INTRODUCTION

This sampling and monitoring plan is being established to assess the effectiveness of the modified soda ash mixing and delivery system recently installed and commissioned for the United States

Coast Guard (USCG) at Base Kodiak. The plan will utilize samples collected from a combination of existing coupon stations, housing, locations near the end of distribution piping, and the municipal waste water treatment plant (WWTP) to evaluate how the new soda ash system has impacted overall drinking water quality and establishing an effective corrosion control treatment for the facility. The monitoring plan will assess the effectiveness of the soda ash system in reducing the corrosiveness of the drinking water, preventing lead and copper dissolution from pipes and fittings, and verifying if scaling if occurring.

1.1. Sampling Locations

Water samples will be collected and analyzed from various locations across the facility. These locations include some housing, end of the potable water distribution system, WWTP, and multiple existing coupon stations.

1.1.1. Housing, End of Distribution and Wastewater Treatment Plant

Base Kodiak has made several modifications to the piping within facility housing, barracks, and other support buildings. Recent monitoring has indicated a few locations are still showing increased concentrations of lead in potable water. Soda ash addition and elevated pH is a known method for controlling soluble concentrations of lead in drinking water. By monitoring the impacts of soda ash and elevated pH on water quality samples collected from these few locations, Stantec

Consulting Services Inc. “Stantec” and the USCG will be able to evaluate the effectiveness of the modified system at reducing soluble lead in potable water.

The following locations which show continuing high concentrations of lead in potable water will be monitored:

Building 7 Barracks 4 room 202, Building 7 Barracks water fountain located on the second floor, Building N45 Ready Crew Berthing rooms 4, and

Building N45 Ready Crew Berthing rooms 12

In addition to determining the impacts on lead concentrations, Stantec recommends evaluating the pH stability of the potable water across the drinking water system. For this reason additional water samples will be collected from the furthest ends of the potable water distribution system.

We have identified the wastewater treatment plant (potable water supply), fuel pier far, and building 3 (galley sink) as the points furthest away from any of the domestic water storage tanks.

Stantec will evaluate the drop in pH across the system as well as impacts on chlorine residual.

Chlorine residual analysis will be used to evaluate impacts on system disinfection at the elevated pH.

USCG Page 2 October 2017

Historic data of the municipal WWTP effluent indicates elevated concentrations of copper are present. Another way to measure effectiveness of soda ash is to monitor the WWTP effluent for changes in copper concentrations. A drop in copper would be indicative of reduced metals leaching within the potable water and wastewater piping systems. Samples of WWTP effluent will be routinely collected and analyzed for changes in copper concentration as well as lead and zinc.

1.1.2. Coupon Stations

Nine existing coupon stations will be used to collect water samples and will be used to further monitor and validate the effectiveness of the soda ash treatment system. Each coupon station consists of a copper and a steel coupon. The following existing coupon stations shall be used:

Building N-23 Water Treatment Plant

Building N-2 Wastewater Treatment Plant

Building 559 Buskin Lake Pumphouse

Building N-1 Public Works Garage

Building 576 ESU/LORSTA Offices

Building N-44 Nemetz Gazebo

Building N-41 Child Development Center

Building N-24 Steam Plant

Building 15 AIRSTA Hanger #3

1.2. Sampling Frequency

The housing, end of distribution, and WWTP effluent will be monitored once soda ash is fully implemented. The system pH will be monitored and adjusted in a step wise fashion until the soluble lead concentration is below regulatory action limits. The pH will be adjusted to 8.5, 9.0, and 9.4 to evaluate the impacts on soluble lead concentrations. This will allow for the USCG to slowly increase the pH of the potable water system over time. The data collected from various pH set points will be used to help establish the optimum operating pH to obtain effective corrosion control in the potable water system. Once the final system operating pH has been identified and soluble lead concentrations have been consistently below the regulatory action limits, the system will be monitored for no less than nine consecutive months to gather data to support achieving optimum corrosion control within the drinking water system. Samples will be collected once a month for nine months. This will provide adequate data for USCG, Stantec, and Alaska

Department of Environmental Conservation (ADEC) to evaluate if optimum corrosion control has been achieved.

Once lead concentrations are below regulatory action limits, the coupon stations will be monitored once a month for nine months. At the end of nine months, the coupons will be collected and sent

USCG Page 3 October 2017 off for analysis. New coupons will be installed at the start of the nine month monitoring cycle as part of the ongoing corrosion control monitoring plan.

Sample protocol

Six to eight hours prior to sampling, the faucets will be flushed for a period of 5 minutes, then they shall be sealed and labeled to prevent use of the faucet. After the six to eight hour waiting period, a sample will be taken.

1.3. Data Collection

Housing and End of Distribution System (WWTP, Fuel Pier Far, and Galley sink)

All location samples will be collected and analyzed on-site for:

pH

Temperature

Residual Chlorine

All location samples will be collected and shipped off-site for:

Alkalinity

Lead

Copper

Zinc

WWTP (wastewater)

WWTP Samples collected at the WWTP shall be measured in the field for:

pH

Temperature

Oxidation Reduction Potential (ORP)

Conductivity

DO

WWTP samples shall be collected and sent off-site for:

Copper

Lead

Zinc

Coupon Stations

Water samples collected from the coupon stations shall be measured in the field for:

USCG Page 4 October 2017 pH

ORP

Conductivity (EC)

DO

Temperature

Residual Chlorine

Additional samples collected at the coupon stations shall be sent off-site for laboratory analyses of:

Alkalinity, Lead, Low range iron

Copper, and

Zinc.

At the end of one year, the various scale coupons, steel and copper, shall be analyzed by an off-site laboratory to evaluate for corrosion and scaling.

Previous reports have made suggested improvements to the scale coupon monitoring which should be implemented to improve the accuracy of the study, these improvements include:

Measuring any pit depths if pitting occurs on the scale coupon

Ensure each coupon is centered, perpendicular to flow and not touching the pipe

Check the pipe flow is between 3 to 5 ft/s

Use plastic hardware to attach the coupons to prevent galvanic reactions and false high readings of corrosion.

The tables below are a summary of the sampling schedule and locations, and field and laboratory analyses for each sample.
