About this file
This Request for Proposal (RFP #2027-10) is issued by the Town of Berlin, Connecticut, for snow plowing services on municipal streets during the 2026-2027 winter season. The Town seeks qualified contractors to provide trucks with operators for plowing snow on designated district routes established by the Highway Superintendent, with the option for bidders to also propose spare vehicles for emergency assistance. The RFP was released on October 5, 2026, with a deadline for questions by October 12, 2026, and a proposal submission deadline of October 19, 2026, at 4:00 p.m. Proposals must be submitted electronically through the Town's e-Procurement Portal at https://procurement.opengov.com/portal/berlinct. The initial contract period covers Fall 2026 through Spring 2027, with provisions for extension up to two additional seasons upon mutual agreement between the Town and the selected contractor. The Town reserves the right to terminate the contract at any time and requires contractors to commence plowing operations within one hour of notification from the Highway Department.
Pricing is based on hourly rates for trucks with operators, with bidders specifying the number of trucks and spare trucks estimated for the contract. Additional hourly rates may be provided for supplemental equipment and services, including loaders, skidsteers, and tri-axle hauling vehicles, with rates inclusive of operator, fuel, maintenance, insurance, and overhead. A minimum seasonal payment of $2,500.00 applies to each successful bidder per district, with a minimum of three hours paid for each call-in to perform services. Contractors must provide a performance bond of $2,500.00, maintain comprehensive insurance coverage including $1,000,000 Commercial General Liability and $1,000,000 Commercial Automobile Liability with the Town named as additional insured, and possess valid Connecticut contractor licensing. Proposers must demonstrate three years of relevant experience in Connecticut, be in good standing with all tax and contractual obligations to the Town, provide three business references, and submit a W-9 form. The Town is exempt from federal excise taxes and Connecticut sales and use taxes, which must not be included in pricing.
