This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

Title: Generation Installation / Upgrade of 600-amp generator at the Busby Youth Detention Center in Busby, Montana, as identified in this Statement of Work (SOW).

The Department of Interior, Bureau of Indian Affairs (BIA) intends to award a lowest price technically accepted firm fixed price contract from this solicitation.

The North American Industrial Classification System (NAICS) 238210, with a small business size standard of $19.5. Contractor is required to be registered in SAM / UWU with the NAICS Code cited above.

This procurement is being set aside 100% for Indian Small Business Economic Enterprises (ISBEE) in accordance with the Buy Indian Act Regulations.

The Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-04 through January 30, 2022.

Delivery - Vendor must notify the point of contact to confirm delivery date and time, Monday through Friday between the hours of 8:00 am and 4:30 pm and closed on Federal Holidays and weekends. Unscheduled deliveries will not be accepted. Expected date of delivery shall be stated on the quote.

52.212-2 Evaluation - Commercial Items. (NOV 2021)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

Award will be made using a Lowest Price Technically Acceptable (LTPA) approach; the Government will award to the lowest priced offeror that is determined to meet or exceed the specifications.

(b) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.

1.0 DEFINITIONS AND ACRONYMS:

1.1 INTRODUCTION AND OVERVIEW

a) The BIA, through a contract will provide for services for the installation of a new 600-amp disconnect, 600-amp automatic transfer switch, 400-amp generator breaker, wiring, conduit and all labor to connect existing generator to run complete building for the Busby Youth Detention Center in Busby, Montana, as identified in this Statement of Work (SOW). Any additional work must be through an addendum to this agreement based upon the availability of funds and required prior approval.

1.2 PROJECT SCOPE:

a) This contract includes but not limited to the installation of a 600-amp disconnect, 600-amp automatic transfer switch, 400-amp generator breaker and associated accessories for the Busby Youth Detention Center Building 304 at Busby, Montana. The Contractor shall be responsible for but not limited to, material purchase, surface preparation, and installation of the parts. The contractor shall be responsible for storage, final shipping, and delivery costs from the factory to the materials final site. The Contractor shall furnish all supervision, equipment, materials, and labor for the material purchase, and installation of the parts to complete the project for the performance of the work required under this SOW and all attached specifications and product information. Substitutions of product equal to those specified will be allowed under this SOW.

All work shall be done in accordance with the National Electric Code (NEC), the Uniform Plumbing Code and the manufacturers recommended installation requirements. The Contractor shall perform field measurements and identifying work items so the proposal submitted will be complete.

1.3 OBJECTIVE:

a) The objective of the SOW is to define and establish a general scope of services necessary for the generator project.

1.4 PERIOD OF PERFORMANCE:

a) The period of performance shall begin at Contract award and end on May 31, 2023.

1.5 PROJECT LOCATION:

a) The project is located at the Busby Youth Detention Center Busby, Montana.

2.0 N/A

3.0 REQUIREMENTS

1) The Contractor shall provide all labor, equipment, and materials necessary to complete the project in compliance with any project plans, specifications and supplemental documentation for Building 304.

2) Contractor will coordinate all work, scheduling, and start date with the Contracting Officer

3) The project has a maximum number of working days to complete the installation work. Strict adherence to the schedule will be required to allow the work to be completed in a timely manner.

4) The contractor shall provide a 48-hour advance notice to the agency facilities manager, before beginning work. And shall proceed until completed.

5) All material with technical specifications shall be submitted to the contracting officer representative for approval before purchase and installation.

6) Overall service schedule shall be provided for approval ten days after contract award. No work shall begin until the service schedule has been approved.

7) Work shall proceed during normal business hours (8am – 5pm). Exceptions are extremely rare.

8) OSHA requirements shall be enforced on this project.

9) Any damage to building components resulting from the work and/or work practices by the general contractor shall be repaired or replaced at the sole cost of the Awarded Contractor utilizing appropriately qualified and insured tradespersons equal to or greater than the original condition. The damaged building components shall be assessed by the Contracting Officer with a determination made for either repair or replacement.

10) The contractor is responsible for any refuse created from the installation.

11) The contractor and their onsite employees will adhere to OSHA/CDC guidance regarding the coronavirus 19 when conditions warrant.

3.1 TASKS:

1) The Contractor will coordinate with the Contracting Officer and the General Contractor for scheduling of access to the building.

2) Access to the building will be restricted to the Contractor, Contracting Officer, TERO, Government Representative’s. The exterior work areas shall be demarcated in accordance with the OSHA requirements as a lead work area. Appropriate signage is discussed elsewhere in this specification.

3) Installation of one new 600-amp disconnect.

4) Installation of one new 600-amp transfer switch.

5) Installation of new 400-amp generator breaker.

6) Installation of wiring/ water tight conduit through trench from generator to building 304.

7) Burying of the cable after installation.

8) Drilling hole into building for conduit and wiring to go thru.

9) Sealing the hole around the conduit.

10) Wiring hookup to new breaker in the breaker room.

11) Provide training for onsite staff and Operation and maintenance manuals.

12) The Contractor shall verify all dimensions, and material required to complete the project.

13) Submittals for all products associated with this project shall be provided to the CO for approval.

14) The Contractor shall retain one copy of each submittal for their use and review and provide three copies to the BIA’s CO.

3.2 END RESULTS/DELIVERABLES

a) Provide a fully functioning generator in accordance with this SOW and all attachments.

b) One year Warranty from date of completion.

c) All work shall have a professional finished appearance.

d) The work area shall be free of debris and material that was generated by the installation. All penetrations shall be sealed.

e) Warranty forms and information shall be completed by the contractor and presented to COR on final completions of project.

6.0 INSPECTIONS AND QUALITY CONTROLS:

A. The contractor is responsible for all quality control for this project

6.1 TESTING DURING CONTRUCTION:

A. The Contractor shall ensure that the proper testing of materials is accomplished in accordance with industry standards.

6.2 POST CONSTRUCTION SERVICES:

6.3 OPERATION AND MAINTENANCE MANUALS AND WARRANTIES:

A. The Contractor shall provide the BIA COR with both electronic files and paper copies of the O&M Manuals and Warranties. The number and type of electronic files shall be mutually agreed upon between the BIA COR and the Contractor.

6.4 COMPLETION REPORT:

A. The Contractor shall prepare and submit to the BIA OFMC COR the “Substantial Completion of Construction Project Report.”

6.5 CONSTRUCTION CONTRACT CLOSEOUT:

A. The Contractor shall be responsible for the closeout of the contract with the subcontractors.

Closeout procedures shall conform to those in the contract clauses. The BIA COR shall be provided with a copy of the signed original report prepared by the Contractor, documenting the closeout.
