(viii) 52.212-1 Instructions to Offerors – Commercial Products and Commercial Services (SEP 2023) (Provision)
a) North American Industry Classification System (NAICS) code and small business size standard. The NAICS code and small business size standard for this acquisition is 561720 Janitorial Services $22. However, the small business size standard for a concern which submits an offer in its own name, but which proposes to furnish an item which it did not itself manufacture, is $22M.
b) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, offers must show-
(1) The solicitation number;
(2) The name, address, and telephone number of the offeror;
(3) Enter Final Price in Section B.
(4) "Remit to" address, if different than mailing address;
(5) A completed copy of the representations and certifications at FAR
52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically);
(6) Acknowledgment of Solicitation Amendments; if any.
(7) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and
Page: 11 provisions included in the solicitation. Offers that fail to furnish required representations, information as requested or reject the terms and conditions of the solicitation may be excluded from consideration.
c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.
d) 52.212-1 (f)(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is "late" and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition.
e) System for Award Management. Unless exempted by an addendum to this solicitation, by submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance and through final payment of any contract resulting from this solicitation. If the Offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror. 2) Offers submitted in response to this solicitation shall include a technical proposal, a price proposal, and contractor representations and certifications.
3) Award will be made to that responsive and responsible offeror whose offer conforms to the solicitation and is the best value to the government, price and other factors specified herein considered.
a) For this solicitation, the government will consider the offeror’s quality assurance plan, personnel requirements and past performance in providing similar service.
b) The technical evaluation factors and past performance, when combined, are significantly more important than price.

(ix) 52.212-2 Evaluation – Commercial Products and Commercial Services (NOV 2021) (Provision)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

• Technical (Experience and Qualifications, Personnel Hiring Requirements and Quality Assurance Plan)
• Past Performance (Experience Questionnaire and Past and Present Performance Questionnaire)
• Price ~Technical and Past Performance, when combined, are significantly more important than price.
I. Technical evaluation factors are listed below in order of importance.
a. Experience and Qualifications
i. Experience and Qualifications: Offeror must demonstrate the experience of key personnel relevant projects/work experience with the last three (3) years including or currently being performed. The following subfactors are equally important and will be used in the evaluation of the Firm and personnel experience and qualifications:
ii. Experience and qualifications of the firm and its key personnel.
iii. Training and certification requirements for key and other personnel.
iv. Subsequent follow-up training plan for personnel.
v. Past relevant projects/work experience.
b. Technical will be evaluated on a Low/Some/High Confidence
i. Quotes will be evaluated on the offeror’s capability to provide quality security services and similar work experience at high visibility locations with the level of quality and reliability, based on experience questionnaires (Attachments #1).
c. Personnel Hiring Requirements

i. Personnel Hiring Requirements: What requirements are looked for when hiring personnel. The offeror must demonstrate the requirements used when hiring new personnel list of required items and referencing tools used to validate application and resume information. (i.e., what type of background check, certificates requested etc.)
d. Quality Assurance Plan
i. Quality Assurance Plan includes: How does the contractor intend to assure employees are completing the necessary tasks at the appropriate times? Number of personnel staffed for week and weekend work, sick leave, and vacation. The offeror must demonstrate that the plan submitted reflects a comprehensive approach in terms of staffing levels and supervision including location for supervisor and the quality control to accomplish the contract requirements.

a. Past Performance: The firm’s past performance will be evaluated based on the information provided in Experience Questionnaire (Attachment #2) as well as information obtained from any other sources.
i. Past Performance – provide a list of similar projects completed by your firm within the past three years.
ii. Include a brief description of the project, dollar amount, year completed, and project owner contact information (name, phone, and email).
iii. The government may use past performance information from any available sources. If a company does not have past performance information available, information may be provided for predecessor companies, key personnel, or subcontractors.
iv. In the event that there is no past performance information available, the offeror will receive a neutral rating in this factor.
b. In evaluating past performance, the government reserves the right to give greater consideration to information on those contracts deemed most relevant to the effort described in this solicitation.
c. Offerors are cautioned to submit sufficient information and in the format specified. Offerors may be asked to clarify certain aspects of their proposal (for example, the relevance of past performance information) or respond to adverse past performance information to which the offeror has not previously had an opportunity to respond. Adverse past performance is defined as past performance information that support a less than satisfactory rating on any evaluation element or any unfavorable comments received from sources without a formal rating system.

