About this file

This document outlines the Small Business Set-Aside Program Waiver from the Chief Procurement Officer (CPO) of the State of Illinois. It describes the established set-aside categories for construction, supplies, and services that must be awarded to small businesses, regardless of the dollar value. Any purchases under the small purchase threshold are also automatically set-aside for small businesses. Use of a Small Business Set-Aside Program Waiver requires agencies to provide clear justification for not awarding to a small business vendor. Examples of guidelines for justifying the waiver are provided, such as non-designated procurements, procurements designated to a specific agency, and agency procurement officer signatures.

The document is related to a state and local contract opportunity for the "Simplex Patriot Ribbon" in the state of Illinois. While the file does not provide details on the specific contract opportunity, it outlines the general requirements and guidelines for small business set-asides in the state of Illinois that would apply to this and other procurement opportunities.

SMALL BUSINESS SET-ASIDE PROGRAM WAIVER

From CPO Notice # 2016.03 August 24, 2015:

The Chief Procurement Officer has established set-aside categories of construction, supplies and services that are set-aside for small businesses in Illinois. Procurements that are within the listed categories must be set-aside for small businesses, regardless of the dollar value of the contracts. Additionally, all purchases under the small purchase threshold are automatically set-aside for small businesses in Illinois.

Use of a Small Business Set-Aside Program Waiver requires agencies to have clear justification why a SBSP vendor was not appropriate for a set-aside award. The following are examples of guidelines that may be considered:
