Statement of Work (SOW)
NOAA National Weather Service Weather Forecast Office Guam Replacement of 12.5-ton Air Conditioning ducted Split System (ACCU-1.3)
PR # 142060-25-0068
1.0 GENERAL
The Mission Statement of the National Weather Service (NWS) is to provide weather, hydrologic, and climate forecasts and warnings, and impact-based decision support services, for the United States, its territories, adjacent waters and ocean areas, for the protection of life and property and enhancement of the national economy. In support of this mission, the NWS Pacific Region (PR), Facilities Engineering Branch (FEB), provides facilities support and maintenance throughout the Pacific Region, to include the Weather Forecast Office Guam (WFO Guam).
1.1 BACKGROUND
WFO Guam is cooled by five pieces of HVAC equipment. Two Computer Room Air Conditioning units (CRAC), two dual redundant common ducted split HVAC for the operations floor (ACCU-1.1 and ACCU- 1.2), and a single ducted split system for the administration area (ACCU-1.3).
1.2 SCOPE
Decommission and replace the damaged 12.5-ton AC ducted split system (ACCU-1.3) with a new unit of equal or upgraded tonnage and efficiency rating. WFO Guam is located at 3232 Hueneme Road Barrigada, Guam 96913.
1.3 OBJECTIVE
Replace the existing 12.5 ton AC ducted split system at WFO Guam which is currently failing. ACCU-1.3 supplies air conditioning for the administration section of the forecast office. With temperatures over 90 degrees, this creates an unsafe working environment for the WFO Guam staff. ACCU-1.3 has severe degradation and oxidation of the outdoor heat exchanger coil assembly. The copper aluminum fins are deteriorating and detaching from the coil structure, with an estimated 35% of the fin material having detached. Due to the advanced fin loss and compromised coil integrity, immediate replacement of the outdoor condensing unit is necessary.
1.4 SUBMITTALS
The Contractor shall furnish any manufacturer warranty documents and system manuals to the Site Point of Contact (POC). All system tests shall be documented and included with the POC submittals.
