WILDLAND FIREFIGHTING BULLDOZER

I. GENERAL STATEMENT OF WORK:

The purpose of this specification is to establish a purchase requirement for specially equipped wildland firefighting crawler bulldozers (dozers) and accessory equipment for use by the Bureau of Indian Affairs, Eastern Region – Division of Wildland Fire Management. The machine as specified will be used for hazardous fuels projects and emergency wildfire response purposes. The mission requirements for fire dozers differ from those that are utilized in the construction and other non-emergency related industries due to the critical nature of the work that these machines and operators are expected to perform. The requirements identified in this document will be strictly adhered to as the safety of our firefighters and public are the number one priority for the wildland fire agencies. This equipment will be subjected to extreme heat, steep slopes, rocky terrain, swamps, bogs, dusty conditions, forested landscapes, all risk incidents including hurricanes, floods and other natural disasters. It’s critical to the mission that the equipment identified in this specification is reliable and properly outfitted to perform under the most extreme conditions that may exist in the environment that it will be exposed too. For those reasons these specifications were developed to provide our dozer operators with a safe, reliable and effective tool.

The firefighting dozer offered must meet the detailed requirements listed in this document and must be equipped with a with factory-installed Fire Suppression Package designed to help protect the operator and the machine in harsh applications commonly associated with wildland fire responses.

The offeror shall include all costs associated with dealer upgrades or modifications required to meet the specifications identified in this document as part of their final quote.

The machines offered in answer to this request for bid must be new and unused current production models of the equipment required. No prototype, or demonstrator, or rebuilt products will be accepted, and offering of such products will be cause for bid rejection.

The offeror shall furnish supporting documentation with their quote in the form of specifications sheets, equipment brochures, catalog pages or other documentation as requested to support their quote. The Bureau reserves the right to obtain technical data and to request clarification when deemed necessary.

Failure on the part of the bidder/Vendor to provide all requested documentation may be cause to reject the bid/request as non- responsive.

Each fire dozer is to be completely assembled, including options and attachments, thoroughly tested and ready for operation upon delivery. Once received and inspected the equipment will be placed into service by a qualified representative of the Bureau at the delivery location. The representative must demonstrate that each fire dozer, all installed equipment, and attachments are operating correctly, with no defects in materials, parts, or installation. The representative must operate each vehicle and all the equipment and instruct user personnel in operation of all items, maintenance/service, and safety requirements.

No Federal tax, excise tax, or registration is to be included with the bid. Tax exemption registration number will be furnished.

Operator training shall be for no more than four (4) hours for the assigned dozer to BIA Eastern Region - Division of Wildland Fire Management personnel at Cherokee, NC.

Products provided must include warranty to provide the best practical no-cost protection to the Bureau for correction or replacement as needed for defects in manufacturing, assembly, or parts, to cover dozer tractor and all included equipment. Minimum warranty requirement is 12 months full coverage. Provide documentation of your best warranty in the “WARRANTY” section at the end of the specifications.

Warranty must commence when the vehicle is put in service as evidenced by purchaser’s records, rather than commencing on the date of delivery. Copies of the warranty and a manufacturer’s certificate of origin shall be delivered with invoice.

SPECIFICATIONS -

ENGINE:

• Engine must be turbocharged diesel USA EPA Tier IV Certified

• Can include either an EGR Regeneration System or the use of Diesel Emission Fluid.

• A turbine-type pre-cleaner OR a vacuum-aspirated dual-element dry canister shall be provided and protected by a perforated guard or placed under the hood. Primary engine air filter element shall be made of fire resistant material.

• A full-flow, vertically mounted, replaceable element, engine oil filter shall be provided.

• A full-flow, vertically mounted, replaceable element, fuel filter shall be provided.

• All filters including the fuel filter shall be enclosed in a metal housing.

• Starting aid – Engine block coolant heater, 110 volt. Must be easily accessible without tools.

• Machine must be able to regenerate while moving. No system shall de-rate the machine when regeneration is required. An operator by-pass button located in the cab is acceptable. Machine must advise operator with warning lights and/or buzzers when regeneration is required.

ENGINE COOLING:

• Machine must have the ability to perform "drawbar" work over long distances, such as pulling a fire plow (heavy disc harrow) or bulldozing fire lines during the year up to 110 degrees ambient temperature WITHOUT overheating.

• Radiator – The radiator shall be heavy-duty and designed with maximum resistance to plugging.

• Cooling fan – Fan must discharge air in a direction away from the operator unless reversing fan option is chosen.

• Radiator Grille – Grille must be designed for heavy-duty forestry service, louvered, quick release, with five to seven vertical structural members.

• Duty cycle of dozer shall be no less than 80% load and 20% rest.

