The specifications permit "or equal" submissions, with the burden of proof on bidders to demonstrate product equivalency; minor design or construction differences that do not affect suitability for intended use will not result in rejection. The Illinois Department of Natural Resources is tax exempt and will assume responsibility for snowmobile registration upon delivery, requiring invoices, manufacturer statements of origin, and Illinois tax forms for each unit.
