About this file
This document is an Amendment (Amendment 0002) to a solicitation for a cooperative research project by NMFS (National Marine Fisheries Service) Field Delegates. The solicitation (Solicitation Number 1333MF25Q0094) involves a marine sampling survey requiring commercial fishermen to conduct hook and line sampling and S-BRUV (stereo-Baited Remote Underwater Video) deployments in coordination with NCRMP (National Coral Reef Monitoring Program) diver surveys. Key project specifications include: sampling between May and October, executing 50-70 sampling stations, conducting biological sampling of fish specimens, recording GPS coordinates, and collecting photographs. NMFS will provide S-BRUV equipment, non-territorial permits, and sampling protocols, while contractors must obtain territorial sampling permits and provide their own vessels, cameras, and GPS. The amendment includes a series of clarifying questions and answers about project requirements, and extends the proposal submission deadline, with observers required to be present for each sampling trip and samples to be shipped monthly to account for hurricane season in the Caribbean.

Questions and Answers 1333MF25Q0094
Answers are in red (color)
1. Page 5. Section III-descriptions/Specifications: “…must operate within the same sampling time frame as the NCRMP diver survey, where applicable. Specifically, sampling for the proposed project will occur following the completion of the divers in a grid…” Will this year’s NCRMP dive schedule follow previous surveys and occur between May and October?
1 - Yes
2. Page 6. Technical Specifications: work. “Data collection protocols, biological sample collection, photo uploading and datasheet uploading shall be conducted by the observer(s) in accordance with the NOAA protocols defined and provided for this project.” Will the Government provide this protocol? Are there any NOAA requirements pertaining to the vessel safety standards or Insurances?
2a - Yes. 2b. we require vessels to have USCG inspections and meet safety standards. That is not handled by NOAA, and would be on the contract company and subcontracted vessels/captains
3. The solicitation references the term observer. To ensure alignment with the project intent, can you clarify whether observer in this context refers to fisheries technicians/samplers (i.e. non-crew data collectors), or whether it is meant in the narrower sense of a federally designated Observer under the Magnuson-Stevens Act and the national Observer Program? This distinction will help us understand applicable qualification requirements and coverage (e.g. FECA and MSA protections.
3 - This project is funded via the Cooperative Research Program. Thus the fisherman hired must be active participants in the fishery (commercial or recreational sectors. As such they are not scientists, so we require the contracting company has individuals that work with captains to ensure SOP's are understood. Observers must be on the vessel for each sampling trip.
4. Page 7. Deliverable Schedule : “Whole fish collected and stored according to protocols and sampling priorities for biological sampling on land” What is the target quantity of biological samples and whole specimens being collected?
4 - We do not necessarily know the number of biological samples as that is dependent on catch.
However there is a minimum/maximum number of stations we need executed. Max is 70. Min 50.
5. Page 7. Technical Specifications: “The sampling day will consist of an average of 5 successful hook and line drops, but may vary based on location of grids and weather.” What constitutes a “successful” hook & line drop ? What constitutes a “successful” grid completion (e.g., minimum number of drops)?
5 - Successful hook and line drop just means that the gear was deployed for the set amount of time, fished as intended, and maintained relative position according to sample location selected by NMFS.
Yes, there is aminimum number per grid we require, and that information would be provided in the SOP.
Grids are just a site (i.e. = 1).
6. Page 7. Deliverable Schedule: Can a copy of the biological sampling protocols be provided along with number of species and number of biological samples needed? This will help understand the quantity and
1333MF25Q0094 0002
volume of the samples that need to be stored and shipped.
6 - At this time the survey design is not completely prepared and thus we cannot provide immediately but this would be provided.
7. Page 7. Deliverable Schedule: Are samples being shipped to Panama City, FL as they are collected or at the end of the project?
7 - Batches because of hurricane season in the Caribbean. Monthly preferred.
8. Page 7. Deliverable Schedule: “ photos as defined in the biological sampling protocols.” Will camera’s be provided by the government?
8 - Not provided. Cell phone or scanner is fine. Clear images of data sheets required.
9. Will the commercial fisherman be able to retain and sell catch not retained for sampling if their permit allows?
9 - Contractor has to obtain territorial sampling permits. NMFS provides the non-territorial permits.
Permits do NOT allow for selling catch.
10. Page 5. Section III-descriptions/Specifications: “…must operate within the same sampling time frame as the NCRMP diver survey, where applicable. Specifically, sampling for the proposed project will occur following the completion of the divers in a grid…” Is there a specific time frame between the diver survey and completing the hook/line survey?
10 - Within 1 week.
11. Can the example data sheet be provided?
11 - Protocol under development and will be provided at time of award.
12. The statement of work appears to indicate the vessel crew will be engaged in fishing activities during deployments. Page 7 states “The exact latitude and longitude in decimal degrees will be recorded at the exact time the fishing line and S-BRUV undergo deployment and retrieval by the observer on board, as will depth.” Is the intent for the observer to deploy and retrieve the S-BRUV in coordination with the crew also setting and retrieving the fishing gear? Will the Government provide the S-BRUVs? Will GPS be provided by the government?
12 - Yes. NMFS will provide SBRUVS. GPS will not be provided.
13. Proposals are currently due 0800 09/15. Considering the solicitation was released 09/04 the timeframe is very restrictive. Will the Government consider extending the due date until 9/17 or some other time later than the current requirement?
13. Yes we will extend the close date. See modified close date on posting
