COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation document will not be issued. This solicitation is a Request for Quotation (RFQ). This RFQ document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05 effective 03-10-2021.

The Contractor may request to inspect the site where the work is to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of the contract performance to the extent that the information is reasonably obtainable. Request may be coordinate with Mr. Jeremy Gourneau Email: jeremy.gourneau@bie.edu. However, due to COVID 19 pandemic situation and at the discretion of Mr. Gourneau, a site visit may not be provided.
CONTRACT TYPE: Firm Fixed Price
BIE Flandreau Indian School is requesting quotes from qualified companies interested in providing Indoor and Outdoor IP Video Surveillance Cameras, Camera Mounting Hardware, Network Voice Recording (NVR) System, NVR Software, a Video Management System, Support, Maintenance, Warranty, Cabling and Training. This system will replace our current system.
Contractor shall provide all the resources, propose a product, and furnish the deliverables as provided in the below Statement of Work. This is a Brand Name or Equal requirement. To satisfy the Government’s needs, the Original Equipment Manufacturer (OEM) “Equal” products, including “equal” product of the brand name manufacture, must meet the salient physical, functional, and performance characteristic of an Avigilon Video Surveillance System which can meet the requirements provided in the below Statement of Work.

SECTION 1: PRICE SCHEDULE
Prospective vendors shall provide a quote for the below Table 1-1 Pricing Schedule for the product you can provide. Vendor shall provide with it quote an Itemized Product List inclusive of quantity, product brand, model number, software, servers, software, equipment, cables, etc).
The vendor shall submit a copy of the written authorization from manufacturer that the vendor and/or any of the vendor’s sub-contractors, if any, have permission to purchase for resell, install, service, and offer a maintenance contract for the quoted product.
Quotes may be submitted on company generated documents but must be itemized as provided in the below Table 1 - Pricing Table.

SECTION 2: STATEMENT OF WORK
1. PROJECT BACKGROUND

The Bureau of Indian Education, Flandreau Indian School (FIS), located in Flandreau SD, has a requirement to obtain a Brand Name or Equal Avigilon high definition (HD) wired and wireless IP Video Recording Surveillance System.
It is highly recommended that a site survey be conducted. The Contractor may request to inspect the site where the work is to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of the contract performance to the extent that the below information is reasonably obtainable. Request may be coordinate with Mr. Jeremy Gourneau via email at Jeremy.gourneau@bie.edu. However, due to COVID 19 pandemic situation and at the discretion of Mr. Gourneau, a site visit may not be provided.
2. PROJECT DESCRIPTION
2.1 All equipment installed must be a Turnkey Federal Information Processing Standards (FIPS) 201 compliant and adhere to the National Defense authorization Act (NDAA).
2.2 The contractor shall provide all the labor, transportation, and supervision necessary to furnish approximately 274 cameras (57 External and 217 Internal) and install all application servers, communication network subsystems, video surveillance systems hardware, cabinets, software, licensing, and all other components necessary to connect, configure, test, and accept a complete operable video surveillance system in and around the FIS outdoor campus and indoor public spaces and include to following:
• Provide 24 hour 7 days a week maintenance service plan that includes next day on-site repair and software upgrades. Contractor must be able to respond onsite within 4 hours for server and camera issues after notification of such problems.
• Provide training up to four (4) FIS designees on use of the new system.
• Delivery of a complete and fully operable system within 120 calendar days of contract award or a specific date mutually agreed by the Government’s Point of Contact (POC).

2.3 Brand Name or Equal Product: This is a Brand Name or Equal requirement. “Equal” products, including “equal” product of the brand name manufacture, must meet the salient physical, functional, and performance characteristic of an Avigilon Video Surveillance System which can meet the requirements of this Statement of Work.

2.4 Equipment Removal and Installation: All products, connections, wires, and components shall be new and must be the most current release of model, manufacturer new release at the time of order. No refurbished or used items will be accepted.
2.4.1 Equipment Removal
The contractor shall remove existing equipment as listed at each location. Equipment removed will be turned over to the FIS Government Designated POC for proper disposal.

2.5 Acceptance Check-out plan. The contractor shall develop an acceptance check-out procedure for government review and approval employing industry standards and site- specific criteria. The contractor shall perform approved procedure and deliver results to the government to obtain system acceptance.
2.6 Demonstration. The video system shall be checked-out for video routing, recording, and video display at each video drop in each of the sites to insure proper function and conformance with industry standard specifications. The video system must demonstrate video routing of data from various cameras and playback to various monitors within the network.
2.7 Deliverables and Reports. The contractor shall provide the following documents and reports in contractor format to the Government POC for review and approval prior to system installation and final acceptance. Documentation will be delivered by the contractor in both hard copy and soft copy formats (on a Data CD). This documentation will include the following:
• Product Inventory List (hardware & software, Equipment Serial Numbers) prior to installation.
• System Check-out and Acceptance Documentation (check-out procedures, results)
• Final Drawings to document the layout of system installation, location, and type of equipment.
• Training Material, O&M manuals, warranty information, and closeout documentation.
• Software programming scripts, codes, passwords, and other particulars to the installed system
3. CONTRACTOR RESPONSIBILTIES
3.1 The contractor shall install, configure, report the status of the installed items, and correct any identified issues to ensure all components of the security system are working to their full manufacturer capabilities.
3.2 Employ effective management tools and methods to assure control of cost, schedule, and performance.
3.3 Prior to beginning on-site work, the contractor shall provide a system Installation plan.
3.4 Be responsible for field verification of all measurements.
3.5 Maintain the schedule of the project and provide monthly reports.
3.6 Maintain possession of all equipment until it has been installed. No items will be delivered to the FIS to be held at the FIS at any time.
3.7 Track all orders to ensure timely delivery and communicate issues to Government designated POC.
3.8 Schedule and plan work times so as not to disrupt class times and school activities.
3.9 Ensure the work area are present will continuously be kept clear of debris and equipment.
3.10 Follow all OSHA guidelines while on FIS property
3.11 Repair or replace damaged products at the discretion of the Government designated POC.
3.12 Responsible for removing and disposing any waste or rubbish at the end of each day.
4 GENERAL CONTRACT REQUIREMENTS
4.1 Period of Performance: The overall period of performance to include the support maintenance will be for one base year period will four (1) renewable option years.
4.2 Place of Performance: The place of performance will be at FIS, 1132 North Crescent Street, Flandreau
SD 57028.

