About this file

This is a Snow Plow Checklist and Service Tour Evaluation document issued by the Department of Defense, Veterans and Emergency Management, Military Bureau for the Westbrook Armory located in Maine. The document establishes the performance standards and evaluation criteria for contractors providing snow plowing and sanding services at designated military facilities. Evaluation tours must be conducted at minimum on a monthly basis, with additional evaluations scheduled at the discretion of the Program Administrator with at least three business days' written notice. The checklist covers general tasks including snow clearing and sanding of designated areas when precipitation reaches two inches or more, maintaining clear gates and compound access, treating roadways and parking lots during plowing operations, clearing all parking lots and sidewalks by 6:00 a.m., managing snow pile locations, and site-specific requirements such as 24/7 operations at Bangor Flight Facility Building #260 and shoveling of walkways and handicap ramps at select facilities.

The evaluation framework establishes clear performance standards with consequences for non-compliance. Contractors receiving four or more negative responses or "Needs Improvement" ratings must correct identified issues within two weeks or face contract termination with thirty days' notice. Three consecutive poor performance evaluations trigger automatic contract termination consideration. Contractors have fifteen calendar days to appeal termination decisions to the Director of the Division of Procurement Services. Additional requirements include providing photographic documentation and pre-existing damage listings within thirty days of contract start, identifying vetted personnel and facility points of contact for weekend and holiday operations, maintaining responsive communication within one business day, and completing end-of-season reviews including removal of dirt buildup and repairs to damaged lawn areas. The contract requires submission of completed evaluation forms to the designated Department of Defense point of contact.
