About this file
This is a Combined Synopsis/Solicitation for a Small Business Set-Aside Request for Quote (RFQ) issued by NOAA Fisheries, specifically the Southeast Fisheries Science Center (SEFSC) for a Puerto Rico Shallow Water Reef Fish Survey. The project requires commercial fishing vessels, captains, and observers to conduct a fishery-independent survey island-wide in Puerto Rico using hook and line fishing methods from 20-50 meter depths. Contractors will be responsible for completing up to 70 sampling grids, deploying and retrieving fishing equipment, and collecting biological samples and fish information.
The solicitation (RFQ Number 1333MF25Q0094) is set aside exclusively for small businesses with a size standard of $19.0M and NAICS code 541690. The period of performance is from award date through 12/31/2026, with a firm-fixed-price purchase order anticipated. Quotes must be submitted electronically to shawana.randolph@noaa.gov by the specified due date. The evaluation will prioritize the Non-Price Technical Solution significantly more than price, with a trade-off approach for award. The primary objectives include generating catch per unit effort (CPUE) and length composition data for managed reef fish species like snappers, groupers, triggerfish, parrotfish, and jacks to support stock assessments and inform fishery managers.

FAR 52.212-2 Evaluation- Commercial Products and Commercial Services (Nov 2021)
The evaluation will consider the Non-Price Technical Solution (Technical Approach and Experience) to be significantly more important than price. However, as quotes are determined to be more equal in the non-price evaluation factor, price becomes more important and may become the determining factor for award. If, at any stage of the evaluation, all vendors are determined to have submitted equal, or virtually equal, Non-Price Technical Solutions, price could become the factor in determining which vendor will receive the award.
The Government intends to evaluate the quotes and award a purchase order based on the Offeror’s initial quote; therefore, the Offeror’s initial quote should contain the Offeror’s best terms from a Non-Price Technical Solution and price standpoint.
The Government reserves the right not to award a purchase order depending on the quality of the quote(s) submitted and the availability of funds. Furthermore, the Government may waive informalities and minor irregularities or omissions in quotes received.
The Government may make award to other than the lowest-priced Offeror or the Offeror with the highest technical rating if the Contracting Officer determines that to do so would result in the best value to the Government. The Government will not make an award at a significantly higher overall price to achieve only slightly superior performance capability.
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
Paragraph (a) is hereby completed as follows: Evaluation will be based on the following:
Factor 1: Technical Approach and Capability.
The Offeror’s overall technical approach will be evaluated to assess the Government's level of confidence in the Offeror’s understanding of, approach to, and ability to successfully perform the requirements as described in the Statement of Work.
Provide a detailed description of the company’s experience performing similar services. A detailed technical approach write-up describing how the Offeror will perform this service is required to be submitted with the quote regardless of whether a site visit was made or not. The technical approach write-up must not be a reiteration of the Statement of Work, but how your company plans on performing the tasks listed in the attached Statement of Work. (i.e. performance checklists, anticipated number of employees, anticipated hours at the facility and/or confirmation of supplies being provided, etc.)
Factor 1: Experience.
The offeror shall provide a background, experience, and qualifications that will support the offeror’s capability to successfully perform the contract requirements.
Factor 1: Price.
The Government will evaluate the price quote for completeness and reasonableness in relation to the RFQ requirements.
Quoted prices must be entirely compatible with the Non-Price Technical Solution.
The Government intends to award with payment terms of Net 30.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
(End of provision) a trade-off, single firm fixed-price purchase order on an all or none basis

SEFSC PEM GCRF
Puerto Rico Shallow Water Reef Fish Survey
PURPOSE:
The purpose of this project is to conduct a fishery-independent survey island-wide in Puerto Rico utilizing commercial fishers and hook and line fishing from 20 - 50 m depths. The primary objective is to generate CPUE and length composition data for their use in indices of relative abundance of managed reef fishes, with emphasis on the shallowwater species of snapper, grouper, triggerfish, parrotfish, and jacks for stock assessments, and to inform fishery managers.
SCOPE OR MISSION:
The contractor shall provide vessels, captains, and observers that meet the specifications outlined in this document. The vessels will be used in performing deployment and retrieval of hook and line fishing equipment at each grid, and acquiring biological samples and general fish information of targeted and incidental catch. The vessel(s) will be required to complete a total of no more than 70 grids, island-wide, as determined by grid selection from 20 - 50 m depths.
BACKGROUND:
The National Oceanic and Atmospheric Administration (NOAA) National Marine Fisheries lab in Panama City, FL was recently awarded funding for the project, “Shallow Water Fishery Independent Survey of Reef Fishes in Puerto Rico” through the Cooperative Research Program to complete a year of research utilizing a working relationship with commercial fishermen to use low cost methods to gain information regarding the shallow water habitats and the shallow water reef fish fishers in Puerto Rico. Historically, there has not been a survey conducted yearly that samples the shallow water reef fish complex island-wide in Puerto Rico, which allows for gaps in fishery-independent time series datasets. This survey utilized leveraged funds from the Caribbean-Inflation Reduction Act to conduct sampling in shallow water to provide overlap between the National Coral Reef Monitoring Program (NCRMP) diver survey and the Puerto Rico Deepwater Reef Fish Survey, as well as SEAMAP-C ReefFish in FY25.
