The U.S. Bureau of Indian Affairs/ Office of Information Management Technology is addressing cable infrastructure issues that hinder proper security and/or do not provide a central location for the management of cable, cable labeling, patch panels, switches, and other network components.

Procedure:

The scope of this procedure is the structured cable installation for the BIA Eastern Region, OJS District 6 Nashville TN.

For clarification or questions about this specification or how to interpret codes or standards concerning this specification should be addressed to Couney McNabb, Supervisory IT Specialist, Eastern Region/Office of Information Operations (OIO), Nashville TN, 37214, 545 Marriott Drive, Suite 700, Nashville, TN 37214. Phone number 615-727-4883; Fax 615- 564-6555.

General Requirements The contractor shall provide all labor, tools, insurance, bonds, construction permits and supervision to complete the project. The contractor may visit the project site to make necessary measurements to determine the extent of the work necessary to accomplish the prescribed work. It is the contractor’s responsibility to ensure that the installations follow EIA/TIA 568-B: Commercial Building Telecommunications Wiring Standards and all applicable federal, state, and local codes.

Contractor shall have 45 days to complete the project, and all work shall be during the business hours of the District 6 office. Once the schedule is established, any deviations to the schedule must be approved in advance by the BIA project coordinator.

The contractor shall warranty all work to be free from defects in workmanship performed by the contractor. This warranty shall be for a period of not less than one year from the date of final acceptance by the owner.

Project Overview This project is for a Category 6 unshielded twisted pair (UTP) network cabling plant, including the installation of six foot open frame server rack 42 RU (Dell compatible and Nvent preferable) with an attached overhead tray and a 144 Port patch Panel RJ45 at the BIA OJS District 6 office, 535 Marriott Drive, Suite 610, Nashville, TN. This SOW contains the specifications for a cabling plant necessary to support a Local Area Network, while meeting the organizations goals for securing devices in a Wide Area Network environment. Network services will be provided to these offices in a single information outlet; in most cases this information outlet will consist of one 8-pin modular (RJ45) network jacks. All cables will be home runs from each designated information outlet location to the identified server or communications room. The network cables will be terminated onto modular patch panels sized to support the number of individual information outlets. All components and cables will be Category 6 or better and installed in a manner such that each network run unambiguously achieves ANSI/EIA/TIA-568-B Category 6 or better performance as measured at the Basic Link using certified and calibrated test equipment that meets the standards of TSB-67 and TSB-95, as amended.

This is a Category 6 cable plant capable of supporting up to a gigabit speed to the desktop. The BIA will standardize on one CAT6 cable for each information outlet and be termed a “Single Drop”.

Installation: The work to be performed under this contract includes:

Installation of CAT6 cable, punch down of cable to new RJ45 jacks and patch panels. All CAT6 connections will be tested, documented, and certified to meet CAT6 specifications. All CAT6 cables and RJ45 jacks will be installed in existing floor or ceiling channels where applicable, in “wall raceway”, wall mount or surface mount boxes, and labeled in accordance with this SOW.

This cable plant will consist of a total estimated number of 144 CAT6 cable drops, and a standard outlet installation shall be one quad outlet with four CAT6 drops that follows the established color coding to include an orange, yellow, blue, and green Cat6 jacks and a quad faceplate to be installed at the BIA OJS District 6 office 535 Marriott Drive Suite 610 Nashville, TN. The standard outlet installation shall be above desk height or 30” above the floor.

Installation of 4 post open frame server rack (Dell Compatible and Nvent preferable) 42RU with locking screw mounts and 144 port patch panel RJ45 in room 617 (MDF Room) at the BIA OJS District 6 office, 535 Marriott Drive, Suite 610, Nashville, TN. Front posts shall be 4’ from the back left hand corner of room and 4’ out from the back wall. Said 4 post open frame server rack shall be grounded to mesh bonding network or building Ground via a #4 AWG (or larger) insulated, stranded copper conductor.

Installation of cable management 2RU on the open frame server rack below the patch panel and vertical cable management on the rack.

Quality Assurance The contractor shall be responsible for any damage to the building, government property and surrounding areas; and shall restore to previous condition at no additional cost to the owner if damage occurs during the accomplishment of the work.

All systems shall be back in operation at the end of each day and all work areas shall be restored to original “as found” conditions.

Materials Listing – Upon completion of cable installation, vendor will provide BIA with an itemized material listing (by description, brand, stock/part number and vendor source) of all cables, conduit, connectors, patch panels, etc.).

The cabling standards and related documentation were put together to assure that the networking cabling was up to the current standards and installed properly. The standards and codes do not address EMI issues and the introduction of noise to the cables. It is the contractor’s responsibility to make sure that all cables are kept away from florescent lights, electric motors and/or any other equipment that may or may not introduce noise into the cable.

Documentation/Certif ication A network diagram will be supplied to the BIA, in hard and soft copy identifying each network drop, major cable paths, and data closet locations at the completion of the project. This will be required only when the drawings are available from BIA prior to the awarding of the project. If electronic copies are not available, a clean hand drawn copy must be supplied at the completion of the project with drop locations clearly identified with outlet identification, cable paths, and patch panel locations.

All copper cabling will be tested with a Level II test instrument and will be tested as detailed in TIA/EIA TSB67 (100 MHz).

All UTP cabling should be tested for Basic Link Certification.
