SECTION C--DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
C.1 SCOPE OF CONTRACT
It is the intent of this contract to procure professional engineering services by contract on an as needed basis. These services would supplement these types of services that are performed in house. The types of engineering services contemplated by this contract are civil/structural type engineering similar to but not limited to the following:
1). Design or review of designs for roads, dams, bridges (road and trail), major drainage structures, site layout / design and related civil / structural engineering services.
2). The evaluation of and solution to slide areas and other geotechnical problems, related to structural footings and foundation walls.
3). Analysis of hydraulics for bridges and dams including geomorphology and stream simulation.
4). Facilities assessment, design and renovation.
5). The field survey of sites for these designs, 6). Environmental services related to these designs, 7). Inspection services.
C.2 PROJECT LOCATION
The majority of the projects will be located on the White Mountain National Forest in NH and ME, and the Green Mountain & Finger Lakes National Forest in VT and NY. Work may also be requested and performed from other National Forest units not located in this area. In order to use local sources the government may recommend sub-consultants located in close proximity to the actual areas of work.
Since the majority of the projects are in VT, NH, NY and ME, there is a need for the firm to be physically located within a 120 mile radius of Mendon, VT or Gorham, NH due to the necessity of same day travel to/from the project sites (some remote locations on forest). The 120 mile radius applies to the primary contractor and could include the subcontract team (depending on the tasks to be performed by the subcontractor).
C.3 STATEMENT OF WORK/TECHNICAL SPECIFICATIONS
SEE SECTION J attachments
452.211-72 Statement of Work/Specifications (FEB 1988) The Contractor shall furnish the necessary personnel, material, equipment, services, and facilities (except as otherwise specified), to perform the Statement of Work/Specifications referenced in Section J.

However, task orders may also be issued for Greem Mountain and Finger Lakes Forest Service units located within Vermont and New York. Any Forest Service warranted Contracting Officer is authorized to place task orders against this contract within their delegated warrant authority and within the scope of the contract. All task orders are subject to the terms and conditions of this contract.
The following procedures will be utilized to provide awardees a fair opportunity in accordance with FAR Part 16.505(b) and FAR Part 36.6. The government will perform informal evaluations of each IDIQ contract holder for each specific task order to determine a ranking of firms in relation to the following selection criteria:
1) Professional qualifications necessary for satisfactory performance of required services.
2) Specialized experience and technical competence in the type of work required including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials.

5) Location in the general geographical area of the project and local knowledge of the locality of the project.

In some cases, additional information will be requested for evaluation purposes. Once IDIQ firms are ranked, a Task Order Pricing Request will be sent to the top ranked firm. This request will address specific requirements of a project, schedule of items, specific supplemental specifications within the Scope of the Work, specific site locations, etc. The Task Order Pricing Request will:
a) Be transmitted by email. The Contractor is responsible for checking their email for task order issuances as no other notice will be provided.
b) Be issued during the performance period of this contract.
c) Include the required due date, specific instructions for the submission for quotes, and other information deemed appropriate.
d) Must use pricing that does not exceed the prices on the firm’s IDIQ contract pricing schedule but may be lower.
If fair and reasonable pricing is achieved with the top ranked firm, a task order award will be issued. If not, negotiations will begin with the 2nd ranked firm, etc. The Contracting Officer will email the awarded task order to the successful Contractor and the COR. Each task order will include:
1. The Contract Number
2. The Task Order Number.
3. Authorized signature of warranted Contracting Officer

52.236-22 Design within Funding Limitations (APR 1984)
(a) The Contractor shall accomplish the design services required under this contract so as to permit the award of a contract, using standard Federal Acquisition Regulation procedures for the construction of the facilities designed at a price that does not exceed the estimated construction contract price as set forth in paragraph (c) below. When bids or proposals for the construction contract are received that exceed the estimated price, the contractor shall perform such redesign and other services as are necessary to permit contract award within the funding limitation. These additional services shall be performed at no increase in the price of this contract. However, the Contractor shall not be required to perform such additional services at no cost to the Government if the unfavorable bids or proposals are the result of conditions beyond its reasonable control.
(b) The Contractor will promptly advise the Contracting Officer if it finds that the project being designed will exceed or is likely to exceed the funding limitations and it is unable to design a usable facility within these limitations. Upon receipt of such information, the Contracting Officer will review the Contractor's revised estimate of construction cost. The Government may, if it determines that the estimated construction contract price set forth in this contract is so low that award of a construction contract not in excess of such estimate is improbable, authorize a change in scope or materials as required to reduce the estimated construction cost to an amount within the estimated construction contract price set forth in paragraph (c) below, or the Government may adjust such estimated construction contract price. When bids or proposals are not solicited or are unreasonably delayed, the Government shall prepare an estimate of constructing the design submitted and such estimate shall be used in lieu of bids or proposals to determine compliance with the funding limitation.
(c) The estimated construction contract price for the project described in this contract is _depending upon each task order.
