REQUEST FOR INFORMATION for National Call When Needed

Aerial Infrared Mapping Services

Solicitation Number: Special Notice Number: SN-2018-04

Agency: United States Department of Agriculture (USDA)

Office: Forest Service

Location: National Interagency Fire Center – Boise, ID

RFI Issue Date: 02/12/2018

RFI Response Date: 03/05/2018

Synopsis: The purpose of this announcement is to obtain market research for planning purposes only regarding interested vendors/contractors who are capable of providing aerial (manned fixed-wing aircraft, UAS or satellite) infrared mapping services. The aerial vehicle will perform these services on initial attack, extended attack and large fires on an interagency and continental United States including Alaska basis.

The requirements listed are basic minimums. The expectation is that responses will exceed these minimums without the constraints of rigid details.

IMAGERY:

Data Ownership: The US Forest Service is the sole owner of any data (documents, imagery, audio, metadata, telemetry, etc.) collected during any contracted mission and maintains complete control of use and distribution.

Location: Continental US, and Alaska

Scope of work: Provide surge capability for the National Infrared wildland fire mapping program. To reduce confusion to end users and streamline utilization the deliverable must be as close as possible to the current

NIROPS deliverable. Improved capabilities are encouraged.

Bands: Multiple bands including at least two thermal bands. Other options for reducing false positive detections with other bands will be considered.

Time of collection: Any time based on request, Day or Night.

Crabbing /Drift: Should not affect more than 10% of the image width for any flight line.

Roll or Tilt: Exposure made with the optical axis of the camera in a vertical position is desired. Tilt of any exposure must be less than four degrees for any frame and limited to less than 20 degrees off-NADIR.

Ground sampling distance: 2 m pixel (+/- 4%).

Fire detection capability: 8 inch 600°F Hot Spot at 14,000 Ft AGL

METADATA:

Camera/sensor specifications: Include all information regarding the sensor, such as the lens, lens filter(s), sensor array, shutter assembly, and other

Camera Settings: Include focal length, gain, IR calibration, exposure, aperture, shutter speed, exposure compensation, and other settings.

Flight lines: Time of capture, altitude of the aircraft above sea level, height of the aircraft above the ellipsoid, flight paths, heading, latitude, longitude.

Photo center points: (x,y,z) UTMs w/ accuracy specified.

Camera calibration information: Camera certification should be detailed only to the extent necessary to demonstrate that the camera is proven to operate to manufactures specifications, include date of certification.

Bands: Clearly state what band relates to which data layer. Example: band 1 is 3 to 5 μm of layer stack, band 2 is 8 to 14 μm of layer stack, etc..

Date: Clearly state dates and times all imagery was collected, including if collection spans additional days or collection periods.

POST-PROCESSING/ORTHORECTIFICATION (Raster imagery and DEM’s are optional, vector products are not).

Fire location method: Edge marks and Pixel Enhancement, Geo-referenced .tiff files.

Resolution: 3 m or better on the ground resolution.

Minimum Horizontal Accuracy: 95% of all well-defined points tested fall within 2 m of true ground location.

File Format RGB-IR: Uncompressed, georeferenced tagged 12 bit or higher image file format (GeoTIFF) or 8 bit

JPEG 2000 file formats, projected in the North American Datum of 1983 (NAD83), using the corresponding native

Universal Transverse Mercator (UTM) zone with coordinates in meters.

File Format DEM: Uncompressed, georeferenced tagged image file format (GeoTIFF), projected in the North

American Datum of 1983 (NAD83), using the corresponding native Universal Transverse Mercator (UTM) zone with coordinates in meters. The vertical datum shall be North American Vertical Datum of 1988 (NAVD88).

Delivery: It is desirable for the imagery to be processed on board and delivered in near real time to a Government provided site if on board processing is not possible, the minimum requirement is for processed imagery delivered within two hours of data collection or aircraft landing.

DELIVERABLES:

Geo-Tiff referenced system outputs: 256 Color Grey-Scale Ortho, 2 Color (False) Ortho, Raw Ortho, Raw Hot Spot

Shape Files

Unrectified products: Individual raw stereo images red, green, blue, near-infrared (RGB-IR), IR digital images (16 bit, TIF format)

Footprint of areas covered with imagery (Shapefile)

FGDC compliant metadata in digital format for each folder (raw imagery, orthos, DEM), if processing includes automated wildland fire standards use the NIROPS and or GSTOP requirements (provide link to websites or appendix).

File naming and directory conventions: All products shall be named and organized in a directory structure following conventions specified by the NIROPS standard (detailed instruction will be provided).

All products including raster and vector, need to be in ArcGIS-compatible format.

Contractor shall deliver deliverables within stated achievable delivery time