III. Price
a. Price Proposal – Include the following:
i. Completed, signed SF-1449 from Section A of this solicitation.
ii. Acknowledge any amendments issued on sam.gov for this solicitation by completing and signing the posted SF-30
iii. Include a completed Schedule of Items (SOI) attached to this solicitation.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced.
Evaluation of options shall not obligate the Government to exercise the option(s).
(c) As part of the price evaluation, the Government will evaluate its option to extend services (see FAR Clause 52.217-8) by adding one half of the quoter's final option period price (base and four option periods). Thus, the quoter’s total price for the purpose of evaluation will include the base year, 1st option and 2nd option period, 3rd option period, 4th option period, and ½ of the 4th option period price. Quoter's are not required to enter a price for the potential six-month extension period.
(d) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
This is a competitive Best Value acquisition utilizing simplified acquisition procedures in accordance with FAR Part 13.

1.0 PURPOSE
1. Provide custodial/janitorial services within Government-owned facilities (laboratory/office building and garage bathroom) for a period of one fiscal year, with option to extend for four years. A fiscal year starts on 1 October and ends on 30 September. The following specifications describe the requirements for janitorial services during this period. Frequency for each task will be listed with the description of the task.
2. Vendors are advised to inspect the facility and site prior to submitting their offers.
Arrangements to see the building can be made by contacting the above listed COR.
Bidders must be registered in the System for Award Management (http://www.sam.gov) prior to award of contract.
2.0 SCOPE
1. The Contractor shall provide an adequate number of personnel, trained in proper cleaning and janitorial methods and techniques, to properly and satisfactorily maintain the facilities on a day-to-day basis during the scheduled times indicated.
2. The Contractor shall check with the COR/point of contact for instructions, requests, or special problem situations. Housekeeping inspections will be conducted randomly by the COR. The Contractor or his/her designated management representative will confer with the COR once a month to discuss contract administration.
3. In addition to assuming complete responsibility for satisfactorily managing and performing a cleaning program for the Government-owned facility as described in the following sections, the Contractor shall meet the following obligations:
a. Ensuring that adequate numbers of trained personnel are available to perform the services as specified.
b. Referring to the COR, any problem that may arise beyond the scope of this contract.
c. Using all equipment and cleaning products appropriately according to manufacturer’s instructions.

d. At all times, maintaining building security by relocking doors that were locked, prohibiting unauthorized entrance to building, and reporting any suspicious persons or items.

4.0 QUALIFICATIONS OF CONTRACTOR’S PERSONNEL AND SECURITY
1. The personnel employed by the contractor shall be capable employees, qualified in custodial-type work. The building shall be fully staffed beginning the first day of work under the contract; and at any time not less than 75% of the staff shall be trained and experienced in custodial-type work. “Experienced personnel” are those who exhibit the capability of operating with a minimum of supervision.
2. The remainder of the staff shall be fully trained and qualified within 30 calendar days after the initial starting date. Contractor shall designate an employee to be primary contact for COR and cleaning staff during scheduled shift.
3. Within 30 days of contract award, the contractor shall submit a list of names for contractors that will work in the building. The government has the right to perform background checks on these personnel. Only personnel authorized, and approved in advance, by COR may work in the facility. Last minute substitutions are not allowed.
4. Security:
a. Check in with point of contact required each day worked.
b. A Forest Service representative will be on premises at all times during work performance during normal business hours Work is not authorized outside of business hours (0730 – 1600) unless authorized by COR.
5. Facilities/Utilities:
a. The Contractor may use the Government sanitary facilities during the time of service being provided.
b. Government Furnished Utilities:
c. Contractor may use the facility electrical power as approved by the COR, for work within the scope of this contract. Contractor shall exercise measures to conserve energy. Some offices have occupancy sensors for lights, but most do not. DO NOT LEAVE LIGHTS ON WHEN OFFICES /LABS ARE NOT
OCCUPIED OR ACTIVELY BEING CLEANED.
d. Contractor may use facility water for work required in this contract.
Contractor shall exercise measures to conserve water.
e. The use of Government telephones, copier machines, fax machines, and computers is not authorized for any purpose.

