About this file
This is a Small Business Coordination Record (DD-AT&L Form 1862) documenting a sole-source procurement for repair services of a Cummins Model DQGAF diesel generator.
The requirement, valued at $62,200.00, is for repair services on diesel generator SPDG S/N J180429988, which is inoperable due to a leaking radiator. The generator supports multiple shipyard projects at Norfolk Naval Shipyard but is specifically critical for the upcoming undocking of the USS Montpelier (SSN-765). Performance is scheduled from September 11, 2026, through October 30, 2026 (FY26 to FY27). The contracting officer recommends procurement Other Than Full and Open Competition under FAR 5.202(a)(2) for Unusual and Compelling Urgency, citing that only Cummins Inc. (CAGE: 7S9U4), the original equipment manufacturer, possesses the OEM-certified technicians, proprietary diagnostic software, technical data, and repair procedures necessary to restore the generator to proper performance standards. Market research confirms no alternative responsible sources are capable of performing this specialized work. The government estimates daily costs of up to $25,000 in lost schedule time if the repair contract is delayed. Similar successful repairs were previously performed under contracts N42158-25-PE-114 and N42158-25-PN-155 by the same contractor. The requirement is classified as new (not consolidated, bundled, or requiring a subcontracting plan), with the contracting officer and Small Business Professional both concurring with the recommendation as of September 1, 2026.

The requirement under Document No. 6234V100 is for repair services on a Cummins Model DQGAF Diesel Generator during the period of performance 11 September 2026 through 30 October 2026. The generator must be serviced either by the manufacturer or by the manufacturer’s authorized representative to ensure continued reliable and proper operation. Having an unauthorized facility perform the service increases the risk of the generator and related equipment becoming unsafe, unstable, or failing prematurely. Cummins Inc. (cage:7S9U4) is the OEM for this generator, which is currently not operational due to a leaking radiator. This generator supports multiple shipyard projects but is specifically mandatory for the upcoming undocking of the USS Montpelier (SSN‑765). The inoperability of the diesel generator will directly delay the undocking evolution and jeopardize support for critical nuclear loads that are required to be generator‑backed. Norfolk Naval Shipyard does not have a spare generator available to substitute, and any delay in awarding this contract for repair will cost the Government up to $25,000 per day in lost schedule time and associated impacts. The specialized nature of the repair requires OEM‑certified technicians with proprietary diagnostic software, technical data, and repair procedures that are not released to third‑party vendors. Market research confirms that Cummins is the only responsible source capable of restoring the generator to OEM performance standards. Similar work has previously been performed successfully under Contract Nos.
N42158‑25‑PE‑114 and N42158‑25‑PN‑155 by the same contractor, establishing precedent for sole source procurement. Therefore, only one responsible source is reasonably available, and sole source award to Cummins Inc. or its authorized representative is required to restore generator operability, prevent mission delays, and ensure safe, reliable support of critical shipyard operations.
