Statement of Work

Norfolk Naval Shipyard (NNSY) Small Boat Maintenance Program

Section A: Scope

1. Objective:

To develop and implement a cloud-based software system subscription for streamlined record keeping related to scheduled and unscheduled maintenance of vessels and equip under the custody of NNSY IAW NSTM Ch. 583 Boats and Small Craft in the U.S. Navy.

2. Background/Introduction

NSTM CH. 583 requires custodian commands (NNSY) to implement and execute, track and document a maintenance program to maintain and upkeep Navy owned and issued small boats used in the support of Navy requirements. NNSY has 8 small boats in custody used to support Emergency Oil Spill Response in the Elizabeth River, Production work for all NNSY Chief of Naval Operations (CNO) Availabilities and local area conservation efforts. This requirement is to implement a cloud-based software tracking system for scheduled and unscheduled maintenance requirements for the civilian maintained vessels supporting NNSY’s mission.

3. Limitations of Work

The Contractor shall provide a cloud-based platform, customization of program to meet NNSY specific needs, customer support as needed and pre-loading of manufacturer documents and requirements of vessel specific equipment.

Section C: Requirements

5. Scope of Work:

Contractor shall provide a cloud-based software program designed specifically to support boat maintenance. Service shall include cloud-based access to software, pre-programming of vessel specific equipment, required maintenance actions and intervals. The cloud-based software will collect, store, build, and maintain a database of maintenance actions performed to each component of each boat as required by NSTM Ch. 583. The contractor shall review the list of government owned equipment for NNSY, provided as Government Furnished Information (GFI). The contractor shall research Original Equipment Manufacturer (OEM) maintenance requirements for each item and populate regular maintenance requirements into the cloud-based software. The contractor shall also research applicable state and federal requirements which supersede the OEM maintenance requirements and populate the information into the cloud-based software. In performing this task, the contractor shall perform an on-site review of the government owned equipment to identify the recent maintenance information to use in populating the information in the cloud-based software. The contractor shall deliver could-based software records for the government owned equipment.

Vendor is to provide at a minimum (1) administrative account capable of making changes to intervals and maintenance requirements and at a minimum of (15) “user accounts” capable of documenting and logging maintenance performed by personnel. Vendor to provide customer support during normal eastern time zone business hours (8am-5pm, Monday – Friday, excluding government holidays) as needed to support NNSY needs and requirements.

22UB9109, 22UB9110, 22UB9611, 22UB9612, 23UB0703, 25UB1702, 30BP1302, 30OP1905.

6. Contractor Responsibilities:

The contractor shall provide all labor, transportation, supervision, and access required for the implementation of the software.

The contractor shall provide all relative and necessary upgrades to the software.

The contractor shall update the cloud-based software with all GFI within Section C, 5 within 30 days of being requested by the Technical POC or Contracting Officer.

7. NNSY Responsibilities:

Provide vessel specific data to vendor to incorporate OEM documents and periodicities into maintenance database by vendor.

8. Government Furnished Information:

All available maintenance records for each vessel identified in Section C, 5, hard copy or web-based historical information transferable via email transmission.

9. Security Requirements:

None.

10. Delivery Terms/Shipping/Transportation:

Provide access to cloud-based software, account creation and uploading of OEM documents upon award.
