About this file

This is a Request for Quotation (RFQ) for repair services on the NOAA Ship Rainier, issued as a combined synopsis/solicitation for commercial items under FAR Subpart 12.6. The procurement is issued by NOAA's Office of Marine & Aviation Operations (OMAO) and managed by Contracting Specialist Isaac Bright.

The solicitation requires replacement of port and starboard main engine exhaust expansion joint gaskets and insulation aboard the NOAA Ship Rainier. Specific work includes disconnecting inlet and outlet flanges, removing and inspecting gaskets, reassembling joints with new gaskets on 14-inch nominal pipe size flanges, and fabricating/installing new ASTM F683 fire blanket insulation with stainless steel wire and hooks. The contractor must coordinate engine testing to verify no exhaust leaks and provide insulation manufacturer product data sheets. The place of performance is Marine Operations Center–Pacific Islands at Pearl Harbor, Ford Island, Honolulu, Hawaii. The period of performance runs from April 29, 2026 through a to-be-determined completion date. Quote responses are due by 1600 PDT on May 3, 2026, with delivery expected by May 5, 2026.

This is a total small business set-aside with NAICS code 336611 and a 1,300-employee size standard. The award type is firm fixed-price on an all-or-none basis with Net 30 payment terms. Evaluation criteria emphasize technical acceptability and capability over price, with consideration of past performance (requiring three job references from the past three years), liability insurance, and compliance with solicitation terms. Offerors must be registered in SAM.gov and provide UEID/CAGE code and Page 1 of SAM registration. Questions must be submitted in writing by May 2, 2026 at 1200 PST to isaac.bright@noaa.gov. All submissions must include material specifications, OEM authorization letters, detailed cost breakdowns, and evidence of comparable past performance.
