Questions and Answers February 20, 2024

1. Regarding PART I SECTION B - SUPPLIES OR SERVICES AND PRICES/COSTS:

a) Is Certification of Overhead (i.e., indirect costs) required for this contract? If yes, do we attach that as a separate submission or is there another method?

b) Is there a specified maximum allowable profit for this contract?

Answer: Certification is not required at this time. Profit is not capped. These items are not even going to be considered until a list of highest ranking firms are selected based off of qualifications presented in the offer package. Once a list is established, prices are open and subject to negotiation. The pricing must end up being agreeable to both parties…the contractor and the government. In the event that agreeable pricing is not reached, the government would move on to other highest ranked companies for negotiations.

2. Does the USFS require a page limit for Section H of the SF330? If so, what is the page limit for Section H?

Answer: 75 pages

3. Are professional architectural, mechanical, fire protection, and/or electrical design services required under this contract?

Answer: Yes, as noted in the Scope of Contact section, these services may be required for facility assessment, design, and renovations

4. Please clarify whether the term “environmental services” in C.1. Scope of Contract item 6 describes water/sewer engineering OR natural resource documentation, permitting assistance, mitigation design, and monitoring OR hazardous material assessment and corrective action programming, design, and monitoring.

Answer: Environmental services may include all of the services above.

5. Please clarify whether the term “inspection” in C.1. Scope of Contract item 7 describes forensic inspection/evaluation of existing structures OR inspection/testing of construction materials OR post-construction inspection OR construction observation.

Answer” Inspection services may include all of the services above

6. Are resumes required for each labor classification or only for key staff?

Answer: Key Personnel, see FAR Clause 452.237-74 in the solicitation and Section E of the

SF330.

7. May the firm add labor classifications to the rate spreadsheets included in the solicitation?

Answer: Yes

8. Some labor classifications are merged in the solicitation, although they might have very different expertise and levels of experience. For example, “Sr. Landscape

P a g e | 3

Architect/Historian” is a merged category typically served by different individuals. Is it acceptable to separate these classifications in our response to Section B, Price?

Answer: Yes

9. I am reaching out to seek clarification regarding the SF 330 Section F (Projects) section.

Could you please advise whether an entire IDIQ contract can be presented as one of the ten project examples required? Or, is it preferable to include individual task order assignments instead?

Answer: Preferably provide 10 individual projects, but an IDIQ Contract may be presented as one of those projects.

10. For this solicitation, are subconsultant rates required to be submitted (in addition to the prime consultant's rates)?

Answer: Provide the rates for the labor classifications requested in the solicitation. Rates do not need to be identified as subconsultant rates, however the rates are what will be used on the contract. (Also see questions 7 and 8)

11. Under Part F (Example Projects), is there expiration date for the applicability of a project under Part 22? Meaning, is there a “Year Complete” that would cause a project to be ineligible as an example project?

Answer: Projects within the last 5 years are preferred, but projects outside of that timeframe would still be eligible.

12. Will you allow Section E - Resumes and Section F – Example Projects to be two pages, or must firms keep resumes and project experience to one page?

Answer: Example Projects and Resumes may by 2 pages, but the overall SF330 page limit is 75 pages.
