Non-personal Janitorial Services for the National Weather Service (NWS), Weather Forecast Office (WFO) located in Wakefield, VA

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

(ii) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number 1305M325Q0061.

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03 (Jan 2025).

(iv) This solicitation is being issued as a total Small Business Set-Aside. The associated NAICS code is 561720. The small business size standard is $22.0 million.

FAR 52.212-1 Instructions to Offerors-Commercial Products and Commercial Services (Sep 2023) NOTICE TO OFFERORS: Instructions for submitting quotations under this request for quote must be followed. Failure to provide all information to aid in the evaluation may be considered non-responsive. Offers that are non-responsive may be excluded from further evaluation and rejected without further notification to the offeror.

QUOTES. IT IS THE CONTRACTOR’S RESPONSIBILITY TO REQUEST AND RECEIVE A

CONFIRMATION OF THE QUOTE RECEIPT.

FAR 52.212-2 Evaluation- Commercial Products and Commercial Services (Nov 2021) Offers will be evaluated based on price and the factors set forth in paragraph (a).

The evaluation will consider the Non-Price Technical Solution (Technical Approach and Past Performance) to be significantly more important than price. However, as quotes are determined to be more equal in the non-price evaluation factor, price becomes more important and may become the determining factor for award. If, at any stage of the evaluation, all vendors are determined to have submitted equal, or virtually equal, Non-Price Technical Solutions, price could become the factor in determining which vendor will receive the award.

The Government intends to evaluate the quotes and award a purchase order based on the Offeror’s initial quote; therefore, the Offeror’s initial quote should contain the Offeror’s best terms from a Non-Price Technical Solution and price standpoint.

The Government reserves the right not to award a purchase order depending on the quality of the quote(s) submitted and the availability of funds. Furthermore, the Government may waive informalities and minor irregularities or omissions in quotes received.

The Government may make award to other than the lowest-priced Offeror or the Offeror with the highest technical rating if the Contracting Officer determines that to do so would result in the best value to the Government. The Government will not make an award at a significantly higher overall price to achieve only slightly superior performance capability.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

Paragraph (a) is hereby completed as follows: Evaluation will be based on the following:

1. Technical Approach and Capability.

The Offeror’s overall technical approach will be evaluated to assess the Government's level of confidence in the Offeror’s understanding of, approach to, and ability to successfully perform the requirements as described in the Statement of Work. Provide a detailed description of the company’s experience performing similar services. A detailed technical approach write-up describing how the Offeror will perform this service is required to be submitted with the quote regardless of whether a site visit was made or not. The technical approach write-up must not be a reiteration of the Statement of Work, but how your company plans on performing the tasks listed in the attached Statement of Work. (i.e. performance checklists, anticipated number of employees, anticipated hours at the facility and/or confirmation of supplies being provided, etc.)

2. Past Performance.

Quote shall include at least two references from at least two separate contracts for similar and relevant recent services within the past two years including the name, phone number, full address, and e-mail address of the reference to demonstrate the offeror’s capability to successfully perform the services listed in the Statement of Work.

The offeror is required to fill out blocks 1-4 and send the attached Past Performance Questionnaire to the references provided by the offeror in their submission, and email the completed survey form directly to stephanie.mas@noaa.gov by the closing date and time of this solicitation. The Government reserves the right to consider past performance report forms received after the due date and time of the solicitation, past performance questionnaires submitted from previous solicitations, and to contact references for verification or additional information.

The Offeror's past performance on related contracts will be evaluated to determine, as appropriate, successful performance of contract requirements, quality and timeliness of delivery of goods and services, cost management, communications between contracting parties, proactive management and customer satisfaction. The Government will use its discretion to determine the sources of past performance information used in the evaluation, and the information may be obtained from references provided by the Offeror, the agency’s knowledge of Offeror performance, other government agencies or commercial entities, or past performance databases, and will be based on responsiveness, quality, and customer services.

Offerors lacking relevant past performance history, or for whom past performance information is either not available or has not been submitted to the Government, will receive a neutral rating for past performance. A good past performance rating provides higher confidence than a neutral or satisfactory rating.

