Ventenata Control Project – 2023

Multiple location within the Crow Reservation

Statement Of Work Introduction

The mission of the Bureau of Indian Affairs (BIA) is to enhance the quality of life, to promote economic opportunity, and to carry out the responsibility to protect and improve the trust assets of American Indians, Indian tribes, and Alaska Natives. This Statement of Work (SOW) will accomplish this through the delivery of quality services, maintaining government-to -government relationships within the spirit of Indian self-determination.

Background

The BIA Rocky Mountain Region (RMR) primarily serves eleven Sovereign Tribal Nations in the States of Wyoming and Montana. The Indian user populations are approximately 100,000 members. The Regional office is located in the City of Billings, in the south-central corner of the State of Montana.

There are six BIA Agency centers located on each of these Indian Reservations.

Objectives

The BIA, Rocky Mountain Region, Crow Agency has a requirement for the control on noxious weeds on the Trust property within the Crow Reservation, with deliverables as described in this document. The contract resulting from this solicitation shall be considered a “SERVICE” contract, as defined in Federal Acquisitions Regulation (FAR) Part 37, under which the contractor is considered to be an independent contractor.

The contract is for ground application of a desired herbicide to control the noxious weed (Ventenata) infestations on multiple sites within the Crow Reservation during the calendar period of August 1 and August 31, 2023.

The expected benefits of the requirement to the Government will include:

• Consistency, value and quality of deliverables and services provided;

• Confidence in the services delivered;

• Improved operability of the Government to provide services;

• Reduced risks;

• Reduced implementation, operation, and maintenance costs;
