evaluation factor information is provided in lieu of the FAR provision 52.212-2:
The basis of award will be best value to the Government. One Purchase Order will be awarded to the responsible Quote provider whose quote, conforming to the RFQ, will be the most advantageous to the Government. The Quote provider receiving award may not necessarily be the lowest Price or have the highest Technical rating. Non-Price Factors 1 and 2 (Technical Capability and Past Performance, respectively) are of equal importance, and when combined, are more important than Factor 3 - Price.
The Government reserves the right to not make an award as a result of this competition if, in the opinion of the Government, none of the submissions would provide satisfactory performance at a price that is considered fair and reasonable and/or economically feasible.
The following Non-Price and Price Factors shall be used to determine the service provider whose Quote represents the best overall value to the Government:
Factor 1: Technical Capability
Subfactor 1A: Primary Personnel Experience and Qualifications (Including Resumes)
Subfactor 1B: Organizational Experience
Subfactor 1C: Technical Capabilities
Subfactor 1D: Contingency Planning
Factor 2: Past Performance
Factor 3: Price
When combined, Non-Price Factors are more important than Price in this Best Value / Trade-Off Evaluation. In the event quotes are evaluated as technically equal with regards to Non-Price Factors, Price may be a major consideration in the source selection.
The Government shall use the following Adjectival Ratings to evaluate Factor 1: Technical Capability:
Factor 1: Technical Capability Adjectival Ratings
Adjectival Rating
Description
Exceptional Exceeds specified minimum performance or technical requirements in a way beneficial to the Government.
Acceptable Meets specified minimum performance or technical requirements.
RFQ Continuation Sheets RFQ 140D0423Q0673 Personal Assistance Services Page 21 of 53
Marginal There is doubt regarding whether an aspect of the quote meets a specified minimum performance or technical requirement, but any such uncertainty is correctable.
Unacceptable Fails to meet specified minimum performance or technical requirements. The quote has one or more deficiencies and is not awardable.
EVALUATION OF FACTOR 2: PAST PERFORMANCE FACTOR
The Government will evaluate the Quoter’s Past Performance using an assessment based on information obtained via any method the Contracting Officer deems necessary. The Government reserves the right to retrieve and evaluate past performance from other sources. Sources may include:
• Using information provided on Attachment B: References
• Contractor Performance Assessment Reporting System (CPARS) – a Governmentwide Database
• System for Award Management (SAM.gov)
• Other sources as needed
The Government shall use the following Confidence Ratings to evaluate the Factor 2: Past Performance Factor:
Factor 2: Past Performance Confidence Ratings
Rating Description
High Confidence The Government has high confidence the Quoter will successfully perform the required effort based on the analysis of the Quoter’s past performance record.
Moderate Confidence
The Government has confidence the Quoter will successfully perform the required effort based on the analysis of the Quoter’s past performance record.
Low Confidence The Government has minimal confidence the Quoter will successfully perform the required effort based on the analysis of the Quoter’s past performance record.
Neutral No significant performance record is identified.
EVALUATION OF FACTOR 3: PRICE
The Government will evaluate the reasonableness of the Quoter’s Price quote, in part, to determine the overall best value. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement (base period). The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
RFQ Continuation Sheets RFQ 140D0423Q0673 Personal Assistance Services Page 22 of 53
The Price quote will be evaluated to:
1) Ensure that quoted prices are fair and reasonable;
2) Ensure all periods have been quoted and a total for each has been provided
The Price Factor will not receive an adjectival rating. Price will be evaluated based on the Quoter’s price assumptions, an analysis of the overall price and components of the overall price, an analysis of discounts provided, and for reasonableness. The price quote will be evaluated separately from the Technical quote.
The Government intends to make a single award for the requirement. Submission of a quote implies the Contractor agrees to the terms and conditions in this document. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful quoter within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
The Government reserves the right to not issue an award from this RFQ. This is an RFQ only and in no way obligates the Government to award a Purchase Order or to reimburse the Contractor for any costs incurred in preparing the response to this RFQ.