1. Price.

The Government will evaluate the price quote for completeness and reasonableness in relation to the RFQ requirements. Quoted prices must be entirely compatible with the Non-Price Technical Solution.

The Government intends to award a trade-off, single firm fixed-price purchase order on an all or none basis with payment terms of Net 30.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Section III - Description/Specifications

Statement of Work (SOW)

STATEMENT OF WORK

National Oceanic and Atmospheric Administration (NOAA) National Weather Service (NWS) Weather Forecast Office (WFO) Wakefield, VA

PURPOSE:

Non-personal janitorial services for the National Weather Service (NWS), Weather Forecast Office (WFO) located in Wakefield, VA.

All cleaning is required to meet the quality and performance standards as identified. The Contractor shall provide all labor, supervision, consumable materials and equipment necessary to perform all janitorial type services in accordance with this specification for the general care of the facility located at the National Weather Service Forecast Office (WFO) in Wakefield, VA. The objective is to maintain a clean and sanitary environment in all assigned work areas. The area to be cleaned is approximately 4,300 square feet. All cleaning shall be accomplished utilizing the latest technology, products, equipment, industry practices, and specifications in order to achieve the quality and performance standards.

The Contractor shall establish a written Quality Control Program (QCP) to ensure that the requirements of this contract are provided as specified. The written QCP shall be submitted to the Meteorologist in Charge (MIC) within five (5) days prior to the start date of work. The QCP's purpose is to provide a plan for meeting all requirements of this contract. This will then identify and correct deficiencies in the quality of services before performance becomes unacceptable.

A security background check is required for the contractor and their employees in accordance with Commerce Acquisition Regulation (CAR) 1352.237-71 Security Processing Requirements - Low Risk Contracts (Apr 2010).

The following schedule describes the level of services required. Performance will be based on the contracting officer's evaluation of results, not the frequency or method of performance.

SUPPLIES, MATERIALS, EQUIPMENT:

Government Furnished:

· Space will be provided for storage of supplies and equipment for use in the performance of work under this contract. No flammable or explosive liquids such as gasoline will be stored in the building. The Government will not be responsible for the damage or loss to the Contractor's stored supplies or equipment.

· Electrical power will be provided at existing outlets for the Contractor to operate such equipment, as necessary, in the performance of this contract.

· Hot and cold water will be made available, as necessary, for cleaning purposes.

· Dumpster for disposal of trash.

Contractor Furnished:

· The Contractor shall furnish all equipment, materials and employee training as necessary, to achieve the quality performance standards of work in this contract, unless otherwise specified herein.

Training shall include all applicable OSHA and other related standards. The Contractor shall submit all Material Safety Data Sheets (MSDS) for any materials/chemicals used and provided by them under this contract to the MIC within 10 days after contract award date.

· Consumable Materials: Consumable materials required for the execution of the contract include cleaning chemicals and solutions (e.g. toilet bowl cleaner, window cleaner, dust spray, disinfectant, etc.), respirators, rubber gloves, sponges, rags, dish soap and paper towels for the break room, plastic liners for all waste baskets, toilet paper, toilet seat protectors, disposable hand soap containers and hand towels for the restrooms and breakroom.

· Non-Consumable Materials: These materials are required for the execution of the contract including brooms, dust pan, mops, mop buckets, vacuum's and any types of machine needed to clean the tile floors in the office and the outside windows.

· All equipment must meet all applicable OSHA standards. Contractor shall not use any unsafe equipment or any equipment in need of repair.

SCHEDULING WORK AND REPORTING REQUIREMENTS:

The work under this Contract shall be performed daily, Monday through Friday, between 4:00 pm to 8:00 pm excluding Federal legal holidays, unless specifically approved by the MIC. The Contractor shall determine the actual hours of work necessary each day (but no less than 2 hours daily) to accomplish required tasks as stated in this contract. The Contractor shall schedule work so as to cause minimum disturbance to the WFO and its staff.

Contractor agrees to observe all Federal Holidays, and any other day off work designated by Federal Statute, Executive Order, or Presidential Proclamation.

