About this file

This is a Statement of Work (SOW) for main engine exhaust repair services on the NOAA Ship Rainier, contract number 140802-26-0342.

The scope of work encompasses the replacement of port and starboard main engine exhaust expansion joint gaskets and insulation. For the port main engine, the contractor must install scaffolding, disconnect inlet and outlet flanges of the expansion joint, remove and inspect gaskets and sealing surfaces, reassemble joints with new gaskets (14-inch nominal pipe size), and fabricate and install new exhaust blankets from the expansion inlet joint to the first 90-degree elbow using ASTM F683 or equivalent fire blanket material with stainless steel wire and hooks. For the starboard main engine, similar work applies with the additional requirement to disconnect and reassemble the 90-degree elbow and expansion joints, with exhaust blankets extending from the 90-degree elbow on top of the engine to the outlet side expansion joint elbow. The contractor must have access or temporary access eligibility to the NOAA Marine Center – Pacific Islands at Pearl Harbor Naval Base, coordinating with the Joint Base Pearl Harbor Hickam Pass & ID office. Quality assurance requires coordinating engine operation to verify no exhaust leaks at disturbed joints and providing insulation manufacturer product data sheets to the port engineer. The period of performance begins April 29, 2026 with an end date to be determined. Work will be performed at Marine Operations Center – Pacific Islands, NOAA Ship Rainier, 1897 Ranger Loop, Ford Island, Honolulu, Hawaii 96818. The point of contact is Dale Morrison, Port Engineer, reachable at (541) 351-4634 office or (757) 777-5448 cell.