POWER TRAIN:

• Transmission – Dual path, hydrostatic drive with single lever control. Travel speed control must be in grip and independent of direction control motion.

• Transmission system must provide load-sensing, power turns, counter-rotation, and anti-stall.

• Transmission, decelerator and steering system must provide precise inching control.

• Guards to be installed over the final drive drain plugs to protect them from damage.

ELECTRICAL SYSTEM:

• Tractors with 12-volt electrical systems must be supplied with dual batteries (two, 12-volt batteries wired in parallel). Tractors with 24-volt systems must be supplied with two, 12-volt batteries wired in series.

• Batteries must be equipped with master electrical disconnect switch.

• The external lighting system shall consist of four overhead mounted LED work lights on the front along with two forward facing lights in the center of the ROPS and two outer lights angles outward.

The rear lighting shall consist of two rearward facing LED work lights. Each pair of lights shall be on an independently switched circuit (minimum of three separate circuits required). A self-resetting circuit breaker shall protect each independent circuit.

OPERATOR ENVIRONMENT:

• The operator’s station shall be a fully enclosed, sound suppressed, ROPS cab. It shall be heated, air conditioned and pressurized. The Roll Over Protection Structure (ROPS) and Falling Object Protective Structure (FOPS) shall meet the requirements of the latest issues of SAE J1040, SAE J 397, ISO 3471, ISO 3164 and J231, and be fully certified.

• Fuel quick cut off – emergency fuel cut off valve easily accessible from operator seat

• Screening System shall meet the requirements of ISO 8084. The screens shall be painted a dark, non-glare color. Protective screens shall be hinged to permit access (without tools) for window cleaning. Side screens are to be quick released, inside and outside operated, for an emergency exit.

The front window screen may be omitted if the vendor provides polycarbonate windows that meet the ISO 8084 Standards for screening.

• The windows shall be tempered safety glass, tinted 30%. It shall be heat resistant to 550 degrees F.

The window glass shall be mounted in such a manner that the window glass will remain in place in the event of

• softening or melting of the window molding during a burn over occurrence. The front window, door windows and rear window must be equipped with a wiper and washer

• The operator’s compartment shall have left side and right-side access doors. All door latches and hinges shall be recessed inside a protected enclosure to prevent damage from tree branches and other hazards that exist in the fire and all-risk environment. The windows must be capable of being secured in the open position to allow for natural cross flow ventilation. The doors of the operator’s compartment shall be lockable to prevent unauthorized entry and operation of the machine. Hold-open latches are NOT permitted on doors. These latches are vulnerable to damage on the exterior of the machine and they encourage unsafe operation of the dozer with the doors in the open position.

• An interior dome light must be included in the operator’s compartment.

• The operator’s seat shall be a deluxe, full suspension seat. The seat belt shall be three inches

(3”) wide and retractable. The seat belt shall meet the requirements of SAE J386.

• The operator’s cab shall be cooled with an air conditioning system with a minimum capability of

17,000 Btu/hr. The air conditioning system shall be R-134a compliant. The condensing unit shall be mounted on the rear of the cab and be equipped with maximum protection against damage from trees, tree limbs and brush. The condensing unit must be equipped with a guard having a minimum thickness of 1.75-2mm with a 75x75mm tube rear sweep/guard that protects the condenser or equivalent.

• The pressurization system shall deliver air to the operator’s compartment that has been filtered through a spark- arresting screen, a high efficiency particulate element (HEPA) and through an activated carbon element. The particulate media shall have an efficiency rating of 93 DOP or greater at 0.5 micron. The media material shall be fire resistant UL 900 Class 11 or equivalent. The activated carbon element(s) shall have an “Activity Rating” of 60, minimum. Any externally mounted filters shall be protected from brush damage. The pressurizer fan shall be rated at 328 CFM, minimum.

• The heater/defroster shall have a minimum capacity of 18,000 Btu/hr. The heating/cooling/pressurizing system shall conform to the requirements of SAE J1503/J1535D. An independent defroster fan shall be provided to defog the windows at any time, whether the system is being used for cooling or heating.

• Extra Particulate Filters and Charcoal filters will be provided (10 each)

• Two 12-volt, 10 Amp power ports must be available in the operator compartment.

• Instrumentation – Must include gauges for fuel level, engine oil pressure, engine coolant temperature. Monitor system must provide engine speed, system voltage, transmission oil temperature, hydraulic oil temperature, and engine hours. An on-board diagnostic system must be included in the monitor system

• At least one floorplate in the operator’s compartment shall be quick release mounted for instant access without the use of tools for fire suppression in the belly pan.

• Installed rear camera with 10-inch color touchscreen and intuitive controls to aid operator interface.