6. Damage to Contractor’s Property:
a. The Government will not be responsible in any way for damage to the
Contractor’s equipment or the Contractor’s employees’ personal belongings brought onto the Government premises.
7. Contact COR on days of inclement weather to verify facility operation. If UNH is closed for the day, the Durham Lab is closed for the day and work is not authorized.
If it is a delay, work starts at the time set by UNH.
8. Contractor Invoices
a. Must be submitted in a timely fashion, on a monthly basis.
b. Must list tax ID number, contact information, contract number, and dates work was performed.
9. Equipment and Materials
a. Equipment and materials necessary for this job outside of that described above will be the responsibility of the contractor. Contractor will provide vacuums for this contract.
NO SECURE STORAGE IS AVAILABLE FOR CONTRACTOR’S EQUIPMENT
OR MATERIALS.
10. Damage to Government Property
a. In the event that the contractor damages personal property (automobiles) or government property, the contractor will immediately inform COR. Office phone number and email address for COR are listed above and cell phone will be provided to contractor upon award of contract. Any damage to Government Property incurred during the implementation of this contract must be repaired or replaced by the contractor to the satisfaction of the Government representatives.
11. Safety:
a. Contractor shall adhere to all applicable safety standards and should exercise caution in the performance of their duties. Contractor will ensure that personnel working on Government property are aware of job hazards and take measures to mitigate them. The Forest Service takes safety very seriously. No work will be performed in an unsafe manner.
b. The contractor shall comply with all OSHA standards for employee safety (including but not limited to ladders and harnesses for use when washing windows and providing Safety Data Sheets for any cleaning products used in the facility). It is the contractor’s responsibility to ensure employees are properly trained and equipped for potential hazards.
i. Report to the COR, or his designated representative, any safety problem that may arise beyond the scope of this contract.

