The contractor shall provide comprehensive snow plowing, snow blowing, shoveling, and de-icing/anti-icing agent application for all designated roadways, parking lots, sidewalks, ramps, and building entrances to ensure safe and continuous access for patients, staff, and emergency vehicles during winter weather conditions. The contract period consists of a base year from November 1, 2026, to October 31, 2027, with four optional one-year extension periods through October 31, 2031.

Service activation is automatic upon accumulation of two inches of snow, and the contractor must clear all designated surfaces prior to 7:00 AM EST, Monday through Friday clinic opening. All paved surfaces must be cleared to bare pavement to the maximum extent practicable with no packed or rutted surfaces. Snow placement is restricted to pre-designated areas identified by the Contracting Officer's Representative (COR), and snow piles cannot obstruct traffic sightlines, fire hydrants, drainage infrastructure, or building access. The contractor shall apply environmentally safe de-icing materials with special attention to high-traffic areas, ADA-accessible paths, and building entrances. The contractor is responsible for providing all necessary equipment, materials, trained personnel, and compliance with OSHA and federal safety regulations. Compensation is based on direct labor hours expended and services physically rendered at the site; all-inclusive hourly rates or fixed prices shall constitute full compensation including travel, off-site preparation, and indirect costs. The contractor must submit detailed service logs within 24 hours of service completion and monthly invoices corresponding to those logs. The Government will furnish designated snow piling locations and site access only; no other equipment or materials will be provided.

Statement of Work (SOW) Snow and Ice Management Services

Indian Health Service (IHS) Mashpee Wampanoag Service Unit (MWSU)

1.0 General Information

1.1 Background

The Indian Health Service (IHS) mission is to raise the health status of American Indians and Alaska Natives. The Mashpee Wampanoag Service Unit, located at 483 Great Neck Road S, Mashpee, MA 02649, requires reliable and timely snow and ice management to ensure safe and continuous access for patients, staff, and emergency vehicles during winter weather conditions. Failure to maintain safe conditions poses a risk to health and safety and disrupts the delivery of critical medical services.

1.2 Objective

The objective of this SOW is to procure all necessary labor, equipment, materials, and supervision for comprehensive snow and ice management services. The selected contractor shall ensure all designated surfaces are cleared and treated to maintain safe, accessible conditions throughout the winter season.

1.3 Scope of Work

The contractor shall provide snow plowing, snow blowing, shoveling, and the application of de-icing/anti-icing agents for all designated roadways, parking lots, sidewalks, ramps, and entryways on the facility grounds. Service shall be proactive and responsive, triggered by specific weather conditions as defined herein, to ensure the facility always remains fully operational during business hours and accessible for emergencies at all times.

1.4 Period of Performance

The contract period will be a base year from November 1, 2026, to October 31, 2027, with four (4) subsequent one-year option periods, exercisable at the discretion of the Government.

• Base Year: 11/01/2026 – 10/31/2027

• Option Year 1: 11/01/2027 – 10/31/2028

• Option Year 2: 11/01/2028 – 10/31/2029

• Option Year 3: 11/01/2029 – 10/31/2030

• Option Year 4: 11/01/2030 – 10/31/2031

1.5 Place of Performance

All services shall be performed at the Mashpee Wampanoag Service Unit, 483 Great Neck Road S, Mashpee, MA 02649. The designated service areas include all parking lots, access roads, sidewalks, walkways, ramps, and building entrances (front and back of all three units).

2.0 Specific Requirements and Tasks

2.1 Service Activation and Response Times:

• 2.1.1 Automatic Service Trigger: The contractor shall automatically dispatch crews and equipment upon an accumulation of two (2) inches of snow.

• 2.1.2 Pre-Treatment: The Contracting Officer's Representative (COR) may direct the contractor to apply de-icing agents prior to a forecast storm. This will be considered an "as-needed" service.

• 2.1.3 Icy Conditions: The contractor shall monitor conditions and automatically dispatch crews to treat for icing or refreezing conditions, even in the absence of new snow accumulation.

2.2 Performance Standards:

2.2.1 Initial Clearing: All designated surfaces shall be cleared and treated prior to the clinic’s opening at 7:00 AM EST, Monday through Friday.

2.2.2 Continuous Service: During prolonged storms, the contractor shall continue to plow and treat surfaces to ensure they remain passable and safe.

A final, complete clearing shall be performed at the cessation of the storm.

2.2.3 Surface Condition: All paved surfaces shall be cleared to the bare pavement to the maximum extent practicable. A thin layer of snow (less than 1/2 inch) during an ongoing storm is permissible, but the surface must not become packed or rutted.

2.2.4 Snow Placement: Snow shall be pushed and piled only in pre-designated areas as identified by the COR. Snow piles shall not obstruct traffic sightlines, fire hydrants, drainage infrastructure, or building access.

2.2.5 De-icing: The contractor shall apply environmentally safe, non-damaging de-icing materials (e.g., rock salt, calcium chloride, or approved equivalent) to all clear surfaces to prevent slips and falls. Special attention is required for high-traffic areas, ADA-accessible paths, and building entrances.

3.0 Contractor Responsibilities

3.1 Equipment and Materials: The contractor shall provide all necessary equipment (plows, snow blowers, spreaders) and materials (salt, sand, deicers) suitable for a commercial medical facility. All equipment must be in good working order.

3.2 Personnel: The contractor shall provide trained and supervised personnel. All personnel on-site must follow safety protocols and wear appropriate identification.

3.3 Safety and Compliance: The contractor shall comply with all applicable OSHA, federal, state, and local safety regulations. Operations must not obstruct access for emergency vehicles or patients. The contractor is responsible for preventing damage to government property.

4.0 Deliverables and Reporting

4.1 Post-Award Kickoff Meeting: The contractor shall attend a post-award meeting with the Contracting Officer and COR to review the SOW, communication protocols, and invoicing procedures.

4.2 Service Logs: The contractor shall maintain a detailed service log for each weather event. The log must be submitted to the COR within 24 hours of service completion and shall include:

• Date and time of arrival on site.

• Services performed (e.g., plowing, salting).

• Type and quantity of materials used.

• Date and time of service completion.

All-inclusive hourly rates or fixed prices shall be considered full compensation for all services and materials required. Costs associated with travel to and from the worksite, off-site preparation time, and other indirect efforts are not separately billable to the Government and must be included in the contractor's proposed rates.