If a holiday falls on a Saturday, for most Federal employees, the preceding Friday will be treated as a holiday for pay and leave purposes. (See 5 U.S.C. 6103(b).) PERFORMANCE STANDARDS AND GUIDELINE REQUIREMENTS:

The Contractor shall use reasonable care to avoid damaging any existing Government equipment, supplies or facilities. The Contractor is cautioned that in many areas of the building delicate equipment is in operation. The Contractor shall be responsible for any damage through negligence on their part to the facility.

The Contractor shall take reasonable care in the usage of chemicals/cleaning supplies around WFO personnel for excessive amounts of cleaning fluids or mixtures of such could cause fumes to accumulate inside the facility. The Contractor shall replace all standing water in cleaning buckets on a daily basis and allow mops to appropriately dry between cleanings to prevent mold/mildew accumulation.

Upon their arrival at the facility, all Contractor personnel shall sign in on the visitors log and log their departure time.

All Contractor personnel working in the facility are required to wear protective gloves and/or clothing when handling cleaning chemicals. All contract personnel shall have some type of company identification to be shown upon entrance. Only those person(s) employed by the Contractor and performing the tasks listed below are permitted in the facility. Personal phone calls are not allowed unless it is an emergency.

The Contractor shall comply with all Federal, state (Virginia) and local environmental, safety and health regulations, in the performance of this contract.

It is the Contractors responsibility to notify the MIC (or designee) if any cleaning materials need to be replaced or have a suggestion for a different type of cleaning product.

SCOPE OF WORK:

Daily Tasks:

Floors: Dry sweeps all non-carpet floors in the facility, to include the operational and equipment areas, and the break room. Spot clean floors to be free of all dirt, scuff marks, grease, dust, lint, paper and other debris. Dry sweep along all baseboards and corners of non-carpet floors to be free of dirt, dust and lint. Chairs, trash receptacles and easily movable items shall be tilted or moved to sweep underneath. Cleaning method used shall not scratch, stain or damage uncarpeted floors.

Carpet: Vacuum all carpeted areas including areas under desks, tables, and chairs. These areas include:

front offices, administrative areas, conference room and hallway. After vacuuming, the carpeted floor (including comers) shall be free of all litter, dust, lint, paper, paper clips and other debris. Chairs, trash receptacles and easily movable items shall be tilted or moved to vacuum underneath.

All carpets shall be clean and free of dirt, debris and obvious spots and stains. Spot clean carpet and upholstery chairs, as needed. The facility will be responsible for having the carpets professionally cleaned by an outside contractor.

Furniture: Dust all furniture, shelving, instrument racks and cabinets in all areas. Dust horizontal surfaces that are readily available and generally clutter-free. Dust all office furniture and fixtures including exposed desk tops, chairs, file cabinets, window sills and ledges.

Note: Any items on a staff members desk do not need to be moved to clean. Those personal areas will be cleaned by the staff members themselves.

Trash: All trash shall be collected from work areas and removed to the designated outside trash container. Replace plastic liners which are provided when soiled or tom.

As needed, damp wipe and sanitize waste baskets inside and outside to be free of odors or any leakages.

Any trash that falls on the floor and outside grounds during waste removal shall be picked up and disposed of by the Contractor.

Restrooms: Restrooms shall be cleaned, sanitized, and disinfected to maintain all fixtures at a high level of shine and cleanliness. Dry sweep and spot clean floors to be free of all dirt, scuffmarks, grease, dust, lint, paper and other debris. Restrooms are to be completely damp mopped every Tuesday and Friday per week. Wash and clean fixtures, counter top and mirrors to be free of soap, smudges and dirt. Toilet supplies shall be replenished as needed to maintain an adequate supply at all times. Clean and disinfect toilets and urinals, clean baseboards, pipes, sills and walls to be free of all dirt, spots, debris and bacteria. Empty all trash receptacles with plastic liners, as needed.

Food Area/Break Room: Clean and sanitize break room area, including sink. All exterior counters, refrigerators, microwave, toaster oven, range, tables and chairs shall be disinfected and free of stains, smudges, streaks and other foreign matter. Clean interior of microwaves, range and toaster oven of any spills, food and other foreign matter, as needed. Clean and wash any dishes/utensils left in sink area.

