About this file
This document is a presentation from the WESTPAC IDIQ Industry Day Conference held on September 26, 2025, presenting acquisition information for a federal ship repair contract opportunity issued by NAVSUP Fleet Logistics Center (FLCY) Site Singapore and Ship Repair Facility (SRF) Detachment Singapore.
The Government seeks a single-award Indefinite Delivery Indefinite Quantity (IDIQ) contract for noncommercial ship repair services with a two-year base period (January 1, 2027 – December 31, 2028) and three one-year option periods extending through December 31, 2031. The contract structure includes five Contract Line Item Numbers (CLINs): Lead Maintenance Activity (LMA) at 24 months using Firm-Fixed-Price (FFP), Continuous Maintenance Availabilities (CM) priced as one lot FFP, Emergent Maintenance Availabilities (EM) priced as one lot FFP, Travel as one lot Cost Reimbursable (no fee), and Contract Data Requirements Lists (CDRLS) at not separately priced. The Government will issue annual delivery orders for LMA and issue delivery orders as required for EM, CM, and Travel. The contractor must be CONUS-based with a current Master Agreement for Repair and Alteration of Vessels (MARAV) from NAVSEA or NAVSUP and must establish a Singapore-based business unit with in-theater teaming agreements to execute repairs on multiple vessel classes throughout the Seventh Fleet Area of Responsibility, including locations in Malaysia, Vietnam, Indonesia, Philippines, Australia, Thailand, Guam, Japan, and Korea. Evaluation will use "Best Value" trade-off methodology (FAR 15.101-1) with non-price factors including Management Approach, Technical Approach, In-Theater Teaming Arrangement Approach, Past Performance, and a Sample Problem. The procurement timeline includes RFP issuance on December 11, 2025, questions due December 26, 2025, RFP closing January 15, 2026, contract award October 1, 2026, and contract performance start January 1, 2027. All documents and formal questions must be submitted via email through Sam.gov; phone calls will not be accepted.
