About this file

This is a Justification and Approval (J&A) document for a sole-source bridge contract awarded to Threat Tec, LLC by the United States Special Operations Command (USSOCOM).

The contract supports the Marine Raider Training Center (MRTC) Advanced Training Company (ATC) program, providing continuity of specialized training services valued at $3,250,099.20 for a 12-month period from September 30, 2026 through September 29, 2027. MARSOC requires continuous provision of sixteen full-time equivalent Subject Matter Expert (SME) baseline instructors and program management support, consolidated under a single integrated management structure led by an Advanced Training Company Program Manager (ATPM). The scope encompasses core functional support across six advanced training disciplines: ATC Program Management & Oversight; Special Reconnaissance and Tactical Cyber Core Instruction; Special Operations Forces Sniper Core Instruction; Explosive Ordnance Disposal Core Support; Emerging Technology and Robotics Integration; and Travel & Direct Mission Support. The contract is structured as a bridge action to maintain mission-critical training continuity while USSOCOM finalizes procurement and transitions to the enterprise-wide SOF Global Services Delivery (SOFGSD) contract vehicle planned for fiscal year 2027.

The justification for sole-source award cites unacceptable operational delays that would result from interim competition, including redundant security clearance processing, loss of institutional knowledge regarding curriculum integration and scenario synchronization, duplicate acquisition and administrative workload, and immediate day-one performance requirements that only the incumbent contractor can satisfy. Market research conducted on a January 2023 full and open competition identified four qualified offerors (Threat Tec LLC, K2 Solutions Inc., Walsingham Group Inc., and VxL Enterprises LLC), confirming a robust competitive marketplace exists for long-term delivery under the GSD contract vehicle, supporting the bridge approach as a strategic transition mechanism rather than a permanent non-competitive environment.
