About this file
This is a specification document for a 62-foot under bridge inspection unit (UBIU) truck-mounted vehicle for the Mississippi Department of Transportation (MDOT). The procurement solicitation (RFX 3160008221) requests a single new, current-model UBIU equipped to provide under-bridge inspection capabilities by positioning workers and equipment approximately 62 feet horizontally under and alongside bridges. The vehicle must operate within 8 feet 6 inches of traffic lanes to minimize lane closures and must be capable of slow forward or backward movement to provide continuous or overlapping coverage areas. The UBIU shall include a truck chassis, flatbed body, four-articulating hydraulic booms with two rotation turrets, a 600-pound capacity aluminum work platform with proportional controls, and all necessary equipment and accessories for complete operational readiness. The submission deadline is Wednesday, September 9, 2026, at 10:30 AM. MDOT will conduct pre-delivery inspections at the factory and upon pickup, followed by performance testing to verify compliance with all specifications before unit acceptance. Factory-trained technicians shall provide onsite technical training for two mechanics and two operators for a minimum of two workdays.
The specification document does not contain explicit pricing information, though it requires clear warranty terms and conditions with the bid package. All materials and components must be new, with no used, reconditioned, or obsolete parts accepted. The successful bidder must provide a 90-day warranty period with dealer responsibility for all component repairs and replacements at no cost to MDOT, including materials, labor, and transportation. The manufacturer must maintain a representative inventory of replacement parts, service facilities, diagnostic tools, and software licenses within Mississippi. Additionally, the manufacturer shall furnish technical manuals in hard copy and electronic PDF formats, provide technical service bulletins as published, and certify compliance with current OSHA regulations, Federal Motor Vehicle Safety Standards, and all applicable federal regulations. The vehicle title will be assigned to the State of Mississippi/DFA-941, and if a Notice to Proceed is issued instead of a Purchase Order, the item will be purchased through the State's Master Lease Purchase Program with U.S. Bank National Association listed as the first lienholder.
