About this file

This is a bid terms and conditions document for the State of Maine, Division of Purchases, soliciting a specialty lumber contract for the supply of softwood pine lumber to various state agencies and institutions. The contract covers the supply of 4/4 Premium Grade White Pine Lumber with a moisture content of 8-10%, planed on three sides, in widths of 6" to 10" and lengths of 6' to no longer than 10', with each lift wrapped for protection. The contract period is one year, beginning approximately July 1, 2013 through June 30, 2014, with the State of Maine reserving the right to renew for two additional one-year periods with contractor consent. The estimated annual contract value is approximately $20,000, though the actual contract value will cover all quantities ordered by state agencies during the contract term, regardless of whether the amount is more or less than estimated. Bidders must provide documentation on delivery times and procedures, specifically responding with the number of delivery days from receipt of order.

Pricing must remain firm for the duration of the contract and include all transportation charges on an F.O.B. Destination basis. Price increases are permitted only based on general industry changes evidenced by revised manufacturer price lists or notices, or due to changes in State or Federal law with proper documentation, with all prior orders filled at the original price. The State reserves the right to reject any price increase deemed excessive and may seek additional discounts or contract separately for large quantity purchases. State policy requires vendors to accept the State of Maine Procurement Card as payment with no surcharges allowed, and the State reserves the right to reject bids from vendors unwilling to accept this condition. Separate invoices are required for each order number, must reference the contract number and vendor customer number, and should be issued within 30 days of delivery. The State is exempt from excise taxes and will provide exemption certificates upon request. The contract may be cancelled by the State with thirty days' written notice or immediately if the contractor fails to conform to bid and contract terms. The sole point of contact is Todd Cummings, Buyer II, State of Maine Division of Purchases.
