This is a solicitation for commercial items prepared in accordance with the format in FAR Subparts 12.6 and supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. This is a total set-aside for Small Business .The solicitation number is FA449721Q0017- Snow Removal Services and is being issued as a Request for Proposal (RFP). The Government intends to award two (2) Firm-Fixed Price Blanket Purchase Agreements (BPAs). The solicitation document, incorporated provisions, and clauses are those in effect through the Federal Acquisition Circular 2021-07 and DFARS Publication Notice 20210929. The North American Industry Classification System Code (NAICS) is 561790 and the size standard is $8M.

The contractor shall provide the following services:

Snow removal services in accordance with the Performance Work Statement (PWS) attached.

The contractor shall perform snow removal services to include plowing, hauling, and piling of snow and ice with suitable means. Performance shall not be harmful to the traffic surface, as necessary, in order to produce and maintain safe passage of pedestrians and vehicles within identified parking areas. There is approximately 2.7 million square yards of vehicle parking areas located on Dover AFB that could be identified for snow removal services. Contractor(s) will be contacted 8 to 12 hours prior to requiring snow removal services when snow accumulations are expected to exceed three (3) inches.

The Government intends to award two (2) BPAs for a five (5) year period as a result of this solicitation. The first day of the performance period for the first year will be 1 December 2021 and the last day of the performance period will be 30 November 2026.

A price list for the first year must be submitted for consideration of a BPA award. Contractors awarded a BPA as a result of this solicitation will submit an updated pricelist every year thereafter.

SITE VISIT INFORMATION: A site visit will take place on Wednesday, 3 November 2021 at 1:00 P.M EST. All parties will meet at the Commercial Gate. If you would like to attend, please submit your full name and contact information via e-mail to austin.grabowski@us.af.mil no later than Tuesday, 19 October 2021 at 10:00 A.M. EST.

QUESTIONS: The contractor shall submit their questions by Monday, 8 November 2021 no later than 10:00 AM EST to the contracting office by e-mail to both points of contact listed below in order to be considered.

SUBMIT PROPOSAL: Contractors are encouraged to offer their most advantageous/best quote. Quotes must be submitted to the Contracting Office by Thursday, 18 November 2021 no later than 1:00 PM EST. Instructions to Offerors:

Addendum to 52.212-1, Instructions to Offerors-Commercial Items

NOTE: Quotes must be valid through 18 December 2021.

A. To assure timely and equitable evaluation of the quote, the offeror must follow the instructions contained herein. The proposal must be complete, self-sufficient, and respond directly to the requirements of this solicitation. The response shall consist of two (2) separate parts:

Part I - Price Quote Part II - Technical Capability

B. The contractor must fill out equipment bid schedule attached (or the contractor’s equivalent).

C. The contracting Officer has determined there is a high probability of adequate price competition for this acquisition. Upon examination of the initial offers, the Contracting Officer will evaluate responses and if adequate price competition exists, no additional cost information will be requested.

D. The contractor shall include the provisions at 52.212-3, Representation and Certifications- Commercial Items and shall be registered in System for Award Management (SAM) Registration: https://sam.gov

Offeror shall use the following method for delivering offers / quotes:

PART I – PRICE PROPOSAL

Insert unit price amounts for each line item in the Equipment bid schedule Template. The quote must be submitted for a minimum of the first year.

PART II – TECHNICAL CAPABILITY

Technical Acceptability will be determination by the following: Offerors shall provide their technical approach to perform Snow Removal Services.

Technical approach: Technical approach must include equipment and labor hours required to remove volumes of snow exceeding six (6) inches.

Technical expertise: The offeror shall provide a list of no more than five (5) of the most recent and relevant contracts performed for Government agencies and commercial customers demonstrating that they have performed relevant work in the past. Recent experience is defined as performance occurring within the last 5 years preceding the date of solicitation issuance.

Relevant experience is defined as performance for services similar in scope to this requirement and complexity. The Government will consider relevancy, recency, extent of the experience and the size and complexity of the experience relative to this solicitation’s requirement submitted by https://sam.gov/ offerors; as well as any information gathered by the Contracting Officer. Experience information will consist of the following:

GENERAL PROPOSAL INFORMATION

Offerors are hereby notified that initial quotes which are found incomplete may be rejected without affording the offeror an opportunity to satisfy the requirement of the Government.

Notwithstanding the information included in support of the offeror’s technical capability, the contractor must meet all requirements of this request for quote.

Evaluation of Offers:

Addendum to 52.212-2, Evaluation – Commercial Items

(a) The Government expects to award multiple BPAs resulting from this solicitation to the responsible offerors whose offer conforming to the solicitation will be most advantageous to the Government. This acquisition shall be executed using the Lowest Price Technically Acceptable (LPTA) source selection evaluation process. The US Government will make an award to the responsible contractor whose offer conforms to the solicitation, and is determined to be the most advantageous to the Government considering Price (Part I) and Technical Capability (Part II).

