About this file

This is a Small Business Subcontracting Plan form from the Commonwealth of Virginia that outlines requirements for bidders to document their commitment to using small businesses in contract performance. The document is structured as an attachment ("Attachment B") that must be included with bid responses for them to be considered responsive.

The Commonwealth has established a goal that over 42% of its purchases be made from small businesses certified by the Virginia Department of Small Business and Supplier Diversity (DSBSD). Bidders must either be DSBSD-certified small businesses themselves (in which case they only complete Section A) or must detail their plans to utilize DSBSD-certified small businesses as subcontractors (Section B). The form requires detailed information about each proposed subcontractor, including certification numbers, contact information, and the value or percentage of work to be performed during the initial contract period. The proposed participation becomes a contractual requirement, and failure to achieve the stated participation levels may result in breach of contract.
