About this file
This is a Request for Quotation (RFQ) issued by the National Oceanic and Atmospheric Administration (NOAA) for preventative maintenance and repair services of HVAC systems and Weather Service Radar (WSR) 88-D equipment at five National Weather Service Forecast Offices located in Ruskin, Melbourne, and Jacksonville, Florida; Tallahassee, Florida; and Peachtree City, Georgia. The contract is firm-fixed-price, non-personal services, with a base year running from October 1, 2026, through September 30, 2027, followed by four optional one-year extension periods through September 30, 2031.
The scope of work includes one annual comprehensive inspection and three quarterly preventative maintenance inspections per year at each facility. Tasks are divided into separate contract line items (CLINs) for each location and equipment type: WFO HVAC maintenance, WSR 88-D maintenance, and emergency repairs outside preventative maintenance for each location. Contractors must supply all labor, equipment, materials, and consumables including filters, belts, and humidifier canisters as part of the overall contract price. Emergency repair work requires written authorization from the Contracting Officer before commencement. Quotations must be submitted by August 7, 2026, at 1200 MD via email to Jamie.Rosales@noaa.gov. Evaluation is based on technical acceptability and capability, past performance references (minimum two from separate contracts within the past two years), capability to service all locations, and price. The Government intends to award to the lowest-priced, technically acceptable offeror on an all-or-none basis with Net 30 payment terms. Contractors must be registered in the System for Award Management (SAM) and provide their UEID/CAGE CODE with their quotation. This is not a small business set-aside. The contract will be administered through FedConnect, with invoices submitted electronically through the Invoice Processing Platform (IPP).