The NCRMP Survey uses a grid-based (50 x 50 m) stratified random design that is optimized to efficiently sample for ecologically and commercially important species from 0 - 30 m in Puerto Rico, USVI and the Florida Keys. A unique set of strata specific to the local protected or managed zones and benthic habitat are selected. The survey design ensures that sites for fish and corals are allocated by hard-bottom habitat type, depth, and management zone, with sites randomly distributed around the sampling region from nearshore to offshore to the maximum depth of 30 m. The shallow water survey proposed here utilizes a 500 x 500 m gridded universe with the NCRMP 50 x 50 m grid nested within. Grids selected by the NCRMP survey will be utilized as sample grids in this project, where applicable.
The overlap in sampling effort provided by this survey is a critical component to the success of this project and bridging data gaps in the region. In addition to generating critical data for stock assessment and management, this work is providing the baseline steps for calibrating methodologies across surveys.
As such, the work proposed in this SON must operate within the same sampling time frame as the NCRMP diver survey, where applicable. Specifically, sampling for the proposed project will occur following the completion of the divers in a grid within the depth range of 20 - 30 m across a range of rugosities to generate data for a gear comparison and testing of strata effect.
Overall, this project seeks to understand the scope and location of Essential Fish Habitat (EFH) for commercially important, shallow water species as well as gaining basic life history information.
Additionally, stock assessments for several shallow water species are currently ranked as “data-poor”, so much so that single species stock assessments are virtually impossible to complete in the US Caribbean given current data sources. The primary impediment in formal stock assessments stems from the lack of scientifically defensible data required for the shallow water reef fish species complexes, a systemic problem for tropical marine fisheries in the Caribbean. This project also seeks to build the framework for future quantitative sampling method intercalibration studies which will be required to determine the relative fishing power of the multiple gears; specifically the National Coral Reef Monitoring Program’s (NCRMP) diver counts and the proposed surveys hook and line methodology, while reducing overall effort and optimizing currently available funding sources and personnel.
Finally, the summarized goal of this project is to implement a fishery-independent survey island-wide for shallow to midwater reef-fishes in Puerto Rico (20 – 50 m), within 12 miles of coast and 20 miles from port of departure. The objective is to generate indices of abundance and size structure for commercially important shallow water reef fish species, with an emphasis on red hind Epinephelus guttatus, coney grouper Cephalopholis fulva, lane snapper Lutjanus synagris, vermilion snapper Rhomboplites aurorubens, yellowtail snapper Ocyurus chrysurus, mutton snapper Lutjanus analis, and queen triggerfish Balistes vetula. Data will be used to generate CV’s/indices for use in stock assessments. All data collected is used to provide guidance and management recommendations to the Puerto Rico Department of Natural and Environmental Resources (DNER) as well as the CFMC.
TECHNICAL SPECIFICATIONS:
Sampling will be conducted by commercial fishing vessels island-wide around Puerto Rico. The vessel daily rate shall include services of captain and observer on board, gas for commercial vessel to complete the scientific work, transit to and from port, cost of bait for the scientific work for the hook and line fishing, the deep-drop fishing gear including line, hooks, reels, floats, or weights, and time required to extract any biological samples. The vessel daily rate should also include the delivery and collection of supplies and/or samples shipping to and from NOAA; and back and forth between contractor headquarters and the Puerto Rico DNER. Fishermen may need to mobilize from ports outside of their home port to target all fishing grids selected for sampling.
Datasheets, fish biological and tissue sampling supplies, and stopwatches for timing deployments will be provided by NOAA fisheries.
The Contractor provided observer will assist with field work. The contractor is responsible for providing an observer to conduct the required field work. Data collection protocols, biological sample collection, photo uploading and datasheet uploading shall be conducted by the observer(s) in accordance with the NOAA protocols defined and provided for this project.
No more than 70 sampling grids will be selected at random, island-wide, stratified by depth (20 - 50 m) and rugosity scores as defined by the National Centers for Coastal Ocean Science (NCCOS) multibeam backscatter and bathymetry data.
• Grid name, corresponding coordinates, depth, and strata will be provided by NOAA Fisheries to the contractor, as well as alternative grids, and plotted maps of the grids.
The contractor will be responsible for distributing sample grid lists to the commercial fishing vessels and observers.
This project will utilize commercial fishermen operating their own vessels with a local fishery observer onboard in Puerto Rico to generate CPUE, length composition, diversity indices, and distribution information for both exploited and non-target species using standardized hook and line fishing methods around the island. Selected grids will utilize two bait types while fishing (squid and tuna).
• The allotted soak time for the fishing line will not exceed a total of 30 minutes (total bottom time) at each grid. The fishing equipment must be deployed in the corresponding grid provided on the datasheet. This field setup will remain standardized for the entirety of this proposed project.
The exact latitude and longitude in decimal degrees will be recorded at the exact time the fishing line and S-BRUV undergo deployment and retrieval by the observer on board, as will depth.
The sampling day will consist of an average of 5 successful hook and line drops, but may vary based on location of grids and weather.
