Snow disposal locations will be designated by the Contracting Officer Representative (COR). The number of service calls is estimated at 1-10 times per season, with no guaranteed minimum calls. No work is guaranteed if no snow is received during the contract period.

Project Snow Removal Services
General Information
1.0 Scope of Work
The contractor shall furnish all labor, supervision, materials, equipment, transportation, supplies, and incidentals necessary to perform snow removal of the identified parking facilities along the Sandia Crest Scenic Byway (State Highway 337). The project areas are located on the Sandia Ranger District in the Cibola National Forest, in accordance with this statement of work and the terms and conditions of the purchase order. The contract period shall run from the date of award for one base year plus 4 optional years if required. No work is guaranteed under this contract, all work depends on the availability of appropriations for each fiscal year; and if no snow is received, the services will not be required.
2.0 Background
Snow removal services are required to maintain access to recreation sites for winter weather activities on the Sandia Ranger District including sledding, snow shoeing and skiing.
Contractor Requirements
3.0 Technical Requirements / Tasks
Remove snow from areas to open parking spaces for winter use and allow for two-way traffic to pass safely on ingress and egress with two lanes. The Forest Service will designate snow disposal areas as close to the parking lots as possible. This is a service contract and will be on an "as-needed" basis. Any snow removal services required for the areas listed above will be ordered under a contract resulting from this solicitation. The Forest Service will call for services as soon as possible after a snow storm and specify which item numbers with which to proceed. The number of calls may range from 1-10 times each season. There is not a guaranteed minimum number of calls under this contract. Response time will be within one hour of notification or as agreed to on a case-by-case basis.
Bidders may propose alternative response times in their quotation. The most desirable time to plow is between midnight and 6 a.m.
and before the snow depth exceeds 6 inches. This is due to the possibility of vehicles being parked in the lots after 6 a.m.
Equipment Requirements: Equipment must be capable of removing eight inches of snow or more. The Contractor may be able to store their equipment at one of the recreation sites along the Crest Highway. Location is negotiable. The Government will not be liable for any damage to equipment if stored on one of these sites.

5.0 Deliverables / Schedule
Contractor will be called to remove snow as needed. Removal services will be provided within one hour of notification or as agreed upon on a case-by-case basis. Plowing should occur prior to 6:00am and before snow depth exceeds 6 inches.
Snow removal in recreation sites will allow safe parking, without accumulation of ice, in all available parking areas within identified recreation sites.
Snow will be placed in locations as identified by COR.
Any unforeseen damage that occurs as a result of snow removal will be the contractor’s responsibility, including damage to parking bumpers or recreation amenities.