ii. Provide adequate advance notice to COR when using products that may produce fumes/vapors/odd smells, excessive noise, or would otherwise impact daily operations.
12. Required for Bidding on Contract:
a. Bidders MUST be registered in SAM.gov prior to award of contract.
13. Statement of Work (SOW)
a. The Contractor shall maintain a current copy of the SOW at the Government's
Janitor station. A detailed review of the SOW shall be provided as part of each employee's initial training, and each time the SOW is modified. No employee shall be assigned to duty unless he/she is thoroughly knowledgeable of and understands the SOW.
14. Changes/Amendments to Statement of Work (SOW).
a. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is the Contractor’s main point of contact for work related issues. The COR has the right to reject or require correction of any deficiencies found in the work or deliverables that do not meet specifications.
b. The COR is not authorized to change any terms and conditions of the resulting contract. Unresolvable issues, obligation, or de-obligation of funds or changes to the contract terms and condition must be referred to the Contracting Officer for resolution.
c. The Contracting Officer will notify the Contractor in writing of the assigned COR and their requisite authorities 14 calendar days after contract award.
15. Contractor Representative.
a. The Contractor shall provide an individual to serve as Contractor representative for this contract. The Contractor representative shall be responsible for the overall management and have full authority to act for the Contractor on all matters relating to this contract. The contractor representative must be designated in writing.
5.0 QUALITY AND QUALIFICATIONS
1. Un-Manned Shifts
a. In the event of 3 or more unmanned shifts of Janitorial Staff, a Cure Notice will be sent to the Contractor. If the proper measures are not taken to satisfy the Cure Notice by the Contractor, the COR will notify the CO. At that time, the Contractor will be responsible to maintain Janitorial Staff for the maximum of six (6) months until a new Contractor can be put into place.
2. Periodic Inspections
a. The Government will use all methods deemed necessary to ensure that the contractor’s employees are in a constant state of awareness and readiness and comply with the SOW. These methods may include periodic inspections by the COR or an appointed Contract Inspector, computer database information regarding Janitorial Staff, customer complaint, surveys of the building tenants
Page: 21 regarding the Janitorial Staff performance including the Janitorial Staff professionalism, courtesy, and knowledge of their assigned duties.
3. Quality Assurance Inspections
a. The government may inspect each task as completed or increase the number of quality assurance inspections if deemed appropriate because of repeated failures discovered during quality assurance inspections or because of repeated customer complaints. Likewise, the government may decrease the number of quality assurance inspections if performance dictates.
4. Progress Meetings. (If deemed necessary)
a. The Contractor(s) shall be available to meet with the CO, COR and/or
Inspector at the work site, if deemed necessary. Meetings will be scheduled by the CO with timely notification to the Contractor(s). At the progress meetings, the Contractor(s) shall provide oral reports regarding performance on the contract. Any problems encountered on the work site along with possible solutions will be discussed.
5. Post Orders
a. The contractor shall provide post orders, policies, procedures, and instructions necessary for proper performance in the 3-ring binder at the duty location, with the consultation and coordination of COR.
b. The contractor shall implement the post orders, policies, procedures, and instructions immediately.
c. The contractor shall be responsible for compliance with all orders, policies and procedures, and instructions.
d. The contractor shall ensure that post orders are available to all staff.
e. Supervisors shall ensure that Janitorial Staff understand the posted orders regardless of whether the assignment is temporary, permanent, or due to an emergency.
6. Background Checks/Person Model
a. Person Model -The contractor must ensure their employees (including subcontractor personnel) complete the training course(s) listed below in the frequency identified. b. The contractor must maintain records of course completion and provide them to the Contracting Officer or Contracting Officer Representative upon request.

8. Contractor Background Checks –
a. The Contractor shall conduct background checks at the start of the contract award (Prior to contract start date) and then every twelve months thereafter for the remaining life of the contract.
b. Any new hire shall also receive an initial Background Check and every twelve months thereafter.
c. The Contractor shall provide the Contracting Officer Representative (COR) with their policy for what is included in a background check and the basis for hiring employees based on background checks and the companies’ policy for dealing with the employee when an incident shows up on a background check after an employee is already employed.
9. Personnel Qualifications.
a. The Contractor shall manage the total work effort associated with the
Janitorial services required herein to assure fully adequate and timely completion of these services.
b. Included in this function will be a full range of management duties including, but not limited to, planning, scheduling, establishing and maintaining records, and quality control.
c. The Contractor shall provide an adequate staff of personnel with the necessary management expertise to assure the safe performance of the work in accordance with sound and efficient management practices that include:
i. Random Drug Testing: The Contractor shall conduct drug testing at the start of the contract for all contract employees.
1. Random testing shall take place thereafter, and whenever there are incidents/conduct that are brought to the companies’ attention for a particular individual and may warrant a drug test. Any new hires, after the contract award will also receive an initial Drug Test.
ii. The Contractor shall provide their policy for drug and background testing and their policy for dealing with the employee when a negative account shows up on a background check or when a positive test shows up on a drug test after an employee is already employed
10. Standards of Conduct.
a. The Contractor shall maintain satisfactory standards of employee competency, conduct, appearance, and integrity, and for taking such disciplinary action against his/her employees as may be necessary.
b. Each Contractor employee is expected to adhere to standards of conduct that reflect credit on themselves, their employer, the U.S. Department of Agriculture, Forest Service and the Federal Government.
c. The Government reserves the right to direct the Contractor to remove an employee from the work site for failure to comply with the standards of conduct.
d. The Contractor shall initiate immediate action to replace such an employee to maintain continuity of services at no additional cost to the Government.

