The estimated project magnitude is between $1,000,000 and $5,000,000.

The scope includes roadway and ditch repair/reconditioning, aggregate placement, fill slope repairs, roadway excavation for re-alignment, culvert removals and installations (159 removals and 165 installations of various sizes), MSE wall construction, riprap armoring, erosion control measures, and turf establishment. Key work items encompass clearing and grubbing (17.26 miles), removal of 157 pipe culverts, installation of various aluminized steel and pipe-arch culverts (ranging from 24-inch to 87x63-inch), placement of approximately 19,718 tons of NCDOT ABC aggregate, riprap installation (Classes 1, 3, and 7), mechanically stabilized earth wall construction (720 SF), and hydroseeding (4.41 acres). Project NFSR 187 Repairs

General Information

1.0 Scope of Work

This project is intended to repair NFSR 187 – Maple Sally Road which sustained damage in September 2024 as a result of Hurricane Helene. Repairs include roadway and ditch repair/reconditioning, aggregate placement, fill slope repairs, roadway excavation for roadway re-alignment, remediation of road intersections, culvert replacements and new culvert installations. There will be a total of 10 fill slope repair sites, 159 culvert removals, and 165 culvert installations (of various sizes). Roadway reconditioning, aggregate placement, and other minor work items will be performed in addition to the items listed above.

The contractor shall be responsible for furnishing all mobilization, labor, materials, tools, supervision, personnel, equipment and other incidentals necessary to perform all work and meet the requirements outlined in the supporting contract documents.

2.0 Background

Maple Sally Road (NFSR 187) is an open system road on the National Forest in North Carolina (NFsNC) on the Grandfather Ranger District of the Pisgah National Forest. It is approximately 17.26 miles in total length and is a Maintenance Level 3 with aggregate surfacing. Maple Sally Road runs parallel to much of Wilson Ridge and accesses a private inholding as well as multiple connecting Maintenance Level 1 and 2 forest service roads. The road will remain open to the public for the entirety of the contract period with temporary closures as needed for culvert installations.

3.0 Project Location

The project is located on NFSR 187 – Maple Sally Road in the Grandfather Ranger District of the Pisgah National Forest.

The start of the road begins where NFSR 187 intersects/splits with Murphy Pl which connects with Adako Rd off HWY

181. The end of the road can also be accessed by taking Maple Grove Church Road off HWY 90 until reaching the Forest Service boundary line at the end of private property.

Beginning Latitude/Longitude (MP 0.00): 35.914822°, -81.706828° Ending Latitude/Longitude (MP 17.26): 35.999797°, -81.7177°

Forest maps are available from the Grandfather Ranger District Office located at 109 Lawing Dr., Nebo, NC 28761 or online at https://www.fs.usda.gov/nfsnc. Directions and vicinity map are provided in the project plans (Attachment 4).

4.0 Pre-Bid Site Visit

A non-mandatory pre-bid site visit will be scheduled at the time of solicitation to facilitate the Offeror’s understanding of the work. The Contractor is urged and expected to inspect the site where work is to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Contact the Contracting Officer (CO) to indicate if you will be attending the site visit at least 24 hours before the scheduled visit. If no offerors intend to attend the site visit, it will be canceled. Formal questions about the project will be accepted up to 7 business days after the scheduled visit and must be directed to the CO. Responses will be provided to all potential offerors within 3 business days after.

5.0 Request for Quotations (RFQ) Submittal Requirements

Contractor’s submittals will be evaluated using the Highest Technically Rated with Fair and Reasonable Pricing method.

Contractors shall complete the Schedule of Items (SOIs) in Attachment 1.

Contractor Requirements

Culvert Removals and Installations - Key Information:

• Any debris over existing culvert inlets or outlets is to be removed and scattered outside of the roadway, included under item 20213 Clearing & Grubbing, prior to culvert removal. No additional payment will be made for removal of material over culvert inlets/outlets necessary for culvert removal and installation.

• Excavation activities associated with culvert removal as well as hauling of culverts off government land are incidental to items 20301.19 and 20301.19A and no additional payment will be made.

• Item 20301.19A specifically includes the removal of culverts identified as deeper than typical culvert depths. No additional consideration or changes will be given to this item after award.

• Culvert diameters, lengths, skew, and inlet/outlet protection is outlined in the culvert schedule (in Attachment 4 and 5) and worklist (Attachment 2).

• Construction Survey and Staking: Contractor is to stake culvert inlet and outlet locations for COR approval prior to installation. Slope and skew to use full length of pipe designated.

• Dewatering will only be required at culvert installation sites with live water flow. Contractor is required to submit a dewatering plan. Water flows at culverts vary and may require alternate dewatering plans. Dewatering is incidental to all 60201 and 60202 items-no additional payment will be made.

• Any necessary excavation activities associated with culvert installation as well as hauling of culverts to each site are incidental to all 60201 and 60202 items, and no additional payment will be made.

• Place and compact material over new culverts in 6-inch layers. Culverts must have a minimum of 1ft of cover.

• Culverts with a length of >40ft will be one piece. Culverts with lengths >40 will require band with neoprene gasket.

• Riprap for inlet and outlet protection is to be machine-placed and installed with the type as specified in the plans, culvert schedule, and worklist.

Roadway Reconditioning and Aggregate Placement – Key Information:

• Roadway Reconditioning includes roadbed, road shoulder, turnouts, and ditch reconditioning. It also includes cleaning of inlet and outlet and providing a 25ft transition in grade in the ditch line leading up to the inlet.

o Material removed from culverts is NOT to be placed on culvert head or on cut slope, but to be placed or cast off the fill slope to depth of not more than 4-inches.

• Roadway Reconditioning is NOT to be performed until after all culverts have been installed and approved by the COR. Any reconditioning performed prior to COR approval of all culvert installations will need to be reperformed.

• Completion of all roadway reconditioning sub-items listed above is required for COR approval and payment. COR approval of roadbed and ditch reconditioning is required prior to aggregate placement.

• If there is a need for stockpiling of aggregate, it will be in a location approved by the COR and placement of aggregate will be performed in a timely manner, so stockpile is not left for extended periods of time.

• Aggregate is to be placed as soon as possible after approval of reconditioning to limit any changes to the road.

• Compact aggregate as specified in the plans, FP-24, and FSSS. Compaction of aggregate is to be completed as aggregate is applied and spread or within one week (7 days) of application.

• Contractor will provide an organized compilation of aggregate and riprap tickets with tonnage amounts with each invoice.

Turf Establishment and Erosion Control:

• Any silt fence installed for erosion control is to be removed before the end of the project.

• Hydroseeding and installation of Coir Matting is to be completed within 15 days of soil excavation/disturbance.

• Coir 700 Matting is included under the Erosion Control Lump Sum Item and is required at MP 8.994 and MP

9.004 along exposed streambanks (approx. 315 SY) and is to be used as needed at other sites.

o The Erosion Control Lump Sum Item also includes any necessary erosion control measures, such as silt fence or straw bales/wattles, as needed.
