SECTION 2 DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

2.1 Introduction

The BIA Office of Information Management Technology (OIMT) is responsible for developing and implementing information resources and technology management policy, procedures, processes, and systems to effectively execute all Information Technology (IT) functions. In the operational role, OIMT provides support throughout Indian Country for smartboard technology.

BIA seeks to implement an IDIQ for its smartboard needs.

IA programs and offices have traditionally purchased smartboard equipment in a fragmented and inefficient manner. There has been no standard for the hardware and no widely agreed upon acquisition process. This has led to inefficiencies in technical support, difficulties in security management, duplication of effort, higher purchase costs, and excessive management costs.

There are no known Buy Indian set-aside IDIQ contracts for purchasing Promethean Smartboards and SMART Technologies SMARTBoard interactive whiteboards and SMARTBoard Interactive Displays. It is the intent of IA to develop an IDIQ that complies with the Buy Indian Act1.

2.2 Scope

The intention of this procurement is to be an ISBEE set-aside open to all competitive sources under the Buy Indian Act. It will be available for all AS-IA, BIA, and BIE. The acquisition will cover end-point hardware as defined. This acquisition will provide a standard method to order new Promethean Board and SMART Technologies endpoint hardware to replace existing equipment either in limited quantities or as part of a uniform lifecycle replacement. It is anticipated that this lifecycle replacement will include 20% of the inventory every three to four years as recommended by OMB as Bureau and Office budgets allow.

2.3 Quantities and Delivery

The exact number of new products needed is unknown. The number of specific products needed at specific locations can also not be determined. However, a list of all potential government locations is provided in “Attachment C”. It is estimated that as many as 120 total smartboards may be needed annually in a variety of configurations and models by the AS-IA, BIA, and BIE.

2.4 Requirements

The organization has considerable investments in IT support processes, technical knowledge, abilities and operational tools associated with this equipment. Therefore, proposed offers for endpoint equipment must be Promethean and SMART Technologies branded. Any resulting contract(s) awarded from this RFQ “will not” be structured to allow for regional pricing regarding any of the requirements. Pricing should be inclusive of any location per “Attachment C”. Delivery and installation shall be included at order level. Contractor shall deliver a complete, fully functional, working solution once requirements are delivered and installed.

This procurement will follow the Sole Source process: Order includes items peculiar to one manufacturer (e.g., a particular brand: name, product, or a feature of a product that is peculiar to one manufacturer). A brand-name item, even if available on more than one contract, is an item peculiar to one manufacturer.

See “Attachment A” for details of Promethean Boards, optional items and accessories, as well as, other services required for this requirement. See “Attachment B” for details of SMART Technologies, optional items and accessories, as well as, other services required for this requirement.

2.5 Orders

Orders under the IDIQ will be placed by a Contracting Officer who will provide the IDIQ CLIN, quantity and delivery address. Records for each order will be maintained by the offeror.

2.6 Reporting

Periodic or ad hoc requests for order status and summary information shall be provided as requested by the Program Manager. Ad hoc reports will be confined to the status of any accepted order. Periodic reports will consist of monthly and year end reports containing a chronological listing of all orders by location and will include CLIN, quantity, order date and delivery date at a minimum.