e. The Government requires a favorable image and considers it to be a major asset of a protective force. The employee's appearance, attitude, courtesy, and job knowledge are influential in creating a favorable image.
f. Neglect of duties shall not be condoned. This includes sleeping on duty, unreasonable delays, or failures to carry out assigned tasks.
g. Disorderly conduct, use of abusive or offensive language, quarreling, intimidation by words, actions, or fighting shall not be condoned. Also included is participation in disruptive activities which interfere with normal and efficient Government operations.
h. The Contractor shall not allow any employee (while on duty) to possess, sell, consume, or be under the influence of intoxicants, drugs, or substances which produce similar effects.
i. Contractor employees may be subject to criminal actions as allowed by law in certain circumstances. These include, but are not limited to, the following:
i. Falsification or unlawful concealment, removal, mutilation, or destruction of any official documents or records or concealment of material facts by willful omission from official documents or records.
j. Employee Disqualification If the COR or the contractor receive and confirm disqualifying information concerning a contract employee, the contractor shall, upon notification by the CO, immediately remove the employee from performing duties under the contract. The contractor shall immediately notify COR when the employee is removed from duty as soon as practicable.
Disqualifying information includes but is not limited to the following:
i. Conviction of a felony, a crime of violence, or a serious misdemeanor.
ii. Possessing a record of arrests for continuing offenses; or
iii. Falsification of information entered on suitability forms.
k. Based on articulable facts and/or supporting evidence COR may direct the contractor to remove any employee who has been disqualified either for security reasons or for being unfit to perform their duties as determined by the COR or CO.
l. The contractor shall take action immediately and notify the COR when the employee is removed from duty. A determination of being unfit for duty may be made from, but is not limited to, incidents of delinquency set forth below:
Violation of the Rules and Regulations Governing Public Buildings and Grounds, 41CFR 101-20.3.
m. Neglect of duty, including sleeping while on duty, loafing, unreasonable delays, or failures to carry out assigned tasks, conducting personal affairs during official time, and refusing to render assistance or cooperate in upholding the integrity of the security program at the work sites.
n. Falsification or unlawful concealment, removal, mutilation, or destruction of any official documents or records, or concealment of material facts by willful omissions from official documents or records.
o. Theft, vandalism, or any other criminal actions.
p. Selling, consuming, or being under the influence of intoxicants, drugs, or substances that produce similar effects.
q. Unethical or improper use of official authority or credentials.

r. Unauthorized use of communication equipment or Government property.
s. Misuse of equipment.
t. Violations of security procedures or regulations.
u. Recurring tardiness.
v. Possession of alcohol or illegal substances while on duty.
w. Undue fraternization with Forest Service employees as determined by the
COR in consultation with the Forest Service operational staff.
x. Performance, as determined by investigation by the CO, involving acquiescence, negligence, misconduct, lack of diligence, good judgment, and/or good common sense resulting in, or contributing to, migrant rule violations.
y. Failure to maintain acceptable levels of proficiency or to fulfill training requirements; and changes in an employee’s ability to meet the physical/mental health requirements of the contract.
z. Employees removed under the contract shall not be subsequently employed under any other contract until the employee has been exonerated of the misconduct issues or the issues are otherwise resolved.
aa. The contractor shall have a duty to notify COR of its designee to add the employee to any other Forest Service contract and seek Forest Service approval before the employee begins work. The contractor shall immediately notify the COR of any employee terminations, suspensions, resignations, or any other adverse personnel actions taken.
11. Safety Requirements and Emergency Contact Reference At all times on the site, the Contractor and his employees shall comply with accepted industry safety standards and applicable safety precautions and guidelines contained in the publications listed below.