HYDRAULIC SYSTEM:

• Hydraulic system valves – minimum 2 each, four way, four position, detented in float position and both valves with spring return to neutral, providing the following functions:

• C-Frame or blade: up, down, lock, float

• Blade must have an additional valve capable of providing angle and tilt functions.

• Blade functions, fire plow, and winch must work separately (4 valve system)

• Hydraulic Reservoir shall be STEEL. No plastic tanks allowed.

HYDRAULIC CIRCUIT FOR FIRE PLOW:

• A rear hydraulic circuit shall be provided for rear-mount fire plow... The circuit shall connect to the plow via ½” breakaway coupler per latest issue of SAE J1036. Couplers shall be compatible with Aeroquip 5600 Series located according to the latest issue of SAE J716, as close as possible to the center of rear of tractor.

• Rear plow control must be a joystick capable of immediate hydraulic response. Toggle switches will not be accepted as hydraulic controls on plows.

• Rear fire plow: up, down, lock, float, Float may be a switch with raise/lower lever

• Hydraulic reservoir must be STEEL. No plastic tanks will be accepted

UNDERCARRIAGE:

• Track chain assembly must include split master link.

• Track shoe type – Single grouser, closed center, heavy duty with clipped corners.

• Six Key Slots equally spaced in six track shoes on each track for ½ inch chain for self-retrieval

• Full length rock guards shall be provided.

• All rollers and idlers must include lifetime lubrication.

• Recoil spring covers

• Over-pressure relief valve must be included on track adjuster.

• Bottom Guards – Bottom guards shall be reinforced and shall be at least ½” thick.

• Front pull hook – closed eye type

• Rear pull points – Eyes located on each rear corner of tractor frame for retrieval.

• Extended Life Heavy Duty Abrasion Undercarriage required. The standard undercarriage that the vendors offer is unacceptable for this procurement.

Fire Protection Equipment:

• Any wiring, essential to the continued operation of the tractor shall be protected from fires using protective sheathing Aeroquip AE 102 or equivalent. No plastic wire ties can be used to secure sheathing (non-flammable clamps or ties only). Fire sleeve protection covers to protect: Coolant lines, Diesel Exhaust Fluid (DEF) lines, Hydraulic lines, and Heater hoses.

• The engine enclosure must be made of 1/8” (min), perforated, sheet steel and side shields must be equipped with quick-release mounts or doors for instant access to the engine compartment without the use of tools.

• Fuel tank must be STEEL. No plastic tanks will be accepted.

• Engine Exhaust: for point-to-point limb risers - vertical, exhaust stack extended along limb risers to canopy. Exhaust stack outlet to be constructed of rigid steel pipe or tubing and should not protrude above the cab or limb risers.

• Turbocharger in exhaust system shall function as spark arrestor. Other spark arresting systems will not be necessary on the exterior of the machine.

• Fuel lines – all fuel lines must be metal or flexible braided steel to be routed and clamped to prevent chafing or breakage from vibration

• Hydraulic and coolant hoses in the engine compartment or belly, within 12” of the bottom guards, must be covered with fire resistant sheathing, Aeroquip AE 102 or equivalent.

• Hose guarding – armor guarding or Cordura on all exterior hoses to include coolant lines, DEF lines, heater hoses and hydraulic lines.

• Hoses and hydraulic fittings routed to blade must be guarded.

• Machine MUST give proper audible and visual warning due to any condition that would normally cause an engine and/or transmission de-rate, however any machine equipped to de-rate the transmission due to low fluid levels or high temperature shall have such systems deactivated prior to delivery.

• Unit shall be equipped with outside toolboxes located on the rear of the cab, above the winch. If tool boxes on rear of cab, it shall be the width of the cab, have a sloped top and not interfere with the operation of the winch or the remote hydraulic connections. Width and depth of the toolboxes shall be great enough to allow hauling a drip torch and a 10-pound fire extinguisher. Blade mounted toolboxes are unacceptable.

Toolboxes may be installed by a dealer at a facility approved by the Bureau of Indian Affairs.

• Tractor shall be equipped with a fire suppression system for the suppression of “belly pan” or brush fires. The system shall include a minimum of twelve (12) gallons water capacity; pre-mix foam capability; an electric pump capable of 5 gpm at 40-45 psi; and a hand-held, brass adjustable nozzle with fifteen (15) feet of ½” recoil hose. The suppression system should be located either at the rear or in cab of tractor. The suppressions system may be installed by a dealer at a facility approved by the Bureau of Indian Affairs.

Machine Outfitting and Delivery

• Tractor Outfitting - All tractor outfitting shall be performed at an authorized facility, approved by the tractor manufacturer and Bureau of Indian Affairs.

