BOP Vehicle Tracking System Statement of Work
Introduction
The Bureau of Prisons is seeking a standardized method of tracking vehicular assets with a real-time GPS based solution. This need is driven by two distinct requirements from BOP’s operations and asset management. BOP requires global, real-time capabilities for all units. BOP asset management requires similar information to maximize the organization’s investment in vehicular assets.
The BOP will find sources of this hardware, evaluate that hardware, arrange the best procurement strategy, plan interfaces with operational and asset management systems and deploy the hardware to new and existing vehicles.
Minimum Requirements
The vendor must provide hardware, software and services that, at a minimum, meet all requirements stated below.
1. The vendor will provide a satellite based, two-way communication system for real-time global coverage. Cell based and/or “hybrid” systems will not be considered.
1. The system will support two-way text communication with email capabilities that includes an in-vehicle display.
1. The system will provide a variable global position report (ping), which uploads at a minimum of every two minutes.
1. Complete vehicle history must be stored at a minimum of 18 months.
1. System should be hardwired with minimum connection of battery power, ignition power, ground and one digital input with optional OBDII link.
1. The system must have an external mounted antenna.
1. Vehicle information provided must be:
1) Vehicles must have onboard panic/emergency button with messaging capability of logging the event and sending notifications via text/e-mail to multiple addresses.
2) Location (Latitude and Longitude) of the unit
3) Time of last position
4) Direction of the vehicle
5) Speed of the vehicle
6) Stop and Engine Idle times
7) Geo-fencing spatial management (set boundaries/landmarks) which will log an event and be able to send e-mail/text message when boundary/landmark has been reached/violated.
8) Odometer and/or meter readings
9) In future - OBD2 based exception alerts. Engine diagnostic information extractible from vehicles onboard computer (OBD II), and will be transmitted via satellite when required.
10) Hardware ID (or some unique vehicle identifier)
11) Ignition Enable/Disable to work with vehicles on board computer (OBDII).
1. Vehicle Hardware Dimensions
7. All hardware not to exceed total vehicle height without modification to OEM vehicle design.
7. Width restrictions not to exceed manufacturer designed safety features (bumpers, side mirrors, etc…)
1. Installed components must not interfere with routine law enforcement operations. In addition, the equipment must not interfere with other law enforcement components, such as radios and light bars.
1. Sufficient communication bandwidth and connection options for bar codes/RFID scanners when we look at doing manifesting. A future interface with Radio Frequency Identifier (RFID) to support plans to track individuals being transported in vehicles installed with GPS.
User and System Interfaces
Vendor must provide a web-based, internet accessible user interface. System should have a Graphical User Interface including but not limited to a map overlay for tracking purposes. Interface should be able to run history reports for assets, diagnostic reports for assets and engine hours and mileage reports. BOP will be able to edit fields on the interface such as asset Serial Number/VIN, License Plate, Asset Type, Manufacturer, Make/ Model, Model Year, Color and have a minimum of four custom fields.
Provider must be able to interface with multiple systems. Any interface must be at a minimum XML based. Systems include enterprise asset management and operational management systems. Any system and interfaces must be available for testing and other measures to determine adequate performance during peak usage.
Training
The vendor must provide training to Federal Bureau of Prisons for the installation of hardware in BOP vehicles. Training must be such that all warranties offered by vendor will be honored for vehicles with BOP installed hardware. The vendor also must provide information regarding compatibility with other components installed on BOP vehicles, such as radios and light bars.
The vendor must provide training on all user interfaces to BOP staff. Initial training will be provided on-site in Terre Haute, IN but computer based training (CBT) must be permitted for any subsequent training. The follow-up training can be Internet based.
National Support
Provider must demonstrate the ability to provide national support for hardware and monitoring services, and repairs, to include installations and any warranty work. In addition, the provider must coordinate deployment of hardware to Terre Haute, IN with Federal Bureau of Prisons.
Equipment Installation
In general, BOP will install units on new and existing vehicles with the assistance of technical support by the provider.
Guarantees
The vendor must work to meet all hardware delivery and installation due dates. In addition, the vendor must work with BOP on any warranty repairs to minimize any vehicular downtime. The vendor must maintain operational readiness of 99.8% or better for each calendar month.