12. Contractor Key Personnel
a. All key personnel shall report to and perform all work from the facility. No remote or telework is authorized.
13. The following are personnel with respective minimum qualifications requirements critical for performance under this SOW.
a. Key personnel must be bona fide employees of the prime contractor or subcontractor of the prime contractor.
b. Key Personnel are expected to serve for the duration of the contract for all contract periods, unless replacements with equal or better skills are nominated by the contractor and accepted by the COR.

c. All Key Personnel departures/replacement should be submitted to the COR at least fourteen (14) calendar days prior to the effective date of change.
d. After award, during contract administration, the Government requires the opportunity to review resumes and provide a determination of acceptability for all personnel (Key and Non-Key) prior to Contractor On-Boarding.
14. Employee Requirements
c. High School diploma or equivalent
d. All contractor employees shall meet the following requirements:
i. All employees shall be a minimum of 21 years of age.
e. Employees shall have at least one year of general experience that demonstrates the following:
ii. The ability to greet and deal tactfully with the general public.
iii. Capable of understanding and applying written and verbal orders, rules and regulations. All personnel shall be literate and interpret printed rules and regulations, detailed written orders, training instructions and materials, and shall be able to compose reports.
iv. Good judgment, courage, alertness, an even temperament, and an ability to render satisfactory performance through knowledge of his/her position responsibilities.
v. Ability to maintain poise and self-control during situations that involve mental stress, such as fires, explosions, civil disturbances, and building evacuations.
f. The contractor shall ensure each person, employed on the resultant contract has a valid Social Security Card issued by the Social Security Administration.
He/she shall be a U.S. Citizen, or a lawful permanent resident (LPR) approved for the contract and shall not have a criminal record.
g. Subject to existing law, regulations and/or other provisions of the contract, illegal or undocumented non-citizens shall not be employed by the contractor, or with the resultant contract. The contractor shall ensure that this provision is expressly incorporated into any and all subcontracts or subordinate agreements issued in support of this SOW.
h. The contractor shall be responsible to the Government for acts and omissions of his employees and for any subcontractors and their employees.
15. Employee Standards
a. Contractor employees shall meet or exceed the standards set forth by the
Forest Service and meet standards of professionalism. Standards of professionalism include competency, training, appearance, and behavior.
b. The contractor shall perform pre-employment suitability checks for all staff and prospective staff.
c. The contractor shall implement disciplinary action against employees who disregard or violate standards, policies, or procedures.
d. Contractor staff shall be clean, neat, and dressed according to the requirements of their position.
e. All contractor staff shall be trained to interact with Forest Service Personnel.

16. Employee Files
a. The contractor shall make all personnel files available to the COR upon request. The contractor shall maintain personnel files, including background checks, for the duration of the employee’s tenure under the contract.
Verification of training and experience will include credentials for all professional staff. This policy shall also apply to subcontractor personnel.
b. Personnel and training records shall contain, at a minimum, the following information:
vi. Application for employment form and other pre-employment documents, e.g., reference checks and background investigation reports.
vii. Payroll information, e.g., dates of employment, copy of W-4, leave and attendance record, and payroll status changes.
viii. Medical information, e.g., record of pre-employment physical if required, insurance registration and claim forms, Workers Compensation information, and medical examination records related to job performance.
ix. Disciplinary records
c. Commendations
d. Correspondence related to employment.
x. Name, address, and telephone number of persons to be contacted in the event of an emergency involving the employee.
e. Training enrollment and attendance rosters
f. Individual employee education and training records
g. Employee requests for and certifications of training and education from outside sources
h. Requests for personnel information from sources other than an authorized contract representative or an official law enforcement investigation organization shall be released in response to written requests only, and only after obtaining the employee’s written consent. 17. Supplemental Instructions
a. Although the performance of all work requirements is under the responsibility and management of the Contractor, the Government reserves the right to review and approve all work before their accomplishment.
b. The Contractor should ask for COR assistance with any issues related to moving vehicles in the parking lot.
c. The Contractor shall be licensed as required by law.
18. Conduct of Workers
a. The personnel employed the Contractor shall be capable employees qualified in this type of work.
i. As stated elsewhere, the Contractor shall be responsible for all damage to Government property resulting from their operations.
ii. Damage to the building or equipment by the activities of his/her employees will fall into this category.

b. Contractor personnel will be professional and courteous to building occupants.
i. There is no smoking on this Forest Service property.
ii. If any building occupants ask the contractor to perform specific work, contractor will refer them to COR and let COR know about it.