4.3 Work Hours All on-site work will be performed on FIS. Contractor access on the base will be during normal working hours, which are 8:00 to 5:00 Monday through Friday, with the exclusion of Federal holidays. If the contractor needs access after normal duty hours, arrangement will need to be coordinated with the Government Designated POC.
4.4 Local Codes, Licensing, and Permits Requirements: In the performance of this work, the Contractor agrees to abide by all laws, codes, rules, and regulations set forth with regard to the equipment by municipal or State authorities having jurisdiction in effect on the date of this contract. The Contractor shall be responsible for obtaining all local licenses and permits, if required.
4.5 Security Requirements: Personal Identification Verification (PIV) cards will not be issued.
Contractors will be provided one escort for site location on FIS Premises. It is the responsibility of the contractor to ensure all personnel comply with any security restrictions provided by the site escort.
4.6 Government Furnished Property: Flandreau Indian School will provide detailed floor plans with camera placement areas and DVR/Fiber optics areas.
4.7 Confidentially/Nondisclosure: The contractor agrees that it shall not at any time or in any manner, either directly or indirectly, divulge or disclose the disclosing of any information related to this contract requirement to any other person or entity.
4.8 Invoicing and Payment: The Contractor shall bill on completion and acceptance of the work. All invoices shall be paid in accordance with the FAR payment clauses. The contractor shall submit all original invoice(s) for payment via the Internet Payment Platform (IPP). The IPP website address is:

Payment will not be made until all sites have been examined, cameras verified to be in working order and software is verified to be working as specified.
4.9 Changes: The Contracting Officer is the only person authorized to approve all changes to this requirement that will affect the scope of work and/or incur additional cost. No changes to the contract shall be made without a formal written SF 30 modification authorizing such change is issued by the Contracting Officer.

Your plan shall be specific, complete and describe in enough detail to specifically communicate how you intend to meet the requirement as stated in Statement of Work. Approach must describe System Maintenance Plan
b) Project Plan - Provide a detailed project work break down structure to include tasks, subtasks, timeline, milestones, work efforts and resource assignments.
c) Past Performance: Describe no more than two (2) completed projects similar to the requirement under this solicitation which the offeror will complete or has completed during the last (5) five years. For each project include the contract number, contract value and client’s point of contact information.
3. New Product Only Original Equipment Manufacturer (OEM): NO remanufactured or "gray market" items. All items and material must be covered by the manufacturer's warranty.

In accordance with 25 U.S.C. § 3201 et seq. (Pub. L. 101-630), the Indian Child Protection and Family Violence Prevention Act; 34 U.C.C. § 20351, et seq. (Pub. L. 101-647), the Crime Control Act of 1990, as amended; and 441 Departmental Manual, Personnel Security and Suitability Requirements, all positions with duties and responsibilities involving regular contact with or control over Indian children are subject to a background investigation and determination of suitability for employment. Accordingly, all such positions require a favorable background screening by the Bureau of Indian Education (BIE), Personnel Security and Suitability Program and a favorable background investigation by the Defense Counterintelligence Service Agency
(DCSA).
The documentation required to initiate a background investigation shall be completed for any Contractor employee that will be onsite during the contract’s performance or have access to Personally Identifiable Information (PII). The complete submittal of the background investigation paperwork to the BIA/BIE will be accomplished within 14 days after contract award for service contracts or, for construction contracts, before a Notice to Proceed (NTP) is issued by the Contracting Officer. Pending the successful completion of a background investigation by the BIA/BIE and/or DCSA, the Contractor who has been granted a favorable screening (applicant and suitability) determination must, at all times, remain within sight and under the supervision of a Government employee (or other person designated by the Contracting Officer Representative (COR), who has successfully completed the background investigation.
If an unfavorable screening (applicant and suitability) determination is made, an employee shall not be allowed onsite. If the Contractor’s employees are found onsite, without the proper authorization, the employee will face legal liability and the Contractor may have their contract terminated for default. Additionally, the individual and/ or the company who proposed to employ this individual may be determined to be non-responsible if an unfavorable screening (applicant and suitability) determination is made and may be deemed ineligible for contract award. If an unfavorable final background investigation determination is made, the contract may be terminated and the employee in question shall not be authorized to provide service to the BIA/BIE if the services involve contact with or regular control over Indian children.
It is solely the COR’s responsibility to initiate background checks for all Contractors and their employees in the BIE BEARCUBS system, which includes but is not limited to appropriate investigative forms and/or inquiries about their previous investigation; and, obtain a screening (applicant and suitability) determination, and subsequent final background investigation.
The Contracting Officer will consult with the COR when questions arise as to whether or not the scope of work of a contract requires background investigations for contractor personnel. If the Contracting Officer or COR believes the scope of work performed by contract personnel should not require a background investigation, the Personnel Security Officer will be contacted for concurrence and has the final authority to determine if background investigation(s) are required.
