Dover AFB 8 October 2021
PERFORMANCE WORK STATEMENT
FOR
SNOW REMOVAL SERVICES BPA
1. DESCRIPTION OF SERVICES. The contractor shall provide all management, tools, supplies, equipment, expertise and labor necessary to provide snow removal services at Dover
AFB.
1.1. BASIC SERVICES. The contractor shall perform snow removal services to include plowing, hauling, and piling of snow and ice with suitable means. Performance shall not be harmful to the traffic surface, as necessary, in order to produce and maintain safe passage of pedestrians and vehicles within identified parking areas. There is approximately 2.7 million square yards of vehicle parking areas located on Dover AFB that could be identified for snow removal services. Contractor(s) will be contacted 8 to 12 hours prior to requiring snow removal services when snow accumulations are expected to exceed three (3) inches.
1.2. All service under this agreement (equipment and removal methods) shall be performed in a manner not cause damage to grass (turf), landscaping, trees, shrubs, vehicles, structures, fixtures, and people. Pertinent codes and regulations shall be adhered to such as EPA and NFPA, etc.
1.3. Snow and ice shall be placed in piles at designated locations specified by the Government.
The contractor may be required to haul large volumes of snow away from airfield surfaces on Dover AFB. (Is there a time limit, then why the 10 ton truck)
1.4. The contractor shall perform services after notification from the Government. Contractor shall be available to perform any time upon notification (24 hours a day, seven (7) days a week, and holidays).
1.5. All work shall be performed in the order prescribed by the Government using a checklist or plot plan. The order of work may vary from one snowfall to the next.
1.6. In the event of special circumstances (i.e. the snow turning to rain or freezing rain making the removal efforts ineffective) permission may be sought from the Government to discontinue snow removal operations.
1.7. Each snow removal event requires the inspection and acceptance of the Government upon completion prior to accepting invoices for payment.
1.8. All fire hydrants/fire lanes shall be kept clear of ice/snow and obstructions.
1.9. Excessive buildup of sand and debris creating unsafe passage of pedestrians and vehicles shall be removed within one (1) hour from notification by the Government.
1.10. Manpower and equipment used shall be sufficient to provide an initial clean sweep of designated areas on Dover AFB in twelve (12) hours.
1.11. Perform all work in strict accordance with the highest safety standards and applicable codes in order to eliminate the possibility of damage to installed machinery, equipment and building structures.
2. RECORDS MANAGEMENT.
The contractor must meet the requirements established in AFRIMS Records Disposition Schedule (RDS), AFI 33-322, Records Management Program, AFI 33-364, Records Disposition Procedures and Responsibilities, and AFM 33-363, Management of Records when creating, handling and maintaining records for the Air Force, either electronic or paper. The contractor must contact the Base Records Management Office (436 CS/SCXK, Bldg. 310) at extension 5157 for guidance and training to meet the requirement established IAW the above mentioned regulations
3. SECURITY
3.1. All personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering the governmental installation shall abide by all security instructions and directives of Dover AFB. Employees are responsible for safeguarding all government property provided for contractor use.
3.2. The contractor and, as applicable, subcontractor shall not employ persons for work on this contract if such employee is identified as a potential threat to the health, safety, security, general wellbeing or operational mission of the installation and its population, nor shall the contractor or subcontractor employ persons under this contract who have an outstanding criminal warrant as identified during the Criminal Background Check (CBI).
3.3 Contractors shall ensure their employees and those of their subcontracts have the proper credentials allowing them to work in the United States. Employees and subcontractors later found to be undocumented or illegal aliens will be remanded to the proper authorities.
3.4. The contractor shall not be entitled to any compensation for delays or expenses associated with complying with the provisions of this requirement. Furthermore, nothing in this requirement shall excuse the contractor from proceeding with the contract as required.
3.5. All contractors and subcontractors when working in a Controlled, Restricted or other sensitive areas must be escorted at all times. The military agency or unit responsible for the project or work is responsible for providing the escorts. The Contractor shall follow existing procedures and instructions for obtaining entrance to restricted or controlled areas.
4. Contractor Badge Policies:
4.1 All requests for contractor badges will be submitted through the Contracting Officer and/or the requesting agencies base point of contact. The Contracting Officer or base point of contact will complete Operational Risk Management Assessment Form (ORM) for the requesting agency and submit to the Pass and Registrations section for approval IAW DAFBI 31-101. As a minimum the ORM will be submitted 72-hours prior to the requested date of employment.
4.2. All contactor employees requesting unescorted access to the installation are required to consent to a Criminal Background Investigation (CBI) prior to being granted entry to the installation. Continued employment is contingent upon successful completion and favorable reporting of the criminal background check.
4.3. Contractor badges will be issued for a maximum period of one year. Prior to reissuing new badges, all previously issued badges must be returned to Pass and Registration for destruction.
Also before a new badge will be issued an ORM must be resubmitted to the Pass and Registration section for approval again. In the event a badge is lost or stolen, the badge holder must accomplish the Loss/Theft of Identification Worksheet and provide it to his/her supervisor.
The supervisor of the contractor will investigate the loss and report in writing the circumstances in which the badge was lost to the 436th Contracting Squadron and 436th Security Forces Squadron. A new request for badge renewal must be accomplished per paragraph 1.8.4.1. prior to issuing a new badge. At no time will a contractor contact Security Forces directly regarding badge denial.
4.4. The Contracting Officer or base point of contact will immediately notify Security Forces, Pass and Registration when a contractor’s employment has been terminated. The Agency Chief or Site Supervisors are responsible for notifying and returning the contractor’s badge to Pass and Registration when this occurs.
5.0. Installation Access:
5.1. The contractor shall obtain personal contractor identification badge for all employees and vehicle passes for contractors and personal vehicles requiring entry onto Dover AFB from Pass and Registration, for the duration of the contract. Employees are only permitted to enter the installation during the date and time periods indicted on their contractor badge.
5.2. Vehicle registration, proof of insurance and a valid driver’s license must be presented for all vehicles while operating on the installation. All vehicles entering the installation or sensitive areas are subject to search. Any refusal or non-consent by an employee will result in termination of their base access and immediate confiscation of this access badge.
5.3. During Force Protection Condition (FPCON) Normal and Alpha, personnel without base issued badges must be sponsored onto the installation.
5.4. During FPCON Bravo, Charlie and Delta, personnel without base issued identification shall be physically escorted onto the installation.
5.5. During Higher FPCONs (Charlie and Delta) the base will curtail non-essential operations/functions; access by Non-Essential Contractors will be suspended at the direction of the Installation Commander.
6.0. Flight line Driving: Contractors will have to adhere to the provisions in DAFBI 13-202 if operating on the airfield.
