About this file

This is a Questions and Answers document from contractors dated 1 October 2025 regarding a federal contract opportunity. The document does not address specific products or services, pricing, response dates, or award dates. Instead, it provides clarifications on contract administration and operational requirements for what appears to be a Logistics Management Agent (LMA) contract supporting U.S. Navy operations in the 7th Fleet Area of Responsibility, with a permanent base in Singapore.

Key operational clarifications include: contractors may choose to rent or own vehicles and equipment; base access credentialing timelines vary by location; the contractor will not manage Military Sealift Command (MSC) ship dockings but must have capability for other vessel classes; all LMA team members must be permanently based in Singapore and will receive Foreign Identification Numbers (FINs) providing visa-free residence and income tax exemption, with prohibitions on bidding visa or tax costs; security clearances are required only for specific positions as defined in the Performance Work Statement, with U.S. Citizenship required for those roles and U.S. Persons acceptable for other positions; Common Access Cards (CACs) are not required; all LMA capabilities including engineering support, contracting authority, and planning must be located in Singapore with no work sent to CONUS; the contractor must maintain minimum Contractor-Furnished Material (CFM) inventory on-site in Singapore; the contractor must arrange its own support and warehouse space at U.S. Naval bases in Guam and Japan per delivery order specifications; alternate facility locations need not be U.S.-manned or meet NAVSEA security requirements unless positions require security clearance; all vessel work must adhere to NAVSEA Standard Items with zero exceptions; and teaming arrangements must follow FAR 9.601(2) definitions with evaluation details provided in the solicitation package.

Questions/Clarifications from Contractors 1 Oct 2025:

1. Definition of 'on-call support requirements' per Section 4.3.1

a. There is no section 4.3.1.

2. Clarification of vehicle/equipment ownership expectations versus vendor lease

a. It is up to the contractor if they decide to rent or own.

3. More detail on base access credentialing timelines for subcontracted labor

a. Base access differs depending on the base/location. More information can be given in the future on a case by case basis.

4. Does the Government anticipate that the LMA would be responsible for managing ship dockings on any class of ship identified, including MSC ships in the 7th fleet AOR during the term of this contract?

a. We are not sure at this time. This is a potential, and we would want contractors to have this capability should this become a requirement. For MSC the answer is no.

5. Will all contractors operating in the 7th fleet AOR, and permanently stationed in Singapore be required to obtain and maintain a secret clearance? Will they also be required to have a CAC card for entrance into any US facility?

a. Security clearance will be required for specific positions as laid out in the final version of the PWS.CAC is not required. It is the responsibility of the contractor to ensure its contractors gain access to all facilities, US or not. A CAC can help with this, but is not required. It is up to the KTR to determine if they want their teams to have a CAC or not.

6. 3.1.3 Does the Government require only US Citizens, or can US Persons also be allowed to work on the base LMA contract?

a. Contractors must be able to obtain security clearance for specific positions, so US Citizenship status will be required for those positions, all other positions may be US Persons.

7. Will the Government Sponsor the Contractors in Singapore during the duration of this contract?

Including physical and logical access via systems like the Defense Enrollment Eligibility Reporting System (DEERS) and Mission Partner Identity, Credential, Access Management (MP ICAM). Does the Government intend to invoke DFARS 225.371-5 CONTRACTOR PERSONNEL SUPPORTING U.S.

ARMED FORCES DEPLOYED OUTSIDE THE UNITED STATES (OCT 2023)?

a. The government will sponsor each member of the LMA team with a FIN. (Foreign Identification Number. A FIN will allow members of the LMA team to live in Singapore Visa free, and be exempted from Singapore income taxes. Bidders may not bid any visa or tax costs for their proposed LMA team members. LMA team members must live and reside in Singapore full time. FIN’s will not be provided for anyone who does not live and reside in Singapore full time. FIN’s for the LMA team will not allow them to be a part of the COE exempt car buying program, foreign driver’s license conversion program, or the fuel savings program. FIN’s shall not be provided for teaming partners or sub-contractors. If a LMA team member with a FIN wishes to get a Singapore driver’s license they must communicate to the Singapore government that they are not eligible for diplomatic status when converting the license. Anyone who does otherwise will be reported to the Singaporean government for listing false status under Singaporean law. The government will only sponsor LMA team members full time based in Singapore. For systems like the Defense Enrollment Eligibility Reporting System (DEERS) and Mission Partner Identity, Credential, Access Management (MP ICAM) the government will support. The government is unsure at this time if it will invoke DFARS 225.371-5 CONTRACTOR PERSONNEL SUPPORTING U.S. ARMED FORCES DEPLOYED OUTSIDE THE UNITED STATES (OCT 2023). This will be determined in the official solicitation.

8. 3.1.12.2 – Does the Government expect the Contractor to maintain a minimum CFM inventory on-site in Singapore to provide anticipated service to the fleet? Does the Government anticipate the same for GFM?

a. Yes the Government expects the Contractor to maintain a minimum CFM inventory on-site in Singapore to provide anticipated service to the fleet. No the government does not anticipate the same need for GFM.

9. 3.1.15 – Can the Government provide Section J for the purposes of responding to this RFI?

a. This will be included in the RFP.

10. For work to be performed at US Naval bases in Guam and Japan, will the Government provide additional warehouse space or support? Or does the Government expect the Contractor to arrange for support in all areas of the AOR?

a. No, the government will not provide additional warehouse space or support for work to be performed at US Naval bases in Guam and Japan. Government expects the contractor to arrange its own support in all areas of the AOR per availability as specified by each delivery order issued under this single award IDIQ. Contractors will bid the costs of this under each DO, not under this single award IDIQ solicitation.

11. 3.4.1.2.5 – Does the Government expect that Engineering support must be located in Singapore?

a. Yes. The government requires all LMA positions to be in Singapore. Nothing shall be sent for action back to CONUS. All capability from the LMA team, to include but not limited to, engineering support, contracting authority, planning, estimating, and the entering of binding agreements with the US Government, shall be in Singapore.

12. 3.4.4.2-4 – Is the alternate location required to be a US manned facility, and meet all NAVSEA security requirements? Must it be managed by US Citizens?

15. Will the customer provide a list of approved suppliers?

a. No, a list will not be provided. There is no list of approved or not approved suppliers. It is up to the bidder to determine its approach for which suppliers to select in order to accomplish this contract most effectively.

16. Will all availabilities adhere to NAVSEA Standard items, specifically for ESB (Expeditionary Sea Base) vessels, rather than following the GTR (General Technical Requirements) for MSC Military Sealift Command) work scope requirements?

a. Yes. All availabilities will adhere to NAVSEA Standard Items with zero exceptions. The work SRF DET Singapore conducts on MSC operated ESB’s is all accomplished to NAVSEA Standard Items as is the same for every vessel under this contract.
