About this file
This is a Performance Work Statement (PWS) for the design, development, and implementation of a Commercial Solutions for Classified (CSfC) Wireless Local Area Network (WLAN) at Peterson Space Force Base in Colorado, supporting SOCNORTH headquarters. The requirement encompasses extending both SIPRNet and NIPRNet capabilities over a government-controlled network and requires compliance with NSA CSfC Capabilities Package standards, DoD Security Technical Implementation Guides (STIGs), and NSA Common Criteria security standards.
The project is structured in four contract line items executed in three phases, each governed by Notice to Proceed (NTP) milestones. CLIN 0001 (Study and Design, Firm-Fixed-Price) requires pre-onsite assessments, infrastructure evaluation, wireless site surveys, and delivery of High-Level and Low-Level Design documentation within 30 business days of award. CLIN 0002 (Equipment Procurement and Installation, Not-to-Exceed FFP) covers procurement, installation, and configuration of approved equipment within 60 days of NTP issuance. CLIN 0003 (Testing and Validation, NTE FFP) requires end-to-end connectivity testing, security compliance verification, and post-deployment site survey results. CLIN 0004 (Final Documentation, Not Separately Priced) delivers as-built documentation, heatmaps, and configuration files. Performance standards require 95% signal coverage at -65dBm or better RSSI, minimum 25dB signal-to-noise ratio, and full security compliance. The government will furnish USSOCOM Enterprise-Gray WLAN approved equipment lists, base configurations, network links, KG equipment, and site validation checklists. Key constraints include cable runs not exceeding 100 meters, non-disruption of daily SOCNORTH operations, and requirement for a Wireless Security Operating Plan.

Performance Work Statement (PWS) For Wireless Network Deployment at Peterson Space Force Base
1. Purpose/Objective The purpose of this effort is to design, develop, and implement a Commercial Solutions for Classified (CSfC) Wireless Local Area Network (WLAN) Capabilities Package (CP) architecture to extend both the Secure Internet Protocol Router Network (SIPRNet) and the Non-Classified Internet Protocol Router Network (NIPRNet) over a government-controlled network at the SOCNORTH HQ building on Peterson Space Force Base, Colorado.
The contractor shall deliver an NSA-compliant wireless network solution nested in the USSOCOM CSfC wireless solution that meets the performance outcomes described in this PWS. The project will be executed in phases, with distinct Notice to Proceed (NTP) milestones that authorize the contractor to begin work on subsequent phases.
2. Scope of Work The contractor shall provide all labor, materials, equipment, supervision, and other services necessary to perform the tasks identified below.
2.1 Phased Approach
This requirement will be executed in three phases, with each phase governed by a specific Contract Line-Item Number (CLIN) and associated Notice to Proceed (NTP):
1. CLIN 0001 – Study and Design (Notice to Proceed required):
· Conduct a study, pre-onsite assessments, and site surveys as described below.
· Deliver a High-Level Design (HLD) and Low-Level Design (LLD).
· Submit final deliverables for government review and approval.
· After government acceptance of these deliverables, a Notice to Proceed will be issued to authorize the contractor to begin work under CLIN 0002.
2. CLIN 0002 – Equipment Procurement and Installation (Notice to Proceed required):
· Based on the approved HLD and LLD from CLIN 0001, the contractor will procure, install, configure, and test the required equipment to implement the CSfC WLAN solution, this will be after Government Furnished Equipment (GFE) on-hand is assessed and properly leveraged.
3. CLIN 0003 – Testing and Validation (No NTP required):
· The contractor shall perform testing and validation tasks once the equipment installation is complete and before government acceptance. This will be evaluated by the government in-house personnel.
4. CLIN 0004 – Deliverables (Not Separately Priced [NSP]):
· Ensure delivery of all final documentation (e.g., as-built documentation, heatmaps, configuration files, network integration diagrams, etc.) as specified in this PWS.
2.2 Project Management
The contractor shall provide project management support for the duration of the project, to include:
· Conducting a kick-off meeting with government stakeholders to review the scope, schedule, deliverables, and responsibilities.
· Establishing and maintaining a project schedule with key milestones.
· Providing regular progress reports to the government-designated Point of Contact (POC).
· Serving as the primary technical liaison for all aspects of the project.
2.3 Study and Design (CLIN 0001)
· Conduct a pre-onsite assessment to evaluate the existing infrastructure, including:
· Current hardware, software, facilities, power, HVAC, and cabling readiness.
· Cybersecurity posture and compliance with NSA CSfC CP requirements.
· Perform a pre-deployment wireless site survey to:
· Identify wireless coverage areas, high-density usage zones, and potential RF barriers.
· Determine optimal Access Point (AP) placement, channel planning, and power settings.
· Generate heatmaps to identify signal coverage and interference patterns.
· Ensure no identified AP deployment location will interfere or impact existing physical building or room security protection certifications, such as SCIFs or TEMPEST.
· Deliverables:
· High-Level Design (HLD) and Low-Level Design (LLD) documentation.
2.4 Equipment Procurement and Installation (CLIN 0002)
· Upon government approval of the HLD and LLD and issuance of a Notice to Proceed, the contractor shall procure, install, and configure the necessary equipment as identified in the approved design.
· All installation and configuration work shall comply with the following standards:
· NSA CSfC Capabilities Package standards.
· USSOCOM Enterprise Solution CSfC Capability Packages registered with NSA, and all supplemental Annexes applicable to deployed CSfC WLAN solution.
· DoD Security Technical Implementation Guide (STIG) requirements.
· NSA Common Criteria and other applicable federal security standards.
2.5 Testing and Validation (CLIN 0003)
· The contractor shall conduct testing and validation of the installed network to ensure it meets the performance outcomes described in this PWS, including:
· End-to-end connectivity for SIPRNet and NIPRNet.
· Signal coverage, channel interference, and redundancy metrics.
· Security compliance with both NSA and USSOCOM Enterprise-WLAN CSfC requirements, as well as all applicable DoD STIGs for each component on site.
· Verify or coordinate with local site SSO, to ensure new WLAN CSfC capabilities have negatively impacted any existing building or room certifications in proximity to the newly deployed solution.
· Deliver post-deployment wireless site survey results, including updated heatmaps and documented performance metrics.