• Each tractor must be serviced and prepared for immediate operation, prior to delivery. The pre-delivery inspection and service must include the following: Check all fluid levels, check operation of all instruments and controls, make sure all adjustments are correct for operation, remove excess tags, stickers or shipping labels, provide 20 gallons of fuel.

• Safety, maintenance and operator training must be provided by the Manufacturer or Manufacture’s approved instructor with a minimum of eight hours of onsite training to be provided at the location of the USFS unit that is receiving the machine.

• Must have service center able to fully support product within 125 miles of machine’s assigned location.

• Vendor must, upon request, provide a test unit identical to the model bid and demonstrate that the unit meets or exceeds the minimum performance requirements prior to the bid award.

• Exterior Color to be painted industrial safety yellow, except for the top of the ROPS cab and the brush screens. Top of ROPS cab shall be painted white. All brush screens and limb risers are to be painted flat black. The interior of the cab is to be a non-glare color.

• Each tractor shall include a 10-pound fire extinguisher. 1A: 10B-C Rating. May be installed by dealer prior to final delivery.

• Each tractor shall include a minimum 16-unit first aid kit that is sealed to keep out dust and moisture. May be installed by dealer before final delivery.

• Delivery – Machines shall be delivered within 180 Days after successful vendor receives the Notice to Proceed From the Contracting Officer

• Manuals – operators/owner manuals and parts manual provided in conventional manual or on CD.

• Supplier must have tractor completely wired inside cab for a two-way Bendix King KNG-M mobile radio and antenna.

• Tie down rings for securing crawler to transport vehicle: 2 each side mounted on roller frames.

• Warranty – Engine & powertrain – Minimum 3 years, 1500 hours, 100% parts & labor, Warranty period begins when unit is placed “in service” not the date of delivery.

RADIO WIRING SPECIFICATION: Wiring and Installation Specifications for Radio and Antenna

• All power supply wiring and radio to antenna feed line (coax) shall be installed in accordance with good engineering practices and in such a manner to prevent kinking of or excessive bending, chaffing or other intentional damage. The intention is for the radio wiring and feed line to be installed in such a manner as to integrate with and resemble the original O.E.M. installation without damaging or impeding the original O.E.M. installation. No “splicing” into the original O.E.M. harness allowed.

• All power supply wiring and radio to antenna feed line (coax) shall be protected from fires using protective sheathing Aeroquip AE 102 or equivalent.

• All power supply wiring and radio to antenna feed line (coax) where it travels through bulkheads/firewalls or similar shall be protected from chaffing with the use of tractor/OEM grade grommets or similar protective measures.

• Any bolts protruding through the dash/firewall or similar shall have their ends covered with vibration resistive tractor/OEM grade silicone or protective caps to prevent chaffing of the wiring harness.

POWER WIRING REQUIREMENTS:

• If the Tractor is designed on a primary voltage system other than 13.8 V DC, a power convertor converting system power voltage to 13.8 V DC at 20 amps nominal is required. Such systems must include documentation, schematic diagrams, and covered under warranty by vendor.

• Main Positive and Negative leads shall each be wired with a separate circuit; the Positive lead shall be protected by a self-resetting Fire Fighting Bulldozer/Tractor grade circuit breaker of 30 amp rating.

A Motorola Mobile power cable Model RKN4137A or equivalent shall be attached to the device side of the self-resetting breakers. This OEM cable contains a detachable 15 or 20 amp fuse holder. This fuse holder may be used if it is accessible for replacement without tractor disassembly. A different style 20 amp minimum fuse holder in an accessible location may be used if it is not feasible to use the one included with the HKN4137A. All connections shall be anti-corrosive Fire Fighting Bulldozer/Tractor grade.

• All Power Supply main lead wiring shall be a minimum of 10 gauge AWG Fire Fighting Bulldozer/Tractor grade wiring from the power source to the source side of the resettable circuit breaker. Positive shall be red in color and negative shall be black in color. The power supply to the radio shall be wired direct in a manner that allows for it to remain hot at all time when the radio is turned on. This shall include a dedicated ground for the radio.

• One Line Filter shall be installed on all 12 or 24 volt tractors

• Purchaser supplies antenna162-174 MHZ Antenna with a N female connector. Will need to confirm that the installation of this antenna won’t cause the height of the dozer to exceed the 13’ 6” DOT Height Requirement. This option will require a special permit if the overall dozer transport DOT 13’ 6” maximum legal height requirement is exceeded. Not all states will provide annual operating permits for equipment that exceeds the DOT height requirement so some flexibility/opportunities may be lost to dispatch the dozer to fires in neighboring states.
