The amendment extends the quote deadline to August 22, 2025 at 1:00 PM Hawaii time and provides responses to contractor questions about the HVAC replacement project. Key project requirements include removing the existing Trane HVAC unit (Model TTA150H300AA) and replacing it with a unit of equal or greater tonnage and efficiency, compatible with existing operations floor units and using R410a refrigerant.
The Statement of Work details specific tasks such as recovering and disposing of the old equipment, installing a new PROLON Control System, fabricating transition ductwork, installing electrical and plumbing works, adding smoke detectors, and conducting testing and balancing. The contractor must provide qualified personnel, comply with government facility regulations, and submit various deliverables including a post-award conference, personnel list, and a final installation and test report. The project has a 180-day performance period and will be located at the Weather Forecast Office in Barrigada, Guam, with work to be performed Monday through Friday, 8 AM to 4 PM.

Summary of Clause Changes:
Clause Revised Statement of Work is incorporated as follows:
Revised Statement of Work (SOW)
**REVISED 8/07/2025**
(revised areas are highlighted) NOAA National Weather Service Weather Forecast Office Guam Replacement of 12.5-ton Air Conditioning ducted Split System (ACCU-1.3)
PR # 142060-25-0068
1.0 GENERAL
The Mission Statement of the National Weather Service (NWS) is to provide weather, hydrologic, and climate forecasts and warnings, and impact-based decision support services, for the United States, its territories, adjacent waters and ocean areas, for the protection of life and property and enhancement of the national economy. In support of this mission, the NWS Pacific Region (PR), Facilities Engineering Branch (FEB), provides facilities support and maintenance throughout the Pacific Region, to include the Weather Forecast Office Guam (WFO Guam).
1.1 BACKGROUND
WFO Guam is cooled by five pieces of HVAC equipment. Two Computer Room Air Conditioning units (CRAC), two dual redundant common ducted split HVAC for the operations floor (ACCU-1.1 and ACCU- 1.2), and a single ducted split system for the administration area (ACCU-1.3).
1.2 SCOPE
Decommission and replace the damaged 12.5-ton AC ducted split system (ACCU-1.3) with a new unit of equal or upgraded tonnage and efficiency rating. Connect New AC system to existing PROLON Control system and provide test data to facility personnel. WFO Guam is located at 3232 Hueneme Road Barrigada, Guam 96913.
1.3 OBJECTIVE
Replace the existing 12.5 ton AC ducted split system at WFO Guam which is currently failing. ACCU-1.3 supplies air conditioning for the administration section of the forecast office. With temperatures over 90 degrees, this creates an unsafe working environment for the WFO Guam staff. ACCU-1.3 has severe about:blank degradation and oxidation of the outdoor heat exchanger coil assembly. The copper aluminum fins are deteriorating and detaching from the coil structure, with an estimated 35% of the fin material having detached. Due to the advanced fin loss and compromised coil integrity, immediate replacement of the outdoor condensing unit is necessary.