Spot clean walls to maintain a uniform color. Break room supplies will be replenished as needed to maintain an adequate supply at all times.

Sidewalks/Entryway/Other Areas: Sweep both outside entryways (sidewalks) and inside entryway and remove any wind-blown debris. Spot clean all walls, doors, door knobs, baseboards and light switches in all areas to be free of all dirt, grime, marks and stains. Carpets in entryways are to be swept and clean of visible dirt.

Other Duties: Perform other such janitorial tasks as may be expected in a normal working environment.

The COTR may redirect a janitor's efforts without penalty to the Contractor for routine tasks missed because of circumstances beyond their control (i.e., burst pipe, water damage).

Weekly Tasks:

Floors: Damp mop operations floor area with a mild disinfectant cleaner. The Contractor must take special care not to use excessive water on the floors during this work. Excessive water will cause damage for which the Contractor is responsible. Wet mop all uncarpeted floors, including tile, using a detergent solution. Remove all oil, tar, salt and scuff marks, and stubborn dirt.

Note: When mopping uncarpeted computer floors, ensure no water or detergent leaks through raised panel sections, and does not come in contact with equipment, computer system furniture and walls.

Flooding the floors may cause damage for which the Contractor is responsible.

Metal and Wood Surfaces: Vacuum, clean and polish all woodwork, furniture, cabinets, bookcases, surfaces (including tables), window frames, window sills and ledges, walls, etc. This implies the use of furniture polish. Cleaning method and material shall not leave film or streaks.

Windows and Glass: Clean glass entrances (two areas - front and back) inside and out with cleaning material that will not film, streak or stain. Clean both side of glass between the conference room and operations.

Venetian Blinds or Coverings: Dust blinds/coverings to be free of obvious dust, dirt, grime and water spots.

Bi-Weekly Tasks:

Floors: Dry sweep then damp mop all tile floor areas (break room, hallway/entryways) with a mild disinfectant cleaner. Spot clean grout with specific grout cleaner provided. The Contractor must take special care not to use excessive water on the floors during this work. Remove all oil, tar, salt and scuff marks, and stubborn dirt. Note: Restrooms are to be damp mopped at least twice per week.

Monthly Tasks:

Windows and Glass: Clean all remaining interior glass doors and windows throughout the facility to be free of dirt, grime, cob webs, etc., including window sills.

Quarterly Tasks:

Refrigerator: Clean and disinfect inside of the break room refrigerator. Contractor will notify the MIC a week prior to cleaning so that staff members are notified to label items to be kept and unused items are thrown away.

Semi-Annual Tasks:

Windows and Glass: Damp wash and clean all exterior windows.

INSPECTION AND ACCEPTANCE OF WORK:

Inspection of work performed under this contract shall be performed by the MIC and other designated individual once a month or as needed. Any corrective action required as a result of an inspection shall be accomplished prior to the monthly billing for that period. The MIC may, at any time, request correction or improvement of janitorial services if they are found to fall below the standards of this contract specification. The Contractor will be notified of deficiencies in performance in writing. Prompt corrective action shall be taken by the Contractor upon written notification of any deficiencies.

RESPONSIBILITY FOR SUPPLIES:

All janitorial equipment shall be furnished by and is the responsibility of the Contractor, unless otherwise specifically provided for in the specifications. Janitorial equipment shall be kept at the facility and not reused at other facilities (mops, brooms, buckets, etc.)

The MIC shall furnish the following supplies: toilet paper, paper towels, toilet seat covers, garbage bags, bathroom air fresheners, hand soap, break room soap, furniture polish, glass cleaner, cleaning liquids, and protective latex gloves.

SAFETY:

It is the responsibility of the contractor to comply with all applicable state and federal laws governing the health and safety of its employees, including all regulations promulgated under the Occupational Safety and Health Act (OSHA). Such compliance shall include, but not be limited to, ensuring that all employees are properly trained for the work to be performed and have been supplied with all necessary protective and safety equipment.
