0001 STATEMENT OF WORK
1. BACKGROUND:
NOAA’s research and survey ships comprise the largest fleet of federal research ships in the nation.
Ranging from large oceanographic research vessels capable of exploring the world's deepest oceans to smaller ships responsible for charting the shallow bays and inlets of the United States, the fleet supports a wide range of marine activities, including fisheries research, nautical charting, and ocean and climate studies. In addition to its ships, the NOAA Small Boat Program manages a fleet of more than 400 small boats that perform various data collection missions for NOAA throughout the United States and its territories, including hydrographic surveys, fishing, diving, scientific instrument deployment/recovery, water and air quality monitoring, law enforcement, and marine mammal surveys. Vessels vary in size from a simple 10-ft. kayak to a complex 85-ft. research vessel. The majority of small boats fall within the range of 16-26 feet in length and operate in near-shore environments, but extended missions in deep water environments are common among the larger vessels.
2. SCOPE
2.1.This specification contains the general requirements for work performed by the Small Boats Repair Contractor (Contractor) for two of NOAA Ship Rainier’s small boats. These general requirements apply to all work items contained in this work package, including but not limited to the inspection of the two boat engines and troubleshooting of existing issues to ensure full operation.
2.2.There are two (2) small boats covered under this Scope of Work, collectively referred to as ‘the HSLs',’ with the following particulars:
2.2.1. 2801, a.k.a. RA-4 – 30 foot All American Marine 30 HSL Hydrographic Survey Launch, manufactured in 2009, 15500 lb Displacement, Hull Number 2801, Aluminum Hull, Cummins 500HP engine QSC8.3,3500IDI, S/N# 74851194.
2.2.2. 2801, a.k.a. RA-5 – 30 foot All American Marine 30 HSL Hydrographic Survey Launch, manufactured in 2009, 15500 lb displacement, Hull Number 2802, aluminum hull, Cummins 500HP engine QSC8.3,3500IDI, S/N# 74851184.
3. Period Of Performance 3.1.Requested start date of 12/1/2024 with completion of work no later than 1/6/2025.
4. Place Of Performance 4.1.At the dockside location of the NOAA Ship Rainier at Marine Operations Pacific Islands (MOC-PI) 4.1.1.NOAA Ship Rainier Marine Operations Center - Pacific Islands 1897 Ranger Loop Building 184 Honolulu, HI 96818 4.1.2.HSLs shall be able to be in the water at the small boat dock located at MOC-PI to facilitate any required operational testing.
4.2.Should individual parts of the boat engine need to be worked on in specific manners, contractors may be able to do said work at their facilities with approval from the Contracting Officer.

7. REQUIREMENTS
7.1.Following completion of work and prior to acceptance, all work areas shall be restored to the same condition of cleanliness and serviceability as they were upon the boat's arrival.
7.2.NOAA employees and contractors may be working on board the vessel during the contract performance period. During this period, it will be required to coordinate work with the ship’s small boat team.
7.3.Protective Coverings
7.3.1.Utilize foreign material exclusion barriers (FMEs) or protective coverings to protect all compartments, machinery, equipment, deck coverings, furnishings, insulation, glass, cables, piping systems, coatings, structures, and other vessel components from damage and from entry of dust, dirt, grit, sand, and other foreign particles.
7.3.2.All damage and contamination resulting from failure to provide adequate protection shall be repaired and cleaned by the Contractor at the Contractor’s expense to re-establish the condition that existed at the start of the work.
7.3.3.After completion of all other work, remove and dispose of all protective coverings, along with any adhesive residue used to hold coverings in place.
7.4.Interferences and Restorations 7.4.1.Remove all interferences and obstructions necessary to complete the required work. This shall include the disassembly and removal of machinery, piping, ducts, cable, wiring, insulation, structures, and anything else that interferes with the proper accomplishment of work. Except as otherwise specified, this does not include relocations made necessary by new installations that physically prevent interference from being returned to its existing location.
7.4.2.Restore all interferences to their existing configuration and condition. Install new gaskets and fasteners. In place of material that is rendered unsuitable for reinstallation during removal or storage, provide and install new materials that are equal in composition, strength, design, type, and size as they existed prior to removal. All insulation removed or damaged shall be replaced with new insulation.
7.4.3.Align and conduct strength, tightness, and operational tests to ensure that the reinstalled interferences safely perform their normal functions.
7.4.4.The Contractor shall be responsible for identifying all interferences involved in accomplishing required work. Interferences are not normally identified in the detailed specifications of the work item.
7.5.Gaskets, Packing, and Seals - Whenever the Contractor performs work that disturbs existing gaskets, packing, or seals, new gaskets, packing, and seals of same material as existing ones shall be installed unless otherwise specified.
7.6.Departure Trials and Testing - Upon completion of work, all systems that were worked on shall be tested per manufacturer’s recommendation and to demonstrate satisfactory system performance in normal operating conditions. Timeline for completion of this testing will vary based upon when the vessel will next be in the water.
7.7.Disposal of Fluids - Whenever work requires that equipment, machinery, piping, or tanks be drained of fluids, the Contractor shall be responsible for draining and proper disposal of the fluid in accordance with local, state, and federal regulations. If the Contractor drains the fluid into the boat's bilges, the Contractor shall pump all fluid from the applicable bilges into tanks and properly dispose of the fluid, including the fluid that existed prior to and the fluid that accumulates between the time the equipment, machinery, piping, or tanks were drained and the time the bilges have been pumped dry by the Contractor. The cost of this should be included in the specific work items. A written record shall be provided to a NOAA representative at the completion of the contract, documenting the quantity and type of fluids disposed of and receiving authority (i.e., the company that took possession of the fluids).
8. GOVERNMENT FURNISHED MATERIAL
As specified in specific tasks.
9. SECURITY REQUIREMENTS
The Vendor shall have appropriate identification to get onto a government facility. Identification must be state or federally issued (ex. State ID = Driver’s License or ID Card ex. Federal = Passport, CAC or TWIC card). An escort from the ship may be required for personnel without a CAC or TWIC.
10. NOTES
Any additional work identified or changes to the scope of approved work are to be documented with estimates of additional cost and timeline for completion and submitted to the contracting officer for review.
11. Work Items
11.1. Full Inspection on the Cummins Engine on each HSL.
11.1.1.Vendor will inspect the overall condition of the engine to determine functionality to the boat.
Inspection will occur while alongside and while the engine is being run.
11.1.2.Vendor shall provide a condition found report on the status of each engine. A condition found report should provide corrective actions to ensure proper operation of the engines.
11.2.Troubleshooting of existing problems with marine engines.
11.2.1.Both boats are only able to achieve 1500 RPM in forward gear. Normal operating RPMs are noted when the boat is in idle and in reverse. Ship personnel have attempted to correct the issue by swapping out the current fuel pumps, but the problem has persisted.
11.2.2.Vendor shall troubleshoot the issue, and provide a condition found report with corrective actions on the problem. The report will include an cost estimate on the corrective actions 11.3.Growth or Corrective Actions 11.3.1.Any additional items or corrective actions that are determined to be necessary by the vendor will be forwarded to the contracting officer for approval before any additional work is performed.
11.3.2.All additional work items or corrective actions will have a cost estimate for parts and labor required, as well as a timeframe for completion.
