About this file
This document is a Single Source Determination using Simplified Acquisition Procedures (SAP) for an action not exceeding the Simplified Acquisition Threshold. The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) Office of Marine and Aviation Operations is seeking to procure inspection, troubleshooting, and potential repairs of Cummins QSC8.3.3500IDI engines on two Hydrographic Survey Launches (HSLs) onboard the NOAA Ship Rainier. The agency has determined that Cummins Inc. is the only reasonably available source to provide the required services, as their authorized service technicians are necessary to perform the maintenance and inspection on the specific engine configuration. The related federal contract opportunity is a Request for Quotation (RFQ) for Cummins engine troubleshooting and repairs, with a period of performance from December 9, 2024 to January 31, 2025. This is a 100% small business set-aside under NAICS code 336611, and award will be made on a best value basis considering authorized dealer status, past experience, availability, and price.

SINGLE SOURCE DETERMINATION USING SIMPLIFIED ACQUISITION
PROCEDURES (SAP) FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED
ACQUISITION THRESHOLD (AUTHORITY: FAR 13.106-1(b)(1))
PRISM REQ Number: 140802-25-0073
1. Agency and contracting activity. Department of Commerce, NOAA Office of Marine and Aviation Operations, Acquisition, Analysis, and Accountability Branch
2. Description of supplies or services required to meet agency needs (including the estimated value). Inspection, troubleshooting of existing issues, and potential repairs of Cummins QSC8.3.3500IDI engines to ensure proper function for upcoming field season following prolonged alongside.
3. Identification of the single source or the brand name to be solicited.
Cummins Inc., Box 3005, Columbus, IN 47202-3005 U.S.A.
4. Supporting rationale. Only A brand name is reasonably available as detailed below:
Brand Name – This brand name is CUMMINS ENGINE OEM Service Techs which are required to perform the required maintenance and inspection on the engines, as they are trained on the specifics of the engine configuration. The Cummins distribution center on island does not service marine engines, thus an authorized service provider is needed. Both HSL’s have Cummins engines need the Cummins expertise.
Compatibility to existing systems or equipment – Any parts requested is a direct replacements and match in fit, form, and function of existing.
5. Market Research.
Per the Cummins listing of authorized dealers/parts/service techs, there are numerous vendors on the west coast and one on Hawaii that are authorized Cummins vendors and service representatives.
6. Technical/Requirements Representative Certification I certify that this requirement constitutes the Government’s minimum needs and the supporting data provided herein is accurate and complete to the best of my knowledge and belief.