PRICE: The Government will evaluate offers based on prices proposed in price list template and any other price related factors required by the solicitation. The offeror’s quote will be evaluated for Reasonableness and Total Evaluated Price.

1. Reasonableness: The prices entered into the bid schedule will be compared to the historical pricing for similar services as well as the Government Estimate.

2. Total Evaluated Price (TEP): The Government will utilize the following methodology to determine the TEP of each quote. The TEP will be calculated for evaluation purposes only. The TEP will be calculated as follows:

i. The average sum of hourly prices for proposed equipment will represent the total evaluated price

ii. Award will be made to the responsible offeror that represents the best value to the Government.

TECHNICAL CAPABILITY: The Government will evaluate Part II - Technical Capability, on an Acceptable/Unacceptable basis. Offerors receiving an Unacceptable rating for Technical Capability will not receive further consideration.

The following ratings will be used in rating technical capability:

Acceptable: Quote meets the minimum requirements of the solicitation Unacceptable: Quote does not meet the minimum requirements of the solicitation

Terms and Conditions: Prepriced Blanket Purchase Agreement:

NEGOTIATION AUTHORITY: The issuance of individual calls under this blanket purchase agreement will be made under the authority of 10 USC 2304 (g).

EXTENT OF OBLIGATION: The US Government is obligated only to the extent of authorized calls actually placed against this blanket purchase agreement and shall not be liable in any manner in the event no calls are made.

A. Snow and ice shall be placed in piles at designated locations specified by the Government. The contractor may be asked to haul snow away airfield surfaces on Dover

AFB.

B. The contractor shall be notified by the Contracting Officer’s Representative (COR) or designee to remove snow from designated areas. Notification can occur at any time, 24 hours a day, seven (7) days a week, including Holidays.

PRICING: The Contractor hereby warrants that the prices to the US Government shall be as low as or lower than those charged to the Contractor’s most favored customer, in addition to any discounts for prompt payment. The Contractor will furnish the Contracting Office one (1) copy of a price list for items/services the contractor proposes to furnish under this Agreement. No price changes may be made unless approved by the Contracting Officer. If prices are expected to change frequently, the Contractor must provide monthly price lists to arrive in the Contracting Squadron 30 days prior to the effective date of the change. Calls will be made only for the items that appear on the APPROVED PRICE LIST. Negotiation or solicitation for prices and additional requirements will be conducted by the Contracting Officer only.

CALLS: Calls (purchases) will be made orally or by informal correspondence. Contractor personnel receiving such calls verbally should assure themselves that sufficient information is obtained to prepare the pickup ticket as required by paragraph 7 of this Agreement.

PICKUPS: Pickup of snow will be accepted seven days a week, 24 hours a day as determined by the need of the US Government. All prices shall be FOB Dover AFB, Delaware.

PICKUP TICKETS: All pickup of snow under this agreement will be accompanied by one Pickup Ticket which shall contain the following minimum information:

(1) Name of Contractor

(2) Blanket Purchase Agreement Number and Call Number (such as FA4497-21-A-00XX-

0001). The last four digits represent the call number.

(3) Date of Purchase (Call).

(4) Itemized list of Supplies or Services picked up.

(5) Quantity, Unit Price and Extension of each item less applicable discounts.

(6) Date of pickup

(7) Name of Individual Placing Call.

(8) Submit invoices to: (Located in Block 6, Page 1 of BPA to be drafted)

INVOICES: A summary invoice shall be submitted at least monthly or upon expiration of this Blanket Purchase Agreement, whichever occurs first, for all pickups made during a billing period, identifying the pickup tickets covered therein, stating their total dollar value, and supported by receipted copies of the pickup tickets.

PAYMENT: Calls made under this BPA will be paid by a Government Purchase Card (GPC) for calls made up to $25,000.00. Wide Area Work Flow (WAWF) will be used for calls placed between $25,000.00 and $50,000.00.

SECURITY: Contractor personnel shall comply with all Government regulations regarding security procedures, the wearing of badges, access lists, and safety procedure.

WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (DEC 2018)

(a) Definitions. As used in this clause- Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization.

Document type means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system.

Payment request and receiving report are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall-

(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and

(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.

(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web- Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the Web Based Training link on the WAWF home page at https://wawf.eb.mil/

(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.

(f) WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or pickup order:

(1) Document type. The Contractor shall submit payment requests using the following document type(s):

(i) For cost-type line items, including labor-hour or time-and-materials, submit a cost voucher.

(ii) For fixed price line items

(A) That require shipment of a pickup, submit the invoice and receiving report specified by the Contracting Officer.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form.

This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

In Compliance with the Service Contract Labor Standards Statue and the regulations of the Secretary of Labor (29 CFR part 4), this clause identifies the classes of service employees expected to be employed under the contract and states the wages and fringe benefits payable to each if they were employed by the contracting agency subject to the provision of 5.U.S. 5341or 5 332.
